INTRODUCTION:
The purpose for this agenda item is for the City Council
to consider a request by St. Michael's Church for a
temporary 3.2 liquor license in order to sell beer at
their annual Aprilfest celebration.
BACKGROUND:
Aprilfest is an annual fund-raiser for the church and
will take place on Saturday, April 26, 1997, and
Sunday, April 27, 1997. St. Michael's has also
requested and been granted a temporary gambling
permit for this event.
DISCUSSION:
St. Michael's has filled out the application entirely, paid
the temporary 3.2 license fee of $25.00 and provided us
with proof of dramshop insurance by the Archdiocese of
Minnesota. The Prior Lake Police Department has
reported no problems with past 3.2 temporary licenses
granted to the Church of St. Michael.
ALTERNATIVES:
The following alternatives are available to the City
Council:
1. Approve the 3.2 Temporary Liquor License for the
Church of St. Michael.
2. Deny the liquor license request.
RECOMMENDATION:
Staff recommends the Council approve the 3.2
Temporary Liquor License for the Church of St. Michael
for their annual Aprilfest celebration.
ACTION REQUIRED: Motion as part of the consent agenda to approve the 3.2
Temporary Liquor License for the Church of St. Michael
I for Saturday, April 26, 1997, and Sunday, April 27,

This letter comes to along with the application for our 3.2 Temporary Liquor License request.
We would like to ask for your approval for this license for the weekend of April 26th & 27th for
our Annual Church Festival, the Aprilfest.
As in past years, we would like to serve beer at the festival of April 26th from 11 :00 am until
11 :00 pm; and on Sunday, April 27th, from 11 :00 am until 5:30 pm at which time we will have
our raffle drawings, concluding the Apilfest for 1997.
We would like to assure that there will be no under age drinking. We have instituted a task force
this year, along with other adults, that will be watching for youths attempting to acquire beer.
Also, the people in the beer garden are very strict in asking for 1.0. if there is any doubt that the
customer might be underage.

SPECIAL EVENTS COVERAGE
The Archdiocese of st. P&ul/Mpls and the Churches within its
aomain have coverage under the Catholic Mutual Pro9ram for Hoat
Liquor Liability and General Liability tor Church apoAaored special
zvents, such as festivals, bazaars, dances, dinners, picnics,
carnivals, etc. This includes Cnurctl sponsored special ~vent:s that
are held or! the Church premises.
other Special Event3 occu~rinq at a parish would be when a
person or entity leases ~ portion or Church property ror their own
personal Special Event. .These events are not covered throuqh the
Catholic Mutual Program. For their own protection, we require t.hat
persons hosting wedding receptions, anniversary parties, gradual ion
parties, and other similar types of Special EVents at our parishe51
either provide us with a Certificate ot Insurance tram their own

or purchase the Special Events Coverage, which is available throuqh
the Archdiocese and Catholic Mutual at a cost of $65.00.
A liability claim made against a family that does not have any
insurance coul~ result in a great financial hardship. Thereforo,
we want to be certain that those persons using Church !acilitias do
have proper insurance in place to protect them. If alcohol i::5
beinq served at their function, then it is mandatory that the host
family have insurance coverage that includes Host Liquor Liability
in the minimum amount of $500,000 and names the Church as an
aaditional insured.
Most Homeowners Insurance will cover their insured for Host
Liquor ana General Liability. .Renters should be told to check with
their insurer about their coverage and obtain a Certificate of
InSUrance from their agent as evidence of their coverage. A copy
of the Certificate of Insurance should be sent Lu our otflce ~t
least 15 days prior to the event. If the renter is buying the
coverage through the Archdiocese, they must semI a. completed
application (see page 5) and a check for $65.00 paya~le to the
Archdiocese of st. PaulfMpls., to our office at least l~ days prior
to the event.
