HomeMy WebLinkAbout4C - Pond's Park Irrigation System AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: STAFF AGENDA REPORT 4C PAUL HOKENESS, PARKS & RECREATION DIRECTOR CONSIDER APPROVAL OF RESOLUTION 97-XX AUTHORIZING THE A WARD OF BID FOR THE PURCHASE AND INSTALLATION OF AN IN-GROUND IRRIGATION SYSTEM FOR THE POND'S PARK OCTOBER 6, 1997 Included in the 1997 Parks and Library Referendum were funds to install an in-ground irrigation system at the Pond's Park. The purpose of this agenda item is to award the bid for the purchase and installation of this irrigation system. Irrigation has long been requested by the user groups of The Pond's including: P.L.A.Y. Baseball/Softball, Football, Prior Lake Soccer Club, and the Adult Softball Leagues. At the April 7, 1997 Council meeting, the Council approved proceeding with the bidding of the irrigation system. Brauer and Associates was hired as the consulting firm to help prepare the plans and specifications. The project was advertised with a bid opening date of September 12, 1997. Three bids were submitted. The bids were let with a Base Bid and three Alternates. (See attached map and bid tabulation). The Base Bid included the six softball fields as well as main lines and wiring for future installations in the areas identified as Alternates number 1,2, and 3. The Base Bid also included a main line and wiring which leads to the future soccer field to the south. At this time staff recommends that Council approve the Base Bid and Alternate # 1. Park Maintenance staff feels that with the main lines and wiring installed into Alternate areas 2 and 3 we can install these areas in-house at a later date and save a substantial amount of money. The majority of the work included in the Base Bid and Alternate #1 would be completed this fall with touch up work completed early in the spring of 1998. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER DISCUSSION: FISCAL IMPACT: AGIRIGA T.Doe The football/soccer fields (Alternate #3) would be installed in- house in the summer of 1998 between the soccer and football seasons so that we do not interupt football this Fall or soccer in the Spring. The baseball field (Alternate #2) would also be installed in-house at a later date (not yet determined). The picnic areas, playground, and areas surrounding the concession standlbathrooms is perhaps the highest traffic area in the park (Alternate #1). This area is in need of irrigation but it would be difficult to install in-house. Staff feels that due to the complexities of the installation of the irrigation system in this area (Alternate #1), it would be best to have the irrigation company install this portion at this time. Alternate # 1 area includes a large variety of sprinkler heads, varied pipe sizing, and many trenching obstacles (paths, trees, underground utilities, etc.). Alternate areas 2 and 3 are straight runs with one type of head and easy trenching which can be done in-house. The beauty about the Base Bid is that we included pipe sizes, main lines and wiring to accommodate a variety of future installations which we can do according to the need, our availability of funds and time. Bids have been tabulated and the apparent responsible low bidder for the installation of the Base Bid and Alternate #1 is Arteka Corporation in the amount of $112,506.00. Irrigation at the Pond's has been a discussion item among user groups and Park Maintenance personnel for many years. The referendum gave us the opportunity to address the funding of this improvement. An in-ground automatic irrigation system will give us the ability to improve the turf conditions at The Pond's. Strong healthy turf provides for improved, extended, and safer playing conditions, and it helps control the growth of weeds so that less chemicals need to be used. Irrigation also prevents bum out during the drought years. The irrigation clocks included in this system can be programmed to coincide with our even/odd watering restrictions, should that occur. Estimates for the irrigation system were between $100,000.00 and $150,000.00, depending upon the amount of area that we chose to irrigate (i.e. Alternates 1, 2, & 3). The bids came in within the estimates. The total for the Base Bid and Alternate #1 is $112,506.00. There are adequate funds available within the referendum to install the in-ground irrigation system at the Pond's. AL TERNA TIVES: The alternatives are as follows: 1. Adopt Resolution 97-XX awarding the bid for the installation of an in-ground irrigation system identified as the Base Bid and Alternate #1 at the Pond's Park in the amount of $112,506.00. 2. Deny this item for a specific reason. 3. Table this item for a specific reason. RECOMMENDATION: Staff recommends Alternative No.1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that Arteka Corporation be awarded the contract to install an in-ground system at Pond's Park identified as base bid and alternate #1 in the amount of $112,506.00 and, FURTHER, the City Manager is hereby authorized to return bid securities submitted with the proposals to the vendors following the execution of contract; and, FURTHER, the Mayor and City Manager are authorized to execute the contract on behalf of the City.
