INTRODUCTION:
The purpose of this Agenda item is to authorize staff to
proceed with the preparation of specifications and the
solicitation of bids for the following playgrounds:
Boudins, Cardinal Ridge, Memorial, Pond's, Wilderness
Ponds, Wilds, Willows
BACKGROUND:
The highlighted playground are those which will be funded
by the 1997 Parks and Library referendum. The others will
be funded by the Capital Improvement Program. Cardinal
Ridge, Wilderness Ponds and the Wilds are new installations
with Boudins, Memorial, Pond's, and Willows being
replacements.
DISCUSSION:
The new playground equipment will be modular. will meet
the new safety standards, and provide the accessibility
requirements of the Americans with Disabilities Act. In 1996
we installed modular playground equipment at Northwoods,
Carriage Hills, Indian Ridge, Green Oaks and W oodridge.
We have received rave reviews by the children and parents.
This new modular design is attractive, accessible, safe,
requires minimum maintenance, and is most of all fun.
With Council approval of this Agenda item staff will prepare
specifications and distribute them to vendors, as well as
follow all appropriate bidding procedures for advertising and
procurement of bids. There was a concern by Council
regarding the 1996 bidding of playground equipment in that
we told the vendors the amount of money available for the

purchase of equipment. After furthur investigation it was
found that this the method that virtually every other
metropolitan area community uses to bid playground
equipment. As a matter of fact we could find no other
communities that bid playground equipment any differently
than we did. If we were to hire a consulting firm to design
the playground equipment it would cost us approximately
$1,000.00 per playground, and if you hire a firm to design the
playgrounds they to will give the vendors a maximum dollar
amount on which to base their proposals.
The Parks Advisory Committee has conducted a tour of
surrounding communities and has seen the equipment which
is provided by the various vendors. During the selection
process for the playground equipment each vendor will be
asked to give a presentation to the Parks Advisory
Committee regarding the equipment that they would propose
in their bid. The Parks Advisory Committee will provide a
recommendation to the Council regarding their choice of
equipment. The final selection will be based upon play
value, safety, accessibility, warranty. aesthetics, design.

The size of the playground equipment and consequently the
dollar amount is based upon the size of the park and the area
in which the equipment is to be installed. Larger community
parks such as Memorial and Pond's require larger playgrounds
to accommodate greater attendance.

The following neighborhood parks are scheduled to receive new playground
equipment in 1997,
Boudins Park
Cardinal Ridge Park
Memorial Park
Pond's Park
Wilderness Ponds Park
Wild's Park
Willows Park
WHEREAS,
the City of Prior Lake is committed to providing recreational activities for people of
all ages, and
WHEREAS,
playground equipment provides for physical conditioning and mental stimulation, and
WHEREAS,
the City's Capital Improvement Program and Parks Referendum schedules this
construction in 1997 and allocates funds therefore, and
WHEREAS,
the new playground equipment will be modular. will meet current safety standards and
provide the accessibility requirements of the Americans with Disabilities Act. and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that staff is
authorized to proceed with the preparation of plans and specifications and proceed with the solicitation of
bids for playground equipment for the parks identified herein.
