CONSIDER APPROVAL OF RESOLUTION 97-XX
AUTHORIZING AN ARCHITECTURAL FIRM FOR
THE LIBRARYIDANCE STUDIO
OCTOBER 20, 1997
SUBJECT:
DATE:
INTRODUCTION:
At the April 7, 1997 meeting the City Council authorized
staff to prepare a Request for Qualifications and proceed with
the selection of an architectural firm for the Library/Dance
Studio. At this same meeting the City Council also
appointed a Library/Dance Studio Building Committee (the
committee). The committee would conduct the selection
process and make a final recommendation to the City
Council. The selection of an architectural firm is considered
a "Professional Service" under the Uniform Municipal
Contracting Law. This means that criteria other than, and in
addition to cost, may be used in selecting the desired firm.
The purpose of this agenda report is for the Council to
consider the recommendation of the committee for
Architectural services for the Library/Dance Studio.
BACKGROUND:
On July 17, 1997 Request for Qualifications were sent to
twenty-seven firms with a due date of August 13, 1997
(attached). Twelve firms responded to the R.F.Q.'s and their
proposals were received and distributed to the committee,
along with evaluation forms (attached). On August 14, 1997
the committee met and compared scores (scoring grid
attached). Based upon the scoring, it was determined that
five firms would be invited to give presentations to the
committee. On Thursday September 4, 1997 the following
firms gave their presentations:
. MEYER, SCHERER & ROCKCASTLE, LTD.
. HAMEL, GREEN, & ASSOCIATES
. LEONARD PARKER & ASSOCIATES
16268~~P&k Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245
AN EQUAL OPPORTUNITY EMPLOYER
· BOARMAN, KROOS, PFISTER, VOGEL &
ASSOCIA TES
· BUETOW & ASSOCIATES
Following the presentations the committee narrowed the field
to two firms for a final interview. The two firms selected for
the final interview were Leonard Parker & Associates and
Meyer, Scherer & Rockcastle, Ltd. The committee
determined that these two firms had the most library
experience and the highest qualifications. A representative
of one of the firms which was not selected for a final
interview said, "You've selected two of the best library firms
in the business." These two firms were interviewed on
Thursday, October 9th. After much deliberation the
committee came to the conclusion that the Architectural firm
that would best meet the City's needs and work well together
with our team is Meyer, Scherer & Rockcastle, Ltd..(MSR).
DISCUSSION:
MSR recently completed the new City of Savage Library.
The staff at Savage and the County Library Administrator
were thoroughly impressed with MSR and are very pleased
with their new building. In the final interview MSR
expressed a passion for their work on libraries and the
committee felt that this love and commitment for building
libraries will assure us that we will have a library that our
community will be proud of. MSR also seemed very
committed to making sure that this new library fit into the
scheme of things when we discuss the redevelopment of
downtown.
If Council members have the opportunity it would be worth
your while to visit the new Savage Library, which is located
next to the. Savage City Hall on County Rd. 16. This would
provide you with a good representation of MSR's
capabilities. Obviously the design of the Prior Lake Library
will be quite different from that of the Savage Library but the
interior spaces, quality of work and certain design features
will give you an idea of MSR's commitment to excellence.
Representatives of the selection committee will be present at
the City Council meeting to present their recomh1endation
and respond to City Council questions.

FISCAL IMPACT:
ALTERNA TIVES:
RECOMMENDA TION:
AGLIBARC.DOC
There are sufficient funds included within the 2.5 million
dollar Library/Dance Studio project costs for this
professional service.
The following are the original fee schedules which were
submitted with the proposals:
HAMEL, GREEN, AND ABRAHAMSON, INC.
$242,000.00
MEYER, SCHERER & ROCKCASTLE, LTD.
$221,000.00 (negotiated $216,500.00)
LEONARD PARKER & ASSOCIATES
$217,500.00
BOARMAN, KROOS, PFISTER, VOGEL &
ASSOCIA TES
$194,000.00
BUETOW & ASSOCIATES.
$169,000.00
A Qualifications Based Selection (Q.B.S.) process was used
in determining the Architectural firm that would best suit the
needs of the City. A Q.B.S. is a process that allows you to
select a firm based upon the capabilities of the firm, their
project staff, similar projects, presentation, project approach,
proposed fees, and references. On the basis of this analysis,
the Committee concluded that Meyer, Scherer and
Rockcastle, Ltd. was the best qualified firm to fulfill our
needs.
On Friday, October 10th Meyer, Scherer & Rockcastle was
contacted and asked if they would be willing to undertake the
project for a fee less than the fee which Leonard Parker &
Associates proposed. They were excited about this
opportunity to work on this project and agreed to provide
their services for a fee of $216,500.00.
The alternatives are as follows:
1. Accept the recommendation of the Prior Lake Library and
Dance Studio Building Committee and approve Resolution
97-XX which authorizes the City to enter into a contract with
Meyer, Scherer & Rockcastle, Ltd..
2. Deny this item for a specific reason.
3. Table this item for a specific reason.
Staff recommends Alternative No.1.
ACTION REQUIRED:
Motion and second to approve Resolution 97-XX which
authorizes the City to enter into a contract with Meyer,
Scherer & Rockcastle, Ltd. to provide architectural and
engineering services to construct a new Library and Dance
Studio at a fee of $216,500.00.

CITY
RE: City of Prior Lake Request for Qualifications (RFQ)
Dear Madam or Sir,
The City of Prior Lake is planning to construct a branch library of the Scott County Library system
within Prior Lake. The library is currently being housed in an old bank building which is located on the
corner of Main Street and County Road 21 in downtown Prior Lake. The project includes the
construction of a new library building on this downtown City owned property and the remodeling of the
existing library facility, which would be utilized as community space/dance studio. The City envisions
that the library/dance studio will be the cornerstone of the future redevelopment of the City's downtown
business district. The new library facility will be approximately 15,000 square feet and will include
meeting rooms, library personnel offices, storage space, and parking. The community space/dance studio
project consists of the remodeling of approximately 4,500 sq. ft. which will be utilized as a dance studio
and community space. An identical size basement which will be used for storage and meeting space. The
successful architect will be one who can blend vision, ingenuity and imagination to create a focal point
for the downtown business district and City Hall campus. A desirable time line would include: design-
Winter/Spring 1997-98; construction - Summer/Winter 1998-99; and occupancy - Spring 1999.
This letter constitutes an invitation for submission of Request For Qualifications. The goal of this
Request For Qualifications is to provide an opportunity for the submission of basic information and an
expression of interest in the project. The City of Prior Lake will select an architect based upon the
following criteria:
. Information submitted by the firm in response to this RFQ and other requests by the City;
. Recommendations from owners/managers of previous projects of the firm and the project architect;
. Visits to ,:>ne or more of the firm's or the architect's projects of similar nature and size;
. Interviews/personal contacts with the architect or firm;
. The proposed cost of professional services submitted by the architect/firm; and
. The scope of services proposed to be provided by the architect/firm.

Dear Mr. Hokeness and Committee Members:
We are pleased to submit our professional design qualifica-
tions your new library and community space/dance studio
facility. Barry Petit and Sean Wagner, from our office, toured
the site with Mr. Hokeness and returned extremely excited
about the library and enormous opportunity for substantially
reshaping the Prior Lake downtown area. We would like to
call your attention to our distinct strengths:
Library Design Expertise-MS&R has provided feasibility
studies and architectural and interior design services for more
than 35 community libraries across the country. The balance
between function, technology and human needs is at the heart
of all our library designs. Based on our experience with over
three million square feet of libraries, we understand the
evolving roles of libraries as learning centers and librarians as
"knowledge navigators" through an ever-changing array of
media and devices. Your library presents many interesting
challenges. We understand how critical the traditional role of
the library is, namely, a place of historic continuity and
community pride.
Interactive Design Process-We believe good design results
from choosing talented architects, but great design results
from community input. We view citizen interaction as
essential to the success of your library. We know that during
the course of public dialogue ideas will surface that will
profoundly impact your project.
Reliable Cost Estimating and Control-With approximately
$90 million in construction each year, MS&R has had only
one publicly bid project exceed the project budget and that
project was successfully rebid at no additional cost to the
owner.
We trust the enclosed materials will convey both our abilities
and our interest in libraries, for they are, in many ways, our
favorite type of building.
Yours sincerely,
a!l:rJu:f~

"There's no debate that MS&R is hot. What
makes such a firm go so far so fast? A fresh
approach to design, a drive for success, an
unusual ability to articulate architectural
ideas, friends in the right places, a willingness
to take risks? Probably all play their part. In
addition, an architectural firm must have
depth-people who can monitor projects
and bring them in on time and on budget.
Brilliance must be merged with dogged
management. "

S. PuBLIC LIBRARY exPERIENCE
MS&R has extensive library design experience with all library
types: new, historic addition/remodeling, and expansion. We
have worked with over 40 communities across the United
States helping them raise funds, locate appropriate sites; and
plan, design and furnish their library buildings.
Jeffrey Scherer was the principal-in-charge on all of the below
listed projects with one exception: Kirkendall Public Library.
On that project, Mr. Scherer was the library designer and his
partner, Tom Meyer, was the principal-in-charge. Lynn
Barnhouse was the lead interior designer for all projects listed.
MS&R has several registered architects on staff with project
management experience with libraries. We have included here
the libraries we consider to be most relevant to the work you
are undertaking. Graphics are in the Appendix.
Austin Public Library-1996. The new library is located in
downtown Austin, Minnesota on Mill Creek Pond created
years ago by the Hormel Meat Packing Company as a source
of ice for preserving meat during summer. The design
responded to this idyllic backdrop with a furnished 'reading
porch' flanking the north and west elevations. The two porch
wings are anchored by a stone fireplace gifted by one of the
library patrons.

Fairfield Public Library
Kirkendall Public Library
Fairfield Public Library-1996. Replacing the oldest Carnegie
library West of the Mississippi, the new Fairfield Public
Library will continue to be an important part of the
community's rich library tradition. Deep overhangs, earth-
tone brick work, and decorative stone columns and trim
provide scale in keeping with the building's residential neigh-
bors while the curved entry portico and monumental eastern
window provide a more public scale in keeping with the
building's place in the community. In the early phases of
design, several community meetings were held to allow
neighbors and concerned citizens the opportunity to offer
comments and suggestions. The result is a library building in
which the entire community takes pride.
Client James Rubis, Director 515-472-6551
104 West Adams Avenue, Fairfield, IA 52556
Size 24,000 sf

Cost per square foot $91
Kirkendall Public Library-1996. This new 25,000
square foot library is located in the fast growing suburb of
Ankeny, Iowa. Designed to meet the communities needs well
into the next century, the plan is laid out for the collection area
to expand to approximately double its current size. The
building is uniquely connected to North Middle School next
door. These two facilities share a state-of-the-art teleconfer-
encing center, separated by a retractable wall, giving the entire
community access to multimedia communication for business
and education.

Pleasant HiU Public Library
Me"lam Park Branch Library
Pleasant Hill Public Library-1994. Historic brickwork and
a modernization of early Prairie style elements create a
comfortable, contextual new library for the second oldest
town in Minnesota. The meeting room and outdoor class-
room combine with the reading rooms to form a multifunc-
tional center for citizens of all ages. A domed, elliptical
rotunda makes the entry bright, spacious and airy. The main
circulation axis terminates at the reading room with a pictur-
esque view of restored prairie grasslands. Durable materials
such as copper, brick, terrazzo, and wood are practical, yet
elegant.
Client Ken Harrington, Planning Manager 612-438-4542
1590 Highway 55, Hastings, MN 55033
Size 15,000 sf
Cost Pre-bid Estimate: $1,979,553
Actual Cost: $2,024,959
Furnishings/Equipment Budget: $200,000
Cost per square foot $135
Merriam Park Branch Library-1993. The Merriam Park
Branch Library replaced a much loved historic 70-year-old
library. The design process included many community meet-
ings in which design alternatives were reviewed and critiqued
by the committee of some thirty people. From this community
participation process, a design strategy emerged which in-
cluded: a) respecting the historical character of the existing
library, b) providing a library which had a traditional ambi-
ance, c) encouraging the use of traditional building materials
which could be timeless, and d) providing a modern and
efficient library.
