INTRODUCTION:
Recent amendments to the Metropolitan Planning Act
require cities to update their Comprehensive Plans by June,
1998. Many cities were concerned that this would be
difficult to accomplish without financial resources and, as a
consequence, the Legislature appropriated funds to be
made available to municipalities through loans and grants
to defray the cost of the required plan updates. The attached
resolution will allow the City to receive $11,310.00 to
assist us in the development of the plan amendments.
DISCUSSION:
As Council will recall, a letter to the Metropolitan Council
from the City asking for consideration of a grant
application for planning assistance funds was included in
the August 15th Update. Because of the timing of the
application submittal, this resolution was not available for
Council on August 18th. Since then, we have received the
attached letter informing us we have received tentative
approval for a grant of $11,310.00, with the possibility of
additional funds at a later date. The attached resolution
authorizes City participation in the grant program.
ISSUES:
The issue is whether to accept the planning grant. ,We have
already received notification of funds availability and the
resolution is the next step in the process. The City must
prepare amendments to the Comprehensive Plan and this
grant will defray some of our costs in doing so.

CITY OF PRIOR LAKE
AUTHORIZING APPLICATION
FOR A METROPOLITAN COUNCIL
PLANNING ASSISTANCE GRAJ.~T
WHEREAS, Minnesota Statutes sections 473.851 requires local units of government to
prepare local comprehensive plans with land use controls that are consistent with
planned, orderly and staged development and with metropolitan system plans; and
WHEREAS, Minnesota Statutes sections 473.854 and 473.867 authorize the
Metropolitan Council to prepare and adopt guildelines establishing uniform procedures
for the award and disbursement of planning assistance grants and loans; and
WHEREAS, Minnesota Statute 473.867 authorizes the Council to give funding to the
local units of government to review and amend their local comprehensive plans, fiscal
devices and official controls; and
WHEREAS, the City of Prior Lake requires a planning assistance grant to complete
comprehensive planning activities as listed in the attached work program.
NOW THEREFORE, BE IT RESOLVED that the City Manager is hereby authorized
to submit an application to the Metropolitan Council for a planning assistance grant to
update and revise the City's comprehensive plan; and
BE IT FURTHER RESOL VED that a certified copy of this resolution shall be
submitted with the planning assistance grant application.

Dear Donald Rye:
We are pleased to inform you that your grant application for local planning assistance has
been reviewed by staff. At this time, we estimate that your community will be awarded a
grant of no less than $11,310.
If additional funds become available at a later time, they will be distributed among
applicants not receiving their total requested amounts. If your community has continued
funding needs, please be advised that a substantial pool of funds is available for interest-
free loans. Please contact your sector representative for more details.
The Council will execute a grant agreement that will address the funding disbursement
schedule, progress reporting requirements, accounting and records, audit procedures and
grant amendments as well as the authorized use of funds. Activities eligible for funding
may include staff pay, consultant and professional services, printing and publishing.
Activities not eligible for funding include per diem payments to appointed or elected board
or commission members and equipment purchases.
If you have not forwarded your formal resolution authorizing application to the
Metropolitan Council for planning assistance grants, please do so by August 29, 1997.
We look forward to working with you as you continue to develop your comprehensive plan.
