AUGUST 4, 1997 AGENDA #: PREP ARED BY: SUBJECT: BACKGROUND: There have been certain changes which staff feel warrants changes in the 1997 Water Resources Capital Improvement Program. DISCUSSION: Following is a list showing two items to be added to the 1997 C.I.P. as well as two items which are recommended for deferral. Sand Point Park Water Qualitv Pond: This project was originally scheduled in the 1997 C.I.P. to be constructed in 1998. This project is recommended for 1997 construction due to grant funding that the Watershed District has available through the EP A. A 50% cost share is available for this project, since it improves the quality of water flowing into Prior Lake. Moving this project up saves money and expedites a water quality improvement for the lake. Main Street Storm Sewer Improvement: This project is recommended for addition in 1997 due to the flooding problem that has been occurring near a home located at 16100 Evanston Avenue. This home is located near a low spot of a drainage area that requires a culvert under T.H. 13 to operate under pressure conditions in order to drain properly. This property has experienced basement t100ding twice within the past year and has continual yard flooding each time a hard rain occurs. Investigation into the problem shows that a downstream culvert is smaller than the one under T.H. 13, which magnifies the problem. Fish Point Park Channel Stabilization: Due to the difficulty of acquiring easements from a land owner who lives in Alaska, this project is recommended to be moved to the 1998 C.I.P. schedule. EQCAL OPPORTCi\!ITY E:V1PLOYER FINANCIAL IMP ACT: 97CIPWAT.DOC Cates Street/Dutch Avenue Channel Stabilization: A control structure is scheduled to be installed on a channel tributary to the Cates St./Dutch Ave. channel as part of the Eagle Creek Estates Assisted Living Facility project. Also, a culvert or bridge is planned to be constructed as part of that project which will provide a crossing for a planned trail way from Five Hawks. Due to the uncertainty of the development timing for the Eagle Creek Estates project we recommend that this stabilization project be rescheduled to 1998. The addition of the Main Street Storm Sewer project in 1997 will help relieve an immediate flooding problem. The transferring of the Fish Point Park and Cates St./Dutch Ave. channel stabilization projects into the 1998 C.I.P. for construction will not defer any flooding problems, but will extend the timing of improving eroding channels back another year. The original 1997 Water Resources C .I.P. which was approved by the Council totaled $138,000.00 in projects. All funding was derived from the storm water management fund. The proposed amendment would total $100,000.00. A comparison is shown below: Original 1997 C.I.P. Project List: Proiect Bluff Heights Storm Sewer North Shore/Sand Point Storm Sewer Main Street Storm Sewer Sand Point Park Pond Amount $15,000 $30,000 $45,000 $10,000 Total= $100,000 The two projects deleted, Fish Point Park and Cates/Dutch Ave. Channel Stabilization, will be moved into the 1998 C.I.P. construction schedule. These changes have been addressed in the 1998 CIP schedule. There will be no significant impact financially upon the 1998 funding of projects. 2 RECOMMENDATION: ACTION REQUIRED: 97CIPWAT.DOC 1. Amend the 1997 Capital Improvement Program and allow staff to proceed with the Water Resources projects recommended in this report. 2. Do not approve the amendment to the 1997 Capital Improvement Program and proceed with the projects as originally scheduled. Staff recommends Alternative #1. This alternative would allow for the best use of funds which are included in the Water Resources Capital Improvement Program.
