HomeMy WebLinkAbout8B - 1997 Parks & Trail Capital Improvement Program STAFF AGENDA REPORT AGENDA #: PREPARED BY: SUBJECT: 8B PAUL HOKENESS, PARKS & RECREATION DIRECTOR CONSIDER APPROVAL OF AMENDMENT TO 1997 PARKS AND TRAIL CAPITAL IMPROVEMENT PROGRAM APRIL 21,1997 DATE: BACKGROUND: There have been certain development changes as well as community requests which staff feels warrant changes in the 1997 Parks and Trail Capital Improvement Program. DISCUSSION: Attached is a list of those items which are recommended to be added to the 1997 C.I.P. as well as one item which is recommended for removal. PLAYGROUNDS Wilds: We have been informed by the Developer that there have been many requests from homeowners for playground equipment at the Wilds. As this development proceeds it is apparent that there are more families with children moving in. TRAILS / SIDEWALKS Woodview: Now that Pheasant Meadows is being developed it is important for us to complete the trail segment which runs from Pheasant Meadows to Spruce Trail. The neighbors on Spruce Trail have also requested that this trail section be constructed. This trail section was identified in the Comprehensive Plan. Raspberrv Ridge: The neighbors have requested that we install a trail from Raspberry Ridge Road through the park to Lords Street. This trail section will eventually tie into the trail on 21. This trail connection was identified in the Comprehensive Plan. Willows: We will be installing new playground equipment at Willows park this year and staff feels that it is critical that we have a trail section which will lead from the street to the existing picnic shelter and new playground. We would also include four parking bays on Elm Ave. which would include one disabled parking stall. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER ISSUES: FISCAL IMPACT: AGREPCIP.DOC Cardinal Ridge: The original trail concept included a trail that would run along the southern portion of the development and tie into Fish Point Road. After further investigation it was determined that due to the severe topography and a large area of trees that it would not be practical to build this trail section. In place of this trail section we have worked with the developer to include a sidewalk on Victoria Curve. This sidewalk will complete the trail connection from County Road 44 to Fish Point Road. BASKETBALL COURTS Raspberrv Ridge: This court was a suggestion of P.L.A.Y. (Hoops in the park program) as well as the residents. P.L.A.V. will be contributing an additional $3,000.00 towards the installation of this court. The total cost of a half court is approximately $6,000.00. Indian Ridge: This court was also a suggestion of P.L.A.Y. as well as the neighbors. OTHER PROJECTS (RESILIENT SURFACING) Carriage Hills and Woodridge Parks: These two playgrounds were installed in 1996 and at that time we included resilient surfacing to the playground structure but did not have the money to provide the resilient surfacing which leads to the swings. During installation we made the necessary provisions (curb cuts and path connections) to add the resilient surface at a later date. This resilient surface will allow accessibility to the swing set. Future playground purchases will include all resilient surfacing at the time of installation. These Proposed 1997 improvements will satisfy the current community requests and keep us on track for future improvements. The original 1997 Parks and Trails c.I.P. which was approved by the Council totaled $185,000.00 in projects. The proposed amendment would bring that total to $224,500.00. The projected revenue for 1997 is $170,00.00. If the amendments to the c.I.P. are approved the balance at years end would be approximately $203,572.00. (See attached analysis) ALTERNATIVES: 1. Amend the 1997 Capital Improvement Program and allow staff to proceed with the Park and Trail projects as recommended in this report. 2. Do not approve the amendment to the 1997 Capital Improvement Program and proceed with the projects as originally scheduled. RECOMMENDATION: Staff recommends Alternative #1. This alternative would allow for the best use of funds which are included in the Parks and Trail Capital Improvement Program.
