INTRODUCTION:
The purpose of this agenda item is to:
1.) Consider approval of Resolution 97-XX which approves the
plans and specifications and orders advertisement for bids for:
· The improvements to Fish Point Road from 245 feet
south of Victoria Curve to 145 feet south of Cardinal
Ridge Trail (Project 97-02).
· The improvements to Pike Lake Trail from CSAH 42
0.257 miles south to the north plat line of Knob Hill
(Project 97-17).
· The improvements to Mushtown Road from the south
edge of Maple Acres to 500 feet south of Ridgewood
Court (Project 95-07).
2.) Consider approval of Resolution 97-XX restricting parking on
Fish Point Road.
3.) Consider approval of Resolution 97-XX restricting parking on
Pike Lake Trail.
BACKGROUND:
Proposed improvements to Fish Point Road, Pike Lake Trail and
Mushtown Road are included in the approved Capital
Improvement Program. Preparation of plans and specifications for
Fish Point Road was authorized by the City Council on March 17,

1997. Preparation of plans and specifications for Mushtown Road
and Pike Lake Trail was authorized by the City Council on April 7,
1997. This agenda item requires approval of the plans and
specifications and authorization to solicit bids.
The enclosed Resolutions 97-XX and 97-XX prohibit parking on
Fish Point Road and Pike Lake Trail to comply with state-aid
requirements.
DISCUSSION:
A public informational open house was held on June 30, 1997, to
provide affected property owners the opportunity to discuss the
Pike Lake Trail and Mushtown Road projects. Plans were
available for review and City staff was in attendance to answer
questions from the public. The detailed plans for the Mushtown
Road, Pike Lake Trail and Fish Point Road projects are available at
the Public Works office for city council review.
The Fish Point Road plans include construction of storm sewer,
aggregate base, concrete curb and gutter, sidewalk, bituminous
surfacing, signing and striping, and appurtenant work. The
engineer's estimate is $240,818. Design fees are $8,700.00 and
construction administration is estimated at 10% of the construction
cost making the total estimated project cost $273,600.00. The
1997 Capital Improvement Program cost estimate was $224,000.
Street grading is being constructed in conjunction with the
Cardinal Ridge Fifth Addition Development Contract. The
construction of Fish Point Road is programmed to be funded with
state-aid funds, and if necessary, the City will borrow towards
future state-aid allocations.
The Pike Lake Trail plans include grading, construction of storm
sewer, sanitary sewer, watermain, concrete curb and gutter,
sidewalk, aggregate base, bituminous surfacing, retaining walls,
signing and striping, and appurtenant work. The engineer's
estimate is $405,350.50. Indirect costs are estimated at 30%, and
include engineering (17%), administration (5%), and financing
(8%) for a total estimated project cost of $526,960.00. The
estimated cost i'n the CIP was $445,000. The cost is higher than
originally estimated because additional retaining wall is needed
due to the realignment of Pike Lake Trail and additional sanitary
sewer is proposed. The construction of Pike Lake Trail will be
funded through assessments and state-aid funds. Adequate funds
will be available for this project. Again, future state-aid funding
may be utilized.

The Mushtown Road plans include grading, construction of storm
sewer, aggregate base, concrete curb and gutter, sidewalk/trail,
bituminous surfacing and appurtenant work. The engineer's
estimate is $255,354. The total estimated project cost, including
an estimated 30% of indirect costs, is $332,000.00. An additional
580 feet is proposed as a bid alternate to extend improvements to
Mushtown Road south to the Ponds Athletic Complex. The
engineer's estimate for the extension is $46,042 and the total
project cost is estimated at $59,855.00. The estimated cost in the
CIP was $305,000 and $75,000 in the year 2001 for the extension.
Adequate funding is available through assessments and tax levy.
Assessment Hearings for Pike Lake Trail and Mushtown Road will
be scheduled to take place after bids are received on August 4,
1997.
Resolutions are included which ban parking on Pike Lake Trail and
portions of Fish Point Road. This is a State Aid requirement due to
the width that the streets will be constructed.
The alternatives are as follows:
1. Approval of Resolution 97-XX approvmg plans and
specifications for Pike Lake Trail, Fish Point Road and
Mushtown Road and authorizing advertisement for bids.
Approval of Resolutions 97-XX and 97-XX restricting parking
on Fish Point Road and Pike Lake Trail.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason.
Approve Alternative No.1.
The cost of these projects will be recovered through special
assessments, trunk reserve, and Municipal State Aid funds in
addition to tax levy for bond repayment.

RESOLUTION 97-XX
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
FOR FISH POINT ROAD, MUSHTOWN ROAD AND
PIKE LAKE TRAIL IMPROVEMENT IN 1997 FOR
THE CITY OF PRIOR LAKE, MINNESOTA
MOTION BY: SECOND BY:
WHEREAS, pursuant to Resolution 97-21, adopted on March 17, 1997, and Resolution 97-
24, approved by the city Council on April 7, 1997, the Project Engineer has
prepared plans and specifications for the street and utility improvement,
which plans and specifications have been reviewed by the City.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOT A that
1. Such plans and specifications, a copy of which is attached hereto and
incorporated herein by this reference, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official
paper and in the Construction Bulletin an advertisement for bids for the
making of the improvement pursuant to the attached plans and
specifications. The advertisement shall be published not less than 21 days
prior to bid opening, shall specify the work to be done, and shall state that
the bids will be received by the City Manager until 10:00 a.m. on Monday,
August 4, 1997, at which time the bids will be publicly opened at City Hall
at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be
considered unless sealed and filed with the City Manager and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to
the City of Prior Lake in the amount of five (5) percent of the amount of
such bid.
3. The City reserves the right to reject any and all bids for any reason as
determined solely by the City.

S.A.P. 201-114-03 PIKE LAKE TRAIL FROM COUNTY ROAD 42
TO THE KNOB HILL PLAT
IN THE CITY OF PRIOR LAKE, MINNESOTA
MOTION BY:
SECOND BY:
THIS RESOLUTION, passed this 7th day of July, 1997, by the City of Prior Lake in Scott County,
Minnesota. The municipal corporation shall hereinafter be called the "City".
WHEREAS,
the "City" has planned the improvement of MSAS 114 (Pike Lake Trail) from
County Road 42 to 0.257 miles south at the Knob Hill Plat; and
WHEREAS,
the "City" will be expending Municipal State Aid Funds on the improvement of this
street; and
WHEREAS,
this improvement does not provide adequate width for parking on both sides of the
street; and approval of the proposed construction as a Municipal State Aid Street
project must therefore be conditioned upon certain parking restrictions.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the
"City" shall ban the parking of motor vehicles on both sides on MSAS 114 (Pike Lake Trail) from
County Road 42 to 0.257 miles south at the Knob Hill Plat at all times.

this improvement does not provide adequate width for parking from station 16+49 to
station 20+78 and from station 23+78 to station 28+72 on the east side ofFish Point
Road; and this improvement does not provide adequate width for parking from
station 16+49 to station 16+75 and station 20+35 to station 28+72 on the west side
of Fish Point Road; and
NOW THEREFORE, BE IT RESOL YED BY THE CITY COUNCIL OF PRIOR LAKE, that the
"City" shall ban the parking of motor vehicles on both sides on MSAS 105 (Fish Point Road) at all times
within the limits, as described above.
