APPLICATION FOR A 3.2 TEMPORARY LIQUOR
LICENSE

INTRODUCTION:
The purpose for this agenda item is for the City Council to
consider a request by S1. Michael's Church for a temporary 3.2
liquor license in order to sell beer at their annual Golden Dinner.
The Golden Dinner is an annual fund-raiser for the church. The
dinner will take place on Saturday, February 8,1997 in the
basement of the Church.
BACKGROUND:
S1. Michael's has requested and been granted a temporary
gambling permit for this event and is also requesting a
temporary consumption and display permit which will allow
patrons to bring in intoxicating liquor, however, S1. Michael's
will not be able to sell any of this liquor.
DISCUSSION:
S1. Michael's has filled out the application entirely, paid the
temporary 3.2 license fee of $25.00 and provided us with proof
of dramshop insurance by the Archdiocese of Minnesota. The
Prior Lake Police Department has reported no problems with
past 3.2 temporary licenses granted to the Church of St.
Michael.
AL TERNA TIVES:
The following alternatives are available to the City Council:
1. Approve the 3.2 Temporary Liquor License for the Church of
St. Michael.
2. Deny the liquor license request.
RECOMMENDATION:
Staff recommends the Council approve the 3.2 Temporary
Liquor License for the Church of S1. Michael for their annual
Golden Dinner.
ACTION REQUIRED:
Motion as part of the consent agenda to approve the 3.2
Temporary Liquor License for the Church of S1. Michael for
Saturday, February 8, 1997.

TEMPORARY CONSUMPTION AND DISPLAY PERMIT
FOR ST. MICHAEL'S CHURCH

INTRODUCTION:
The Church of St. Michael's is requesting a temporary
consumption and display permit in order to have intoxicating
liquor on the premises during their annual Golden Dinner fund-
raiser on Saturday, February 8, 1997.
BACKGROUND:
The City of Prior Lake to date has not received such an
application. In fact, the City has not established a fee for such a
license. Prior Lake City Ordinance 3-1-6 allows a one-day
consumption and display permit be issued to nonprofit
organizations in conjunction with social activities in the City
sponsored by those organizations. The permit shall allow the
consumption and display of intoxicating liquor on the premises,
with the sale of set-ups, but shall not allow the sale of
intoxicating liquor.
DISCUSSION:
The State of Minnesota currently allows eleven (11) such
licenses be issued from one municipality per year and suggests
the fee not exceed $25.00. Staff would support establishing the
permit fee in the amount of $25.00 for a one-day temporary
consumption and display permit.
ISSUES:
The police department has a copy of this application and will
recommend stipulations, if any, in order that the license not be
abused. Currently, no problems have been reported to the Prior
Lake Police Department concerning the Church of St. Michael
regarding any past licenses issued to them.
ALTERNATIVES:
The following alternatives are available to the City Council:
1. Approve the Temporary Consumption and Display permit for
St. Michael's Church and establish the 1997 fee for
temporary consumption and display permits at $25.00 setting
a precedent for all future requests.
2. Deny the license request.
RECOMMENDATION:
Staff recommends the Council approve the Temporary
