PRIOR LAKE AND LAW ENFORCEMENT LABOR
SERVICES, INC. LOCAL 100 REPRESENTING
POLICE OFFICERS

The Law Enforcement Labor Services, Inc. Local 100
bargaining unit represents all of the Police Officers of the
City of Prior Lake. This contract represents the results of
the "reopener" bargaining envisioned by the contract
approved by the City Council this past April. The only
item included in the "reopener" for 1998 is health
insurance contributions.
The City's negotiating team, consisting of myself and
Labor Attorney John Roszak have drafted an agreement to
satisfy the "reopener" item for 1998 in accordance with the
Public Employee Labor Relations Act (PELRA) and with
the labor agreement ratified by the City Council this past
April.
The City has already settled on health insurance
contributions for AFSCME for 1998. That amount is $415
per month for family coverage. The City offered and the
Union has accepted the same monthly contribution for
health insurance in 1998. This represents a $10 increase
from 1997 when the City contributed $405 per month. An
agreement reflecting the agreed upon increase is attached
for City Council approval.
Labor Agreements typically do not provide complete
satisfaction to either party. However, this particular issue
was not very controversial, as a fair offer was made and
accepted. This Agreement, therefore, represents an
equitable conclusion of bargaining which allows us the
opportunity to focus upon the issues at hand, which are
considerable in our growing community.

ALTERNATIVES:
The Council has the following alternatives:
1. Approve Resolution 97-XX ratifying the Agreement,
which is attached.
2. Defer action on the Agreement subject to receipt of
additional information.
RECOMMENDATION: Staff recommends Alternative #1
ACTION REQUIRED: Motion and second to adopt Resolution 97-XX ratifying the
Agreement with the Police Officer's Bargaining Unit.

WHEREAS, the Public Employee Labor Relations Act as amended requires that
the City negotiate with the exclusive bargaining representative. for
groups of essential and non-essential employees; and,
WHEREAS, law Enforcement Labor Services, Inc. represents Prior Lake Police
Officers; and,
WHEREAS, the current ratified Labor Agreement includes language calling for
a reopener to negotiate health insurance contributions for the
period of 1/1/98 - 12/31/98; and,
WHEREAS, negotiations have taken place which have resulted m an
Agreement for 1998; and,
WHEREAS, the employees who make up the Law Enforcement Labor Services
bargaining unit have ratified said agreement; and,
WHEREAS, the Agreement becomes effective on January 1, 1998; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, that it hereby ratifies the Agreement between the City of Prior Lake and
Law Enforcement Labor Services, Inc., January 1, 1998 through December 31, 1998;
and,
BE IT FURTHER RESOLVED that the Mayor and City Manager are hereby
authorized to execute the above referenced Agreement.

AGREEMENT

and
LAW ENFORCEMENT LABOR SERVICES, INC.
LOCAL 100
REFERENCE: Re-opener for Employer Contribution to the Premium for Health and Hospitalization
Insurance for the period of January 1, 1998 to December 31, 1998.
The current Labor Agreement between the City of Prior Lake and Law Enforcement Labor
Services, Inc., Local 1 00 contains the following language: ''Notwithstanding any other provisions to the
contrary, the exclusive representative may provide the City with a notice of its desire to reopen
negotiations only on the following subjects." For 1998, the only reopener up for negotiation is Section
22.1: Employer Contribution to the Premium for Health and Hospitalization Insurance.
On Wednesday, October 1, 1997 a "Notice of Desire to Negotiate" was filed by Law
Enforcement Labor Services, Inc. with the Bureau of Mediation Services. On Friday, October 3, 1997
the City received a copy of the same notice.
The City and the Union have discussed this issue by way of communication between the
Assistant City Manager and the Union Steward.
The City has offered, and the Union accepts, to raise the employer contribution to the premium
for health and hospitalization insurance to $415 effective January 1, 1998.
In doing so, the City and the Union agree to amend Section 22.1 of the current Labor Agreement
between the City of Prior Lake and Law Enforcement Labor Services, Inc. to read as follows:
22.1 The Employer will select and provide group health insurance with benefits at the same
level as presently exists. The employer will pay a sum not to exceed the monthly
premium of~ $415 per month for individual and dependent coverage, effective
January 1, 199+,8,. In the event premiums are increased beyond the maximum
contribution paid by the employer, such increases shall be paid by the employee through
payroll deduction.
IN WITNESS WHEREOF, the parties have signed this Agreement on the dates indicated.
