NOVEMBER 3, 1997 In the last Update, I advised the City Council that the terms of various Park Advisory Committee members have expired. This agenda item is intended to update the appointments of the Park Advisory Committee members. The City Council has established six year term limits for members of its Boards and Committees. Four members of the current Park Advisory Committee have achieved their term limits. Under normal circumstances those reaching their term limits would relinquish their offices and new appointments would be made. Because of the passage of the Park and Library Referendum, I believe the existing members of the Park Advisory Committee who have met their term limits should be re-appointed to a term expiring September 1, 2001. The question is whether this is a unique enough set of conditions to justify a variance from the term limit policy. The circumstances which the Council may wish to consider include: 1. The circumstances created by the passage of the Park and Library referendum are not likely to be replicated in the near future. 2. The workload created by the Park and Library Referendum is substantial. 3. The implementation of the Park and Library projects is community based. Heavy reliance is being placed upon the Park Advisory Committee members to assume leadership for the completion of these projects. 4. Four would be replaced in 2001. Three would be replaced in 2002. ALTERNATIVES:-.. The Council has at least three alternatives: 1. Approve a term limit extension for the four members whose terms have expired. 2. Approve a term limit extension different than that proposed. 3. Defer action or deny the proposal. RECOMMENDATION: Alternative #1. This proposal appears to be an efficient non-precedental means of dealing with a unique problem ACTION REQUIRED: Motion and second to adopt the Consent Agenda.
