There are no building permit related fee increases proposed for 1997 other than the Metropolitan Council Environmental Service SAC charge. This change is mandated by the Metropolitan Council Environmental Services agency and is collected by the city on their behalf. There are a total of eleven proposed changes in existing charges and eight new charges proposed for 1997. Attached is the proposed 1997 City of Prior Lake Fee Schedule which lists all license fees and service charges. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER Plumbing registration fee has not been changed since its inception approximately 20 years ago and Building Official Gary Staber has recommended that the fee be increased to $25.00. The Council suggested to Staff that a late licensing fee be implemented to encourage timely submission and to offset the additional administration costs associated with re-processing. Therefore, the City Attorney prepared the ordinance which invokes a $50 late fee for cigarette, liquor and refuse hauling licenses. Fire Chief Dave Chromy has requested the Council to consider implementing three new charges (see attached memorandum) for burning permits, false alarms and carbon monoxide alarm responses. Presently the fire department is issuing over three hundred burning permits annually. The purpose of the $25 burning permit fee would be to cover city costs for permit processing and to hopefully encourage citizens to utilize other means of disposal such as composting and re-cycling. The number of false alarms has been growing. In 1996 approximately 50-55 false fire alarms occurred. A total of nine alone were related to one entity. False alarms are problematic for two reasons. First they needlessly depreciate equipment and increase volunteer work hours. More importantly, repetitive false alarms to the same residence or business can encourage complacency which could result in personal injury to our firefighters. A point of information from Fire Chief Dave Chromy is that out of nearly 350 fire alarms that have occurred over the past 8 years, only 1 was an actual fire. The recommendation from the Fire Department is to charge a $100 per false alarm in excess of a three call allowance. A similar charge of $100 is proposed for carbon monoxide alarm responses where the fire department tests for the presence of noxious gases. Two years ago there were no such responses as compared to this year where the Fire Department had over 50 responses. It is anticipated that calls will increase as more and more of these CO monitors are installed Again in virtually all carbon monoxide responses no problem exists. The only suggested increases within the parks and recreation fee structure is a five dollar hike in park season stickers for both resident and non-resident admission. Also a new charge of $5.00 is proposed for aerial maps and $25.00 for comprehensive utility plans to offset the respective printing and publication costs of these documents. Planning Department has requested a number of increases relating primarily to development activities, that require public notices and commission action. Also, they believed that a decrease in the home occupation permit is appropriate because this is simply an H:\AGENDA\A9701.00c administrative function, as the planning commission is no longer involved. The two new fees for a Zoning Verification Letter ($10) and Zoning Officer's Appeal ($75) are intended as cost recovery fees. For information purposes all utility rates associated with the sewer and water bills including the CF AC (capital facility charge) and the storm water charge are proposed to remain the same for 1997. The revenue stream related to these enterprise funds are sufficient to finance these activities. ALTERNATIVES The following alternatives are available to the City Council: 1. Adopt the 1997 City of Prior Lake Fee Schedule. 2. Approve the 1997 City of Prior Lake Fee Schedule subject to specific Council amendments. 3. Delay action on the fee schedule if additional information IS required by the Council. RECOMMENDATION: Staff would recommend that the City Council approve either Alternative # 1 or #2 with respect to the proposed 1997 City of Prior Lake Fee Schedule at this time so that the above referenced changes may be applied effective January 1, 1997. The exception would be the late processing fee established by ordinance which shall become effective following date of publication (1/11/97).
