A PERSON TO FILL THE REMAINDER OF FORMER
COUNCILMEMBER GREENFIELD'S TERM.

At its June 16 meeting the City Council established a subcommittee
consisting of Mayor Andren and Councilmember Kedrowski.
Direction was given to solicit applications, conduct interviews, and
return to the City Council with a recommendation for an individual
to serve the remainder of former Councilmember Allen Greenfield's
term, which will conclude 12/31/97. The purpose of this agenda item
is to address this issue.
A notice was placed in the Prior Lake American soliciting
applications from residents who wished to be considered for the
Council vacancy. Applications were received until July 3, 1997.
During that time, two applications were submitted. The first was
from Jodi Stroh, and the second from Jeannie Robbins. The
materials submitted are attached for Council information.
On Tuesday, July 15, each of the candidates was interviewed by the
subcommittee. Both candidates were very well qualified, have
previously exhibited an interest in the community and understand
the issues faced by the City Council. Both have served as members
of City advisory committees and have worked effectively in a
committee setting. The subcommittee recommends that Jeannie
Robbins be appointed to the vacancy effective for August 4 meeting.
The Council has the following alternatives:
1. Concur with the subcommittee's recommendation and appoint
Jeannie Robbins to serve as Councilmember until December 31,
1997
2. Reject the subcommittee's recommendation and appoint the
other of the two candidates.
3. Direct that additional applications be solicited.
RECOMMENDATION: The staff will arrange to provide an orientation session with Ms.
Robbins before the August 4 meeting.

Dear Frank:
I would like to express my interest in obtaining the City Council Position recently vacated by Allen
Greenfield.
I have a degree in geology and have been involved in related work since 1992. As my resume states, I was
hired by Scott Soil and Water Conservation District as a Private Contractor to conduct a Level 3 Inventory
of animal confmement facilities of Scott County and a Level 1 Inventory of drained basins in the Credit
River Watershed District. I was also responsible for fieldwork follow-up of erosion control plans and
assisted with the design, construction layout, and inspection survey of erosion control and agricultural
waste management practices.
As an Information Specialist/Field Technician for EnPro, my responsibilities included planning and
organizing data collection, analyzing field data for the preparation and reporting of environmental
assessments, compliance audits, tank excavations, and soil and groundwater sampling projects.
[ am currently employed with Capital Management Associates, Inc. and investment advisory firm. I am
involved in the daily maintenance of the securities database, as well as, securities trading and processing.
have obtained my Series 7 and Series 8 licenses for this position.
In addition to my professional experience, I have been active with the Prior Lake Association, the Lake
Advisory Committee for the City of Prior Lake, and the Prior Lake - Spring Lake Watershed District for
the past 10 years. I am also a member of the Association of Women Geoscientists.
