JULY 7, 1997 Both the Planning Commission and the Economic Development Authority have one vacancy. In addition, the terms of Bill Criego and Tom Vonhof expire in July. In accordance with City Council Bylaws, a subcommittee was established to interview candidates and make recommendations for appointment to the City Council for consideration at the July 7 meeting. Attached for information are the materials submitted by each applicant. As a result of the resignation of Dave Wuellner, there is a vacancy on the Planning Commission. Two individuals have applied for this position, including Mark Cramer, 4205 Chestnut Lane and Randy DeMent, 16536 Spring Avenue. Both individuals were interviewed by a subcommittee consisting of Mayor Lee Andren, Planning Commission Chair Tony Stamson, Planning Director Don Rye and myself. The subcommittee recommends that Mark Cramer be appointed to the vacancy created Mr. Wuellner's resignation. That term expires July 1999. Mr. Cramer has a considerable interest in municipal affairs and has served on the Richfield Charter Commission. A vacancy also exists on the Economic Development Authority as a result of the resignation of Sally Schmidt. One individual, Dick Underferth, applied for this position. Following an interview by a subcommittee consisting of Mayor Andren, Economic Development Authority President Bob Barsness, Planning Director Don Rye and myself the subcommittee recommends that Dick Underferth be appointed to fill Ms. Schmidt's unexpired term. The terms of Tom Vonhof and Bill Criego expire on July 31, 1997. Both have expressed an interest in reappointment. The attendance of each meets our minimum criteria, and they are not yet affected by term limits. The Council should determine whether it wishes to reappoint these individuals or advertise. ALTERNATIVES: The Council has the following alternatives: 1. Make appointments as recommended by the subcommittee and reappoint Mssrs. Vonhoff and Criego. 2. Direct modifications to the recommendations above. 3. Defer action and provide direction. RECOMMENDATION: Alternative #1. The subcommittees believe that the proposed candidates will serve the Planning Commission and Economic Development Authority well. Reappointment of existing Planning Commissioners is also appropriate given our need for experienced individuals as the Planning Commission reviews the new zoning ordinance. I feel I have the experience and knowledge necessary to be an asset to the Prior Lake City Planning Commission. A city planning commission dictates what type of image a commwrity will have in the furure. Having lived in Richfield. Minnesota for many years I saw how an inner ring suburb maintained an image distinct from its larger neighboring cities of Minneapolis and Bloomington through careful city planning. As a result a balanced ta.'C was established, between commercial and residential property, while maintaining a city that residents where proud to be a part of, not just sleep in. Much of Prior Lake's furure will be dictated by the comprehensive plan completed last year. It is important for the Prior Lake City Planning Commission maintain its commitment to that plan while making adjustments as necessary. In addition. the planning commission must continue to be committed to the unenviable task 0 f insuring all residents rights and property values are respected as fairly as possible when taking action on such items as development variance requests.
