SEPTEMBER 2, 1997 AGENDA #: PREP ARED BY: SUBJECT: INTRODUCTION: The purpose of this agenda item is to accept and award the bid for the 1997 Storm Sewer Improvement Projects which include three projects: 1) Project 97-15, Bluff Heights Storm Sewer Improvement; 2) Project 97-16, Sand Point Pond Improvement, and 3) Project 97-21, North Shore Oaks/Sand Point Storm Sewer Improvement. BACKGROUND: Projects 97-15 & 97-21 are in the 1997 Capital Improvement Program as part of the Water Resources budget. Project 97-16 was scheduled in the 1997 CIP to be constructed in 1998. On August 4, 1997 Council approved moving Project 97-16 forward in the schedule from 1998 to 1997. This was done due to grant funding that is available from the Watershed through the EP A. A 50% cost share is available for this project, since it improves the quality of water flowing into Prior Lake. Moving this project up saves money and expedites a water quality improvement for the lake. DISCUSSION: The 1997 Storm Sewer Improvement projects consist of the following: 1. Project 97-15, Bluff Heights Storm Sewer Improvement includes installing 24" RCP storm sewer and catchbasins/manholes to improve drainage near the area of Franklin Trail and Brunswick A venue. 2. Project 97-16, Sand Point Pond Improvement involves excavating the east pond in Sand Point Park to create a standing pool of water which will serve to improve runoff water quality entering Prior Lake. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. Project 97-21, North Shore Oaks/Sand Point Storm Sewer Improvement involves installing 12" storm sewer pipe to act as an emergency overflow to alleviate backyard flooding in the Sand Point 4th Addition. These projects are scheduled to be completed in 1997. The crp budgeted amount for these projects was $55,000.00 to be drawn from the Storm Water Utility Budget. Two bids were received for these projects. The low bid from Kusske Construction Co. Inc. was $49,206.50 and the high bid was $76,123.10. The engineer's estimate for these projects was $55,000.00. Kusske Construction Co. Inc. is a reputable contractor and successfully completed two storm water projects for the City in 1996. ALTERNATIVES: The alternatives are as follows: 1. Award bid for Projects 97-15, 97-16 & 97-21 in the amount of $49,206.50 to Kusske Construction Co. Inc. 2. Deny this item for a specific reason. 3. Table this item for specific reason. RECOMMENDATION: Alternative No. 1: Award bid to Kusske Construction Co. Inc. for $49,206.50. . FINANCIAL IMP ACT: The cost of Projects 97-15, 97-16 & 97-21 will be paid for from the Storm Water Utility Budget. The balance in this account is sufficient to pay for this project cost. ACTION REQUIRED: Make a motion and secon as part of the Consent Agenda to award bid in the amount $49,206.50 to Kusske Construction Co. c. for oj 97-1,97-16 & 97-21. AG9726ST.DOC RESOLUTION 97-XX RESOLUTION AWARDING BID FOR 1997 STORM SEWER IMPROVEMENTS PROJECT 97-15, BLUFF HEIGHTS STORM SEWER IMPROVEMENT; PROJECT 97-16, SAND POINT POND IMPROVEMENT; PROJECT 97-21, NORTH SHORE OAKS/SAND POINT STORM SEWER IMPROVEMENT MOTION BY: SECOND BY: WHEREAS, pursuant to a call for bids for the construction of the 1997 Storm Sewer Improvements, Bluff Heights Storm Sewer Improvement (Project 97-15), Sand Point Pond Improvement (Project 97-16) and North Shore Oaks/Sand Point Storm Sewer Improvement (Project 97-21) described as follows: 1. Bluff Heights Storm Sewer Improvement includes installing 24" RCP storm sewer and catchbasins/manholes to improve drainage near the area of Franklin Trail and Brunswick A venue, and 2. Sand Point Pond Improvement involves excavating the east pond in Sand Point Park to create a standing pool of water which will serve to improve runoff water quality entering Prior Lake, and 3. North Shore Oaks/Sand Point Storm Sewer Improvement is being constructed to alleviate a backyard drainage problem in the Sand Point 4th Addition; and WHEREAS, The following bids were received, opened, and tabulated according to law and the following bids were received complying with the advertisement: CONTRACTOR 1. Kusske Construction Company Inc. BASE BID $49,206.50 2. Kober Excavating, Inc. $76,123.10 WHEREAS, it appears that Kusske Construction Co. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTCNITY EMPLOYER NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The Mayor and City Manager are hereby authorized to enter into a contract with Kusske Construction Co. Inc. of Chaska, Minnesota in the name of the City of Prior Lake for the 1997 Storm Sewer Improvements: Bluff Heights Storm Sewer Improvement (Project 97-15); Sand Point Pond Improvement Project (97-16); and, North Shore Oaks/Sand Point Storm Sewer Improvement (Project 97-21). 2. The City Manager is hereby authorized and directed to return to both bidders the deposits made with their bids once a contract has been signed and security received by the City. 3. The contractor, Kusske Construction Co. Inc., be awarded the contract for the 1997 Storm Sewer Improvements in the amount of $49,206.50. Passed and adopted this 2nd day of September, 1997.
