PUBLIC HEARING CONTINUATI OF BOARD OF
REVIEW.
MAY 19,1997
The City Council conducted the initial Board of Review
Public Hearing on May 5, 1997. Minutes from the Board
of Review Hearing are attached. The purpose of this
evening's meeting is to conclude the City Council statutory
Board of Review responsibilities by making a
determination on a local level of the valuation for each
property which was appealed at the hearing.
At the May 5, 1997 Board of Review Hearing, the City
Council heard from fourteen property owners. County
Assessor Leroy Arnoldi agreed in each case to further
examine each property for which an appeal was submitted
and report to the City Council as Board of Review prior to
the May 19 Continuation. Mr. .Arnoldi has indicated that
the reports will be supplied to City Staff by 4:30 p.m.
Wednesday, May 14. If reports are received prior to the
distribution of the May 19 agenda packet, they will be
enclosed with this report. If not, they will be distributed
to Council Members with the Friday Update
memorandum. Councilmembers may also wish to bring
their May 5 Board of Review agenda item for reference.
The City Council sitting as the Board of Review has the
authority to increase, decrease, or retain the valuation
established by the County Assessor. If the Council elects
not to support the Assesor's recommendation with respect
to any property, it would be appropriate to solicit feedback
from the assessor prior to taking final action.
The Council has the following alternatives:
1. Establish the final valuation for each property which
was appealed at the May 5 meeting considering the input

provided by the County Assessor together with other
information as the Council deems appropriate.
RECOMMENDATION: Alternative #1.
ACTION REQUIRED: Motion and second with respect to each property or class
of properties to establish the valuation as of January 2,
1997 and motion and second to approve the valuations as
established by the County Assessor for all remaining
properties in the community which have been appraised
but not appealed.
