HomeMy WebLinkAbout8C - CAP 1997-2001 ",,' STAFF AGENDA REPORT AGENDA #: PREPARED BY: 8C GREG ILKKA, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 97-XX ORDERING PREP ARA TION OF FEASIBILITY REPORT FOR MUSHTOWN ROAD, PIKE LAKE TRAIL, CSAH 42, STREET SEALCOA TING AND LAKE FRONT PARK INCREMENT IMPROVEMENTS JANUARY 21, 1997 SUBJECT: DATE: INTRODUCTION: The purpose of this Agenda item is to initiate the process for local improvements set forth in the 1997 portion of the 1997-200 I Capital Improvement Program in accordance with Minnesota Statutes, Chapter 429. The first step in the process is for the Council to order preparation of a Feasibility Report on improvement projects. The Feasibility Report will address the upgrading of Mushtown Road from 1,000 feet south of Tower Street to the southeast for 2,700 feet to a point approximately 200 feet beyond Ridgewood Court; upgrading of Pike Lake Trail from CSAH 42 to the proposed north plat line in the plat of Knob Hill in Section 26, Township 115 north, Range 22 west; upgrading CSAH 42 from Ferndale Ave. to CSAH 21; Lakefront Park roads, trails, and parking lots; and sealcoating of bituminous paved streets throughout the City. BACKGROUND: Each of these projects is in the 1997 Capital Improvement Program. The Mushtown Road and Pike Lake Trail projects require special assessments and therefore require the City to follow the requirements of MS Chapter 429. These projects will be used as leverage to bond for the financing of the CSAH 42 and Lakefront park improvements, as well as for the sealcoating projects. If the Parks and Library Bond Referendum is approved, the Lakefront Park Improvements contemplated herein would be deleted. DISCUSSION: The City is required to assess a minimum of 20% of the cost of a public improvement project completed through the Chapter 429 process and financed through G.O. bonds. By combining Mushtown Road and Pike Lake Trail projects with the CSAH 42, Lakefront Park and street sealcoating projects, the City will meet the minimum assessment requirement and be able to bond for the other improvement projects. The City does not expect to be able to assess anyone for the improvements on the CSAH 42, Lakefront Park and street sealcoating projects because of statutory issues of special benefit. Feasibility Reports for Mushtown Road and Pike Lake Trail have previously been authorized and prepared by MSA. These will be updated by City staff to reflect current cost estimates or changes in project scope. There are three alternatives for the City Council to consider: I. Approve Resolution 97-XX which orders preparation of a Feasibility Report for Mushtown Road, Pike Lake Trail, CSAH 42, Lakefront Park, and street sealcoating. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. Alternative No.1. Llci lrt/'-~ REVIEWE~ ) .. / / I I ( " .~ RESOLUTION 97-XX ORDERING PREPARATION OF FEASIBILITY REPORT FOR MUSHTOWN ROAD, PIKE LAKE TRAIL, CSAH 42, STREET SEALCOATING, AND LAKE FRONT PARK INCREMENT IMPROVEMENTS MOTION BY: SECOND BY: WHEREAS, it is proposed to construct improvements within the following generally described project area: 1. Mushtown Road from approximately 1,400 feet south of Tower Street to the southeast for approximately 2,700 feet to Ridgewood Court by the construction of sanitary sewer and watermain stubs, storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, bituminous path, and appurtenant work: and 2. Pike Lake Trail from CSAH 42 to the proposed north plat line in the plat of Knob Hill in Section 26, Township 115 north, Range 22 west, by the construction of sanitary sewer, watermain. storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, concrete sidewalk, bituminous path, retaining walls, and appurtenant work; and 3. CSAH 42 from Ferndale Ave. to CSAH 21 by the construction of grading, storm sewer, utility crossings, concrete curb and gutter, bituminous surfacing, sidewalk. and appurtenant work; and 4. The sealcoating of bituminous paved streets throughout the City. 5. Paving of Lakefront Community Park roads, trails and parking lots by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bitum inous surfacing, and appurtenant work, and WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended. 162El~Hi~le Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph.
