HomeMy WebLinkAbout8A - Well #6 - Design Services STAFF AGENDA REPORT DATE: SA GREG ILKKA, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 97-XX AUTHORIZING BONESTROO, ROSENE, ANDERLlK & ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR WELL #6 AND ASSOCIATED WATER SYSTEM IMPROVEMENTS. APRIL 7,1997 AGENDA #: PREPARED BY: SUBJECT: INTRODUCTION: The purpose of this Agenda item is to authorize Bonestroo, Rosene, Anderlik & Associates to provide the required professional engineering services for the completion of well #6 and the associated water system improvements. BACKGROUND: The 1997 Capital Improvement Program (CIP) includes the construction of well #6. Related to well #6 is the reconstruction of wellhouse #3 which is badly deteriorated. Wellhouse #3 currently houses well #3 and serves wells #3 & #4. Upon reconstruction, well house #3 will serve wells #3, #4, & #6. Reconstruction of wellhouse #3 eliminates the need for a well house for well #6. These projects and the ancillary work required to make well #6 functional are to be funded through the Trunk Reserve Fund. DISCUSSION: The work that will be contracted for through this agreement is for professional engineering services only. The product of these services will be plans and specifications for two separate construction contracts, as well as construction phase services. The first contract will be for the construction (drilling and development) of well #6. The second contract will be for the reconstruction of wellhouse #3 and associated water system improvements to make well # 6 functional within the city water system. The City requested proposals for professional services from six engineering firms: 1) Bonestroo, Rosene, Anderlik & Associates (BRA) 2) Maier, Stewart & Associates (MSA) 3) Orr, Schelen, Mayeron & Associates, Inc. (OSM) 4) Progressive Consulting Engineers, Inc. (PCE) 16200-~~e Creek Ave. S.E., Prior Lake. Minnesota 55372-1714 / Ph. (RCM) 6) Toltz, King, Duvall, Anderson & Associates (TKDA) Proposals were received from five of the six firms. RCM chose not to submit because of their commitment to the City of Savage for the same type of work. Each proposal separated the required services into three phases; Feasibility Study, Final Design, and Construction & Start-up. Staff established the following criteria for consultant selection: Proposal Quality Project Manager Experience Previous well experience (Mt. Due to the range of proposed fees the slate for serious consideration was narrowed to three firms. Using the stated criteria, a committee made up of myself, the Public Works Supervisor, and the Water Resources Coordinator evaluated each firm individually and then collectively. Based on the outcome of these evaluations Bonestroo, Rosene, Anderlik & Associates came out on top in most categories and was chosen for recommendation to the City Council. WELL6.DOC ALTERNATIVES: RECOMMENDATION: ACTION REQUIRED: WELL6.DOC There are three alternatives for the City Council to consider: 1. Approve Resolution 97 -XX which authorizes Bonestroo, Rosene, Anderlik & Associates to provide engineering services for the completion of well #6 and the associated water system improvements for a total fee not to exceed $55,782. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. Alternative NO.1. A mion aId seconr:PI Resolution 97 -XX. REVIEWE I RESOLUTION 97-XX AUTHORIZING BONESTROO, ROSENE, ANDERLlK & ASSOCIATES TO PROVIDE ENGINEERING SERVICES FOR WELL #6 AND THE ASSOCITATED WATER SYSTEM IMPROVEMENTS MOTION BY: SECOND BY: WHEREAS, it is proposed to construct well #6 and reconstruct wellhouse #3, and WHEREAS, engineering services including a feasibility study, final design, and construction services are required for this project, and WHEREAS, based on the review and evaluation of five proposals, the City Engineer recommends acceptance of the proposal from Bonestroo, Rosene, Anderlik & Associates. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, Bonestroo, Rosene, Anderlik & Associates is hereby authorized to provide engineering services for well #6 and the associated water system improvements for a total fee not to exceed $55,782.
