The purpose of this Agenda item is to authorize staff to
proceed with the preparation of specifications and the
solicitation of bids for one four wheel drive articulating tractor
and attachments. At the May 19, 1997 meeting the City
Council adopted an Equipment Replacement Fund and matrix.
The matrix calls for the acquisition of this piece of equipment in
1998. Staff requests authorization to prepare specifications
and begin the bidding process so that this piece of equipment
could be purchased this coming January and be available for
the 1998 Winter season.
This piece of equipment (tractor) is designed to clear snow
from our City sidewalks and trails. Though this piece of
equipment is called a tractor it can best be described as a
miniature version of a front end loader. (see attached pictures).
Parks crews are currently using pickup trucks with plows to
remove snow from trails, and Toro mowers with blowers to
clean snow from sidewalks. As the miles of trails and
sidewalks increase in the community the purchase of this piece
of equipment will improve our maintenace efficiency.
With this tractor we would save a great deal of wear and tear
on our pickups and mowers and would be able to maintain our
trails and sidewalks more efficiently. This equipment is
designed to withstand the constant jarring and shaking that
occurs when plowing trails and sidewalks and is also capable
of handling very heavy snowfalls. Toro mowers work well for
cleaning ice rinks which are flat and smooth but they were
never intended to clean long expanses of trails or remove
heavy snow.

This tractor is specifically designed to remove snow with a
blower or V-plow attachment and is capable of plowing snow
faster than our pickup trucks and throwing it farther than our
Toro blowers.
These sidewalk plows have four wheel drive and articulate for
ease of cleaning intersections and areas that have been
plowed in with heavy snow. With an auger and extension
chute one can also load into a dump truck from the sidewalk or
trail. This would improve our efficiency when cleaning the
narrow sidewalks where there is no area for storage such as
County Road 44 and Fish Point Road.
With various attachments this equipment can also be used for
the following maintenance activities: sweeping debris from
trails and sidewalks during the summer months, sweeping
sand from boulevards in the spring, mowing ditches and rough
areas, spreading salt and sand while plowing, and blacktop
milling (grinding).
We based our estimates on the purchase of the tractor, V-
plow, blower, and broom. Other attachments will be included in
the bid as alternates but it is not our intention to purchase them
at this time. However, if the bids received are lower than
anticipated we would request additional attachments be
purchased at this time, but would not exceed the $63,000.00
budget amount. Our main priority at this time is to improve our
snow removal operations and to reduce the amount of damage
to our pickup trucks and mowers, of which much can be
attributed to snow removal. This equipment would be utilized
by both the Parks and Public Works Divisions for sidewalk,
trail, and street maintenance.
There is $63,000.00 identified for the purchase of this piece of
equipment in the Parks and Recreation Department Equipment
Matrix which is included in the Capital Improvement Program.
The C.I.P. and the matrix were approved by the City Council at
the May 19, 1997 meeting. The funding source is included in
the Revolving Equipment Fund.

1. Approve resolution 97 -XX as part of the consent agenda
authorizing the preparation of specifications and solicitation of
bids for one four wheel drive articulating tractor and
attachments.
2. Table this agenda item for a specific reason.
3. Deny this Agenda item for a specific reason.
RECOMMENDATION: Staff recommends Alternative NO.1. This alternative would
allow staff to prepare specifications and solicit bids for one four
wheel drive articulating tractor and attachments.
ACTION REQUIRED: Motion and second to approve Resolution 97-XX. Upon receipt
of the bids the City Council will be asked to award bid to the
lowest responsible bidder.

ARTICULATING TRACTOR AND ATTACHMENTS

WHEREAS, the City of Prior Lake is committed to keeping our community trails
and sidewalks free of snow and debris as set forth in the City's trail and
sidewalk maintenance policy, and
WHEREAS, this multi-purpose tractor will significantly improve the City's ability
to maintain sidewalks and trails and could be used for a variety of
maintenance activities which would improve the efficiency of our Parks
and Public Works maintenance operations, and
WHEREAS, funding for this vehicle was included in the Parks and Recreation
Department Equipment matrix which was approved by the City Council
as a part of the Capital Improvement Program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, that staff is authorized to prepare specifications and solicit bids for one (1) four
wheel drive articulating tractor and attachments.

The Trackless Snowblower is a highly efficient,
two stage, twin auger unit that has no equal in
removing snow from sidewalks.
It is available in two widths, 51 inch and 70
inch. Both will accept either a sidewalk chute
or a quick change truck loading chute. Many
municipalities utilize both chutes with their
snowblower. After clearing their sidewalks,
they change to the truck loading chute to load
windrowed snow from the street or from cui de
sacs. In both cases, the maneuverability and
physical size of the MT and blower are less
apt to create traffic congestion than larger
snowblowers. An average loading time for the
MT and snowblower is 7 yards per minute.
Overall heavy duty construction includes 3/8
inch thick side plates, a double wall impeller
housing and a 15 inch diameter bearing
assembly for smooth, accurate chute rotation.
High strength, low alloy steel augers with ice
picks and a heavy duty balanced impeller,
easily handle the toughest snow conditions.
The snowblower is manufactured by Trackless
Vehicles to ensure that the quality and service
parts availability is equal to that of the MT.
Positive and accurate steering of the blower in
confined areas and around obstructions is due
to the articulated steering of the MT. The ability
to move the blower sideways by simply turning
the steering wheel allows the operator to
safely approach any obstruction.

V PLOW
The Trackless V Plow is designed for higher speed
plowing. The tapered nose and flexibility allows it
to ride over sidewalk cracks while remaining flat.
The rearward taper of the cutting edges minimizes
damage to sidewalk toe trips.
An ideal combination for many municipalities is the
V Plow and rear mounted spreader. Since the
snow is split into two banks with some fall-back on
each side, the cleared width is usually reduced
from 49 inches to approximately 44 inches. The
spreader then follows, laying down a 41 inch wide
path of material.

At various times throughout the winter, sweeping
snow is the answer, Outside ice rinks and inlaid
brick walkways can be swept to a near-perfect
surface. Early in the winter, or in milder climates,
snowfall may arrive while the ground is not frozen.
Plowing or snowblowing at this time can damage
lawns abutting the sidewalk if the operator does
not keep the machine perfectly centred on the
sidewalk, or if the sidewalk is less than 48 inches
wide. However, sweeping the snow eliminates the
possibility of turf damage and citizens' complaints
that follow. Some customers also choose to sweep
and sand at the same time.

ANGLE PLOW
The Trackless Angle Plow is available in three
widths using the same push frame. It is a full
trip-type plow where the blade tips forward and
rides up over the obstruction.
