HomeMy WebLinkAbout7B - Dance Studio and Library STAFF AGENDA REPORT AGENDA NUMBER: PREPARED BY: 7B PAUL HOKENESS, PARKS & RECREATION DIRECTOR CONSIDER APPROVAL OF RESOLUTION 97-XX AUTHORIZING AN ARCHITECTURAL FIRM FOR THE LIBRARYIDANCE STUDIO OCTOBER 20, 1997 SUBJECT: DATE: INTRODUCTION: At the April 7, 1997 meeting the City Council authorized staff to prepare a Request for Qualifications and proceed with the selection of an architectural firm for the Library/Dance Studio. At this same meeting the City Council also appointed a Library/Dance Studio Building Committee (the committee). The committee would conduct the selection process and make a final recommendation to the City Council. The selection of an architectural firm is considered a "Professional Service" under the Uniform Municipal Contracting Law. This means that criteria other than, and in addition to cost, may be used in selecting the desired firm. The purpose of this agenda report is for the Council to consider the recommendation of the committee for Architectural services for the Library/Dance Studio. BACKGROUND: On July 17, 1997 Request for Qualifications were sent to twenty-seven firms with a due date of August 13, 1997 (attached). Twelve firms responded to the R.F.Q.'s and their proposals were received and distributed to the committee, along with evaluation forms (attached). On August 14, 1997 the committee met and compared scores (scoring grid attached). Based upon the scoring, it was determined that five firms would be invited to give presentations to the committee. The two firms selected for the final interview were Leonard Parker & Associates and Meyer, Scherer & Rockcastle, Ltd. The committee determined that these two firms had the most library experience and the highest qualifications. A representative of one of the firms which was not selected for a final interview said, "You've selected two of the best library firms in the business." These two firms were interviewed on Thursday, October 9th. After much deliberation the committee came to the conclusion that the Architectural firm that would best meet the City's needs and work well together with our team is Meyer, Scherer & Rockcastle, Ltd..(MSR). DISCUSSION: MSR recently completed the new City of Savage Library. The staff at Savage and the County Library Administrator were thoroughly impressed with MSR and are very pleased with their new building. In the final interview MSR expressed a passion for their work on libraries and the committee felt that this love and commitment for building libraries will assure us that we will have a library that our community will be proud of. MSR also seemed very committed to making sure that this new library fit into the scheme of things when we discuss the redevelopment of downtown. If Council members have the opportunity it would be worth your while to visit the new Savage Library, which is located next to the. Savage City Hall on County Rd. 16. This would provide you with a good representation of MSR's capabilities. Obviously the design of the Prior Lake Library will be quite different from that of the Savage Library but the interior spaces, quality of work and certain design features will give you an idea of MSR's commitment to excellence. Representatives of the selection committee will be present at the City Council meeting to present their recomh1endation and respond to City Council questions. AGLIBARC.DOC FISCAL IMPACT: ALTERNA TIVES: RECOMMENDA TION: AGLIBARC.DOC There are sufficient funds included within the 2.5 million dollar Library/Dance Studio project costs for this professional service. The following are the original fee schedules which were submitted with the proposals: HAMEL, GREEN, AND ABRAHAMSON, INC. $242,000.00 MEYER, SCHERER & ROCKCASTLE, LTD. $221,000.00 (negotiated $216,500.00) LEONARD PARKER & ASSOCIATES $217,500.00 BOARMAN, KROOS, PFISTER, VOGEL & ASSOCIA TES $194,000.00 BUETOW & ASSOCIATES. $169,000.00 A Qualifications Based Selection (Q.B.S.) process was used in determining the Architectural firm that would best suit the needs of the City. A Q.B.S. is a process that allows you to select a firm based upon the capabilities of the firm, their project staff, similar projects, presentation, project approach, proposed fees, and references. On the basis of this analysis, the Committee concluded that Meyer, Scherer and Rockcastle, Ltd. was the best qualified firm to fulfill our needs. On Friday, October 10th Meyer, Scherer & Rockcastle was contacted and asked if they would be willing to undertake the project for a fee less than the fee which Leonard Parker & Associates proposed. They were excited about this opportunity to work on this project and agreed to provide their services for a fee of $216,500.00. The alternatives are as follows: 1. Accept the recommendation of the Prior Lake Library and Dance Studio Building Committee and approve Resolution 97-XX which authorizes the City to enter into a contract with Meyer, Scherer & Rockcastle, Ltd.. 2. Deny this item for a specific reason. 3. Table this item for a specific reason. Staff recommends Alternative No.1. ACTION REQUIRED: Motion and second to approve Resolution 97-XX which authorizes the City to enter into a contract with Meyer, Scherer & Rockcastle, Ltd. to provide architectural and engineering services to construct a new Library and Dance Studio at a fee of $216,500.00. The library is currently being housed in an old bank building which is located on the corner of Main Street and County Road 21 in downtown Prior Lake. The project includes the construction of a new library building on this downtown City owned property and the remodeling of the existing library facility, which would be utilized as community space/dance studio. The City envisions that the library/dance studio will be the cornerstone of the future redevelopment of the City's downtown business district. The new library facility will be approximately 15,000 square feet and will include meeting rooms, library personnel offices, storage space, and parking. The community space/dance studio project consists of the remodeling of approximately 4,500 sq. ft. which will be utilized as a dance studio and community space. An identical size basement which will be used for storage and meeting space. The successful architect will be one who can blend vision, ingenuity and imagination to create a focal point for the downtown business district and City Hall campus. A desirable time line would include: design- Winter/Spring 1997-98; construction - Summer/Winter 1998-99; and occupancy - Spring 1999. This letter constitutes an invitation for submission of Request For Qualifications. The goal of this Request For Qualifications is to provide an opportunity for the submission of basic information and an expression of interest in the project. The City of Prior Lake will select an architect based upon the following criteria: . Information submitted by the firm in response to this RFQ and other requests by the City; . Recommendations from owners/managers of previous projects of the firm and the project architect; . Visits to ,:>ne or more of the firm's or the architect's projects of similar nature and size; . Interviews/personal contacts with the architect or firm; . The proposed cost of professional services submitted by the architect/firm; and . The City of Prior Lake will use the following process for selection of a qualified architect. First, we will review responses to this Request for Qualifications. A short list of qualifying firms/individuals should emerge from the process. Second, interviews will be held with firms/individuals on the short list, and a firm/individual will be selected. Once there has been preliminary selection of an architect/firm, the scope of the project and required professional services will be specifically defined and negotiated with the selected firm/individuals. Finally, the firm/individual will be retained on the basis of an acceptable fee proposal. Please submit responses to the Request for Qualifications by the end of our business day (4:30) Wednesday, August 13,1997. You will be expected to submit ten copies of your response so that they may be individually reviewed by the selection comrriittee members. Scherer: #13024 Thomas Meyer: #13048 Garth Rockcastle: #14026 MS&R has had continuous professional liability coverage since March 1982. Current coverage is with DPIC in the amount of $1,000,000 for each claim with an aggregate of $2,000,000. Jeffrey A Scherer, AlA, will be the principal-in-charge. As such, he will guide the design process and be responsible for the overall management of the project. Mr. Scherer has overseen the design and construction of 3 million square feet of public library space. He is a frequent conference lecturer for both the American Library Association and the Public Library Association. In October 1996, he addressed the LIT AI LAMA-ALA Conference on "The Technology-Proof Library. 10 In June, he addressed the LAMA-ALA Conference in San Francisco on "Nuts, Bolts and Bytes: State of the Art Solutions for Library Buildings." He is also past chair of the Minnesota Library Planning Task Force-a group established to advise the governor and legislature on library planning and statewide electronic access. Barry Petit, a registered architect at MS&R, will be the project manager. His responsibilities will be to coordinate all day-to- day activities of the team, including consultants. He will manage the project from start to finish, attend all owner and team meetings, implement and convey design decisions to the team, oversee the preparation of contract documents, work- ing drawings, and construction administration. Recent li- brary projects he has provided these services for include Carmel Clay Public Library in Indianapolis, Austin Public Library, Southdale-Hennepin County Library addition/re- model, U.S. Senate Library, Savage Public Library, and Stillwater Public Library. Sean Wagnerwill be the project architect. He would partake in a broad range of architectural stages from programming and schematic design to design development and construction documentation. He holds an Masters in Architecture from Princeton University, and his recent experience includes Carmel Clay Public Library. City of Prior LAke Public Library-3 MS&R Lynn Barnhouse, has overseen the interior design for all of MS&R's libraries. Her depth of library experience brings a unique level of expertise to the areas of technical services, book handling, office layouts and service desk layouts to all library projects. An integral team member during the pro- gramming and design phases, she will lead the interior design team through these phases, attending client meetings to present furniture layouts and finish selections. The new library is located in downtown Austin, Minnesota on Mill Creek Pond created years ago by the Hormel Meat Packing Company as a source of ice for preserving meat during summer. The two porch wings are anchored by a stone fireplace gifted by one of the library patrons. Deep overhangs, earth- tone brick work, and decorative stone columns and trim provide scale in keeping with the building's residential neigh- bors while the curved entry portico and monumental eastern window provide a more public scale in keeping with the building's place in the community. In the early phases of design, several community meetings were held to allow neighbors and concerned citizens the opportunity to offer comments and suggestions. The result is a library building in which the entire community takes pride.
