FEBRUARY 3, 1997 In accordance with the City Council Bylaws, a Subcommittee consisting of myself, Mayor Andren, and Lake Advisory Committee Chair Jody Stroh conducted interviews of five applicants to fill two vacancies on the Lake Advisory Committee. This Agenda Item requests Council endorsement of the Committee's recommendation. Five persons applied for two vacancies on the Lake Advisory Committee. The vacancies were created by Sally Schmidt's resignation to assume a position on the Economic Development Authority and the fact that Tom Watkins has moved out of Prior Lake. Applications for each of the individuals interviewed are attached for Council information. The Committee recommends the appointment of Paul Trapp, 16700 Creekside Circle, and Kate Haggerty, 5599 Cedarwood to fill the vacancies on the Lake Advisory Committee. Mr. Trapp has considerable expertise in Surface Water Resources, non-point source pollution, and Ground Water Resources. He has Master's of Science in Natural Resource Managment-Water Science from the University of Wisconsin. Mr. Trapp, in addition to having excellent background, also has considerable interest in the Lake Advisory Committee, and has worked on committees before in accomplishing his work objectives. Kate Haggerty has worked closely with the Chamber of Commerce for a number of years. Her initial interest was to serve on the Watershed Commission. Kate has substantial experience working in committees, particularly community committees consisting of volunteers. She lives in the Sand Point area, and does not live on the lake. Accordingly, Kate's perspective will help to represent those who do not live on Prior Lake. Her experience in working with committees, previous demonstrated abilities with the Chamber of Commerce, and the fact that she lives off the Lake makes her a good candidate. ALTERNATIVES: The Council has the following alternatives: 1. Appoint Paul Trapp and Kate Haggerty to positions on the Lake Advisory Committee as shown on the attached Lake Advisory Committee roster. 2. Remove the item from Consent Agenda for further discussion. RECOMMENDATION: Alternative #1. At Purdue I m~jored in Natural Resources and Environmental Science with a n emphasis in surfacc watcr resources. During my last summer at Purdue I worked with Dr. Anne Spacie (Professor of Forestry) and Dr. John Bell (Professor of Civil Engineering) as a lab and field technician on a phosphorus study for thirteen Indiana lakes. I was responsible for collecting lake samples, identifying and counting algae from collected samples, and analyzing samples for chlorophyll content. Before going to graduate schooll worked for Wisconsin Lake Harvesters of Stevens Point, Wisconsin as a crew supervisor, mechanic, and operator on an aquatic weed harvester. I traveled throughout Wisconsin harvesting aquatic weeds for weed control and for improving tish habitat. 1 attended and received my Masters of Science in Natural Resource Management - Water Science from the University of Wisconsin - Stevens Point. My thesis was on developing and evaluating an optimum manure application rate for corn production and protecting ground water from nitrate contamination. Currently, I am employed with the Minnesota Pollution Control Agency (MPCA) as a hydrologist. I work with nonpoint source pollution sources across Minnesota, specifically with livestock feedlots and how they impact the State's surface and ground water resources. Here at the MPCA 1 have also worked in the Superfund Program and the Ground Water Monitoring Assessment Program. During my four years at the MPCA I have had extensive experience in monitoring and analyzing data for both surface and ground waters, Some of my additional skills to those previously mentioned include: the use and maintenance of a variety of sampling equipment; the use of Global Positioning Systems (GPS) receivers, Geographic Information Systems (GIS); surveying and mapping; use of a variety computer software including word processing, database, and graphic systems; and public speaking. Briefly describe your interest in this position and how you can serve the community: I want to be on the Lake Advisory Committee because I believe Prior Lake is a valuable resource to the City and enjoy being a Prior Lake resident. I have seen a variety of conditions occur to the lake ranging from: the flooding conditions in 1993, to low water level conditions this past summer, to the milfoil problems that exist. I want to use my expertise and skills in assisting the City Council in making decisions. Re: Lakes Advisory Committee To Whom It May Concern: I would like to be considered for an appointment to The City Lakes Advisory Committee. I am a life long resident of the Prior lake area having lived at my current address 2591 Spring Lake Road (the part within the city) for approximately 25 years. I have always been interested and involved in lake issues. Water quality, proper land management around our lakes, and proper use of our lakes, are issues I have been involved with for over 30 years. Most recently I have been ask to serve on the Minnesota River Basin Joint Powers Board Citizens Advisory Committee. Before that I served on the Minnesota River Citizens Advisory Committee, which spent 3 years studying the problems of the Minnesota River. We submitted our report the Governor and The Joint Legislative Committee on Resource. I have also served on the Prior Lake-Spring Lake Watershed Board"s Citizen Advisory Committee which developed the Watershed's 509 Water Management Plan. I served on the Metro Council Water Quality Advisory Committee that developed the Metro Councils original Water Management Policy. I have also held several positions within the Spring Lake Improvement Association: President, Vice President and Board of Director's. I have also served on the Prior Lake Planning Commission. I would also like to note that at the time The Orderly Annexation Agreement was dra\\'n up, my property was in Spring Lake Township. I was one of the citizens involved in the drawing up of that agreement, which resulted in my area being annexed into Prior Lake and getting sewer and water. In the years I have spent dealing with the problems of our Lakes and Rivers, I have found that the problems we are experiencing here in Prior Lake are not unique. They are very similar to the problems experience all around the Minnesota River Basin. The steps we take here are the same steps citizens must take all over the state to save and protect our waters. I understand that each of the main lakes in our system (Spring Lake, Upper Prior Lake, and Lower Prior Lake) have unique problems unto themselves, hovy'ever the problems of each can not be solved without reviewing and understanding the impacts to the others.
