AWARDING BID FOR TRAILS, PARKING BAY
AND BASKETBALL COURTS IDENTIFIED IN THE
1997 CAPITAL IMPROVEMENT PROGRAM.

INTRODUCTION:
The purpose of this Agenda item is for Council to award
the bid for the installation of the following trails, parking
bay, and basketball courts which were approved by
the Council in the 1997 Capital Improvement Program:
1. Brooksville Hills Trail
2. Raspberry Woods Trail
3. Woodview Trail
4. Raspberry Ridge Trail
5. Willows Trail and Parking Bay
6. Memorial Park Full Court Basketball
7. Raspberry Ridge Half Court Basketball
8. Indian Ridge Half Court Basketball
Items 1.,2., and 6.. on the above list were approved by
Council as part of the 1997 Parks and Trails c.r.P. Council
approved the addition of 3.,4.,5.,7., and 8. at tl:e April 21,
1997 meeting as an amendment to the 1997 Parks and
Trails c.r.P..
The bid opening for these bituminous projects was held on
Friday, August 29, 1997 at 10:00 a.m. at the Prior Lake
Maintenance Center. Of the four (4) bids received, the
lowest responsible bidder for these projects is Prior Lake
Blacktop in the amount of $47,682.77.

DISCUSSION:
The work to be done in each park is summarized below:
1. Brooksville Hills Trail. Currently there is a gravel trail
leading to the playground equipment from Brooks Circle
S.E.. The intent is to blacktop this trail. This would define
the park access and allow the neighborhood easy access to
the park area.
2. Raspberrv Woods Trail. As identified in the
Comprehensive Plan, trail connections between
neighborhoods is essential. This trail connection would
connect the Carriage Hills neighborhood with the
Raspberry Ridge neighborhood. There are currently two
trail stubs on the Carriage Hills side and two access points
on the Raspberry Ridge side. This trail would connect
these already established access points.
3. Woodview Trail. Now that Pheasant Meadows is being
developed it is important for us to complete the trail
segment which runs from Pheasant Meadows to Spruce
Trail. This trail section ties together the two
neighborhoods.
4. Raspberry Ridge Trail. The neighbors have requested
that we install a trail from Raspberry Ridge Road through
the park to Lords Street. This trail section will eventually
tie into the trail on 21.
5. Willows Trail and Parking Bav. This will be a short
section of trail which will provide access to the picnic
shelter and playground equipment. We will also include
four off street parking bays. one of which will be a disabled
parking stall.
6. Memorial Basketball Court. P.L.A.Y. (Hoops in the
Parks) has requested that the City install a full size
basketball court at Memorial Park. There is a large area
behind the baseball field that will be an ideal location for
this court.
7. Raspberry Ridge Basketball Court. P.LA. Y. (Hoops in
the Parks) and the neighbors have requested a basketball
court in this park.

8. Indian Ridge Court. P.LA.Y., (Hoops in the Parks) and
the neighbors have also requested that a basketball court be
installed in this park.
DISCUSSION:
The design of these projects was done in-house. In addition,
the construction management and field work will also be
done in-house. Park crews did the majority of the grubbing,
cutting, and base work for the trails, which is the reason our
bid amounts were so much lower than the estimates.
FINANCIAL IMPACT:
The total budget estimated for these bituminous projects
for 1997 is $78,500. Financing of the projects is through
The Capital Park Fund. The following table shows the bid
tabulations for these projects:

1. Approve Resolution 97-XX awarding the bid for trails,
parking bay, and basketball courts in the amount of
$47,682.77 to Prior Lake Blacktop.
2. Table this Agenda item for a specific reason.
3. Deny this Agenda item for a specific reason.
RECOMlVIENDA TION: Staff recommends Alternative No. 1. This alternative
would allow the connections of trails as were identified in
the Comprehensive Park and Trail Plan. The Addition of
the basketball courts would accommodate the requests of
the neighborhoods and P.LA.Y.
ACTION REQUIRED: Motion and second to approve Resolution 97-XX awarding
bid to Prior Lake Blac op in the amount of $47,682.77 to
install trails, parking , and basketball courts.

for trails. parking bay, and basketball courts in the amount of $47,682.77; and
FURTHER, The City Manager is hereby authorized to return bid securities submitted with the
proposals to the vendors following the execution of contract: and,
FURTHER, The Mayor and City Manager are authorized to execute the contract on behalf of the City.
