TO THE PLANNING COMMISSION AND ECONOMIC
DEVELOPMENT AUTHORITY.

Both the Planning Commission and the Economic
Development Authority have one vacancy. In addition, the
terms of Bill Criego and Tom Vonhof expire in July. In
accordance with City Council Bylaws, a subcommittee was
established to interview candidates and make
recommendations for appointment to the City Council for
consideration at the July 7 meeting. Attached for
information are the materials submitted by each
applicant.
As a result of the resignation of Dave Wuellner, there is a
vacancy on the Planning Commission. Two individuals
have applied for this position, including Mark Cramer,
4205 Chestnut Lane and Randy DeMent, 16536 Spring
Avenue.
Both individuals were interviewed by a subcommittee
consisting of Mayor Lee Andren, Planning Commission
Chair Tony Stamson, Planning Director Don Rye and
myself. The subcommittee recommends that Mark Cramer
be appointed to the vacancy created Mr. Wuellner's
resignation. That term expires July 1999. Mr. Cramer has
a considerable interest in municipal affairs and has served
on the Richfield Charter Commission.
A vacancy also exists on the Economic Development
Authority as a result of the resignation of Sally Schmidt.
One individual, Dick Underferth, applied for this position.
Following an interview by a subcommittee consisting of
Mayor Andren, Economic Development Authority
President Bob Barsness, Planning Director Don Rye and
myself the subcommittee recommends that Dick
Underferth be appointed to fill Ms. Schmidt's unexpired
term. That term expires on December 31, 2001.

Councilmembers are aware of Mr. Underferth's
considerable background.
The terms of Tom Vonhof and Bill Criego expire on July
31, 1997. Both have expressed an interest in
reappointment. The attendance of each meets our
minimum criteria, and they are not yet affected by term
limits. The Council should determine whether it wishes to
reappoint these individuals or advertise.
ALTERNATIVES:
The Council has the following alternatives:
1. Make appointments as recommended by the
subcommittee and reappoint Mssrs. Vonhoff and Criego.
2. Direct modifications to the recommendations above.
3. Defer action and provide direction.
RECOMMENDATION: Alternative #1. The subcommittees believe that the
proposed candidates will serve the Planning Commission
and Economic Development Authority well.
Reappointment of existing Planning Commissioners is also
appropriate given our need for experienced individuals as
the Planning Commission reviews the new zoning
ordinance.
ACTION REQUIRED: Motion and second to approve the subcommittee
recommendations.

Enclosed you ""ill find my application for the open position on the Prior Lake City Planning Commission and a
resume' outlining my applicable experience. I feel I have the experience and knowledge necessary to be an asset to
the Prior Lake City Planning Commission.
A city planning commission dictates what type of image a commwrity will have in the furure. Having lived in
Richfield. Minnesota for many years I saw how an inner ring suburb maintained an image distinct from its larger
neighboring cities of Minneapolis and Bloomington through careful city planning. As a result a balanced ta.'C was
established, between commercial and residential property, while maintaining a city that residents where proud to be a
part of, not just sleep in.
Much of Prior Lake's furure will be dictated by the comprehensive plan completed last year. It is important for the
Prior Lake City Planning Commission maintain its commitment to that plan while making adjustments as necessary.
In addition. the planning commission must continue to be committed to the unenviable task 0 f insuring all residents
rights and property values are respected as fairly as possible when taking action on such items as development
variance requests.
I know my past city commission experience. my professional experience that requires me to look for compromises
to resolve conflicts and my heart felt desire to insure Prior Lake is a commwrity that residents can live and work in.

make Prior Lake a city its residents can be proud ot:

Worked with. group neighbors in the Carriage Hills development of Prior Lake to provide events and information that
make Carnage Hills a safe and friendly place to live. These events and information have included:

May, 1977 to Present
Insurance Agent currently responsible for the insurance needs of over 500
clients. Opened an agency in May, 1977 and established a clientele using cold
call solicitation methods such as door-to-door, referrals, pre-approach letters
and phone calls. As agency grew, implemented office procedures for effective
service and communications to clients.
From 1980 to 1984, held the position of District Sales Manager responsible for
recruiting and training of all agents; instructing in sales techniques; office
procedures and company policies and procedures: and implementing marketing
policies. Responsible for planning marketing campaigns and conventions,
developing awards programs and other sales boosters. Also supervised sales
activities of new agents and conducted performance reviews.
Returned to direct sales and marketing of insurance products and assumed an
existing agency in March, 1984 which continues to operate to date. Continue to
develop and improve effective procedures and promotions to service and retain
clients including instituting a quarterly newsletter for client information.
Scott County Commissioner
January, 1991 to January, 1997
One of five Commissioners elected to represent citizens on the Scott County
Board with the responsibility of setting policy on county related issues and direct
responsibility for the operation of a $60 million budget and an organization of
550 employees. Served as Chair of the Board in 1993 and 1995. Also served
on local and statewide committees such as Association of Minnesota Counties
Board of Directors and Chair of Metro District Association of Minnesota
Counties; Scott County Fiscal Management Committee; Scott County Labor-
Management Committee; Scott County Legislative Committee; and Chair of CAP
Agency for Scott, Carver and Dakota Counties. Represented Scott County
interests to State and Federal legislators; negotiated with Shakopee
Mdewakanton Sioux (Dakota) Community to establish positive relations.
Recipient of the Association of Minnesota Counties Commissioner of the Year
award in 1996. Continued to maintain insurance agency during this time.
