AUTHORIZING MAIER, STEWART & ASSOCIATES, INC. TO
PREPARE PLANS AND SPECIFICATIONS FOR FISH POINT
ROAD LOCATED WITHIN CARDINAL RIDGE FIFTH ADDITION.

SUBJECT:
INTRODUCTION:
The purpose of this Agenda item is to authorize MSA to prepare
the plans and specifications for Fish Point Road.
BACKGROUND:
The 1997 Capital Improvement Program (CIP) includes the
construction of Fish Point Road through Cardinal Ridge Fifth
Addition. This project is the continuation of Fish Point Road which
has been designated a municipal state aid street and a collector
street. The construction of Fish Point Road is programmed to be
funded with state-aid funds.
Sienna Corporation has submitted the Final Plat for Cardinal
Ridge Fifth Addition and anticipates, subject to Final Plat
approval, starting construction in June.
The potential for the City to get a very favorable bid for the
construction of Fish Point Road is enhanced by scheduling a
letting date that allows construction to start while Sienna's
contractor is still on-site. In order to take advantage of this
possibility it is important to get design underway at this time.
DISCUSSION:
The City requested a proposal for design services from two firms.
James R. Hill, Inc. and Maier, Stewart and Associates (MSA).
James R. Hill proposed a fee not to exceed $10,280. MSA
proposed a fee not to exceed $8,700. These fees do not include
construction observation. Construction observation will be handled
separately at the time of construction contract award.
ALTERNATIVES:
There are three alternatives for the City Council to consider:
1. Approve Resolution 97 -XX which authorizes Maier, Stewart &
Associates to prepare plans and specifications for Fish Point
Road.

AUTHORIZING MAIER, STEWART & ASSOCIATES TO PREPARE PLANS AND
SPECIFICATIONS FOR FISH POINT ROAD LOCATED WITHIN
CARDINAL RIDGE FIFTH ADDITION

WHEREAS, it is proposed to construct Fish Point Road within the Cardinal Ridge Fifth Addition,
and
WHEREAS, plans and specifications are required to be prepared for this project, and
WHEREAS, based on the review of two fee proposals, the City Engineer recommends
acceptance of the proposal from Maier, Stewart & Associates.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, Maier, Stewart & Associates is hereby authorized to prepare plans and
specifications for Fish Point Road for a fee not to exceed $8,700.00.
