CONSTRUCTION STRATEGY

INTRODUCTION:
Staff has prepared a preliminary strategy and schedule for the
planning, purchasing, design, and construction activities for the
Parks and Library referendum items. Staff feels that it is
critical that the Council be involved in the undertaking of such
monumental projects and would appreciate any input that the
Council may have.
BACKGROUND:
Now that the Parks and Library referendum has passed and a
financing alternative is being selected it is critical that we map
out a schedule of events so that the construction of the Parks
and Library elements can be completed within the three year
time allotment. The following is a list of the projects which
were included in the Parks and Library referendum. Each
project includes a sequence of events which will take place all
the way from land acquisition to construction and final Council
approval.
LIBRARY AND DANCE STUDIO
· Appointment of building committee. (EXHIBIT A)
· Request For Proposals to select an architectural firm to
complete project.
· Building committee's recommendation and selection of
architectural firm.
. Council approval of architectural firm.
. Project bid process.
. Council awards bids.
. Architectural firm manages project to completion.
. Council accepts project and approves final payment.

. City Council authorizes staff and City Attorney to pursue

will give progress reports through the Managers Weekly
Update, include articles in the Wavelength and Prior Lake
American, and presentations on Cable T.V., including the
Inside City Hall program.
FISCAL IMPACT:
Staff will adhere strictly to all bidding and purchasing
guidelines and will request Council approval at the appropriate
times.
ALTERNATIVES:
1. Approve this construction strategy and authorize staff to
proceed with the following:
· Appointment of building committee for the Library/Dance
Studio per EXHIBIT A.
· Negotiate the acquisition of land and make
recommendations to the Council.
· Prepare Requests For Proposal for the Library, Lakefront
Park, and the Community Park! Athletic Complex and
proceed with the selection of architectural firms.
· Appoint an electrical engineer to assist with the Pond's
lighting.
· Proceed with the bidding process for lighting, irrigation,
and playground equipment.

RECOMMENDATION:
Staff recommends Alternative No.1.
