(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER CD PLANNING COMMISSION ANNUAL REPORT FOR 1996 INTRODUCTION According to the Planning Commission bylaws, each year the Planning Commission must prepare an annual report. This report consists of a review of a review of the accomplishments and activities in the previous year. Attached to this report is a copy of the 1996 Planning Commission Goals. The annual report also lists the goals and objectives established by the Planning Commission for the upcoming year. SUMMARY OF 1996 PLANNING COMMISSION ACTIVITIES During 1996, the Planning Commission reviewed 1 conditional use permit application, 2 conditional sign permit applications, 25 variances applications, 2 rezoning requests, 4 appeals to the decision of the Zoning Officer, 1 amendment to a PUD, and 2 preliminary plats. The Commission also reviewed and made recommendations on 16 amendments to the Zoning Ordinance. Some of the major amendments reviewed by the Commission, and ultimately adopted, include the following: . Establish a time limit for an approved variance and conditional use permit . Allow the reduction of one side yard setback on substandard lots . Allow replacement of nonconforming decks without a variance . Revise the home occupation provisions . Establish standards for communication equipment buildings . Revise the definition of impervious surface . Establish standards for game rooms in the B-3 district The Planning Commission also reviewed and recommended approval of a Housing Action Plan as an amendment to the Comprehensive Plan. The Planning Commission has also begun its review of a new ordinance. This review is ongoing, and the Commission expects to hold public hearings in the Spring of 1997. In summary, the Planning Commission has substantially met its goals for 1996. 1997 GOALS AND OBJECTIVES The following is a brief list of work objectives prepared by the Planning Commission and the Planning staff. 1. Review the ordinance enforcement procedures and mechanisms As mentioned above, the Planning Commission has begun its review of the new Zoning Ordinance. Work on the Subdivision Ordinance will begin once the Zoning Ordinance is adopted. The other goals will be ongoing. 1:\deptwork\96annrpt.doc Page 2 CD 1996 PLANNING COMMISSION GOALS CD Following is a list of possible goals for consideration and discussion by the Planning Commission. 1. Amendment of the Zoning and Subdivision Ordinances Timeframe: Following adoption of the Comprehensive Plan by the City Council, work will begin on modifications to the ordinances which are required to implement the goals, objectives and policies of the Comprehensive Plan. A number of study sessions will likely be required to support this process. Specific topics which will require attention include; * Creation of new zoning districts and standards for commercial development along the County Road 42 corridor, Update of the City's PUD ordinance, Review of standards for office and industrial development in the City, Streamlining of the City's development review process, particularly for subdivisions, Review of standards for housing development in light of affordable housing objectives. * * * * 2. Development and Adoption of a Housing Action Plan Timeframe: The Metropolitan Livable Communities Act requires the development of an action plan to implement the community's housing goals. A part of this plan would dovetail with the review of standards for housing development. 3. Develop a Coherent Strategy for the Development of the City's Commercial and Industrial Districts Timeframe: The Comprehensive Plan identifies more area in the City for commercial or industrial development, and the need for a cohesive approach to economic development. The accomplishment of this goal should involve joint Planning Commission/City CouncillEconomic Development Committee study sessions. 4. Review of Conditional Use Permit, Home Occupation Permit, Variance, Vacation and Subdivision Applications. Timeframe: Ongoing 2 z.A 1997 CITY COUNCIL TOP PRIORITY GOALS Adopted February 3, 1997 The following are the City Council's top priorities for completion. They are not listed in priority order. ------:P . Complete revision of Zoning Ordinance and Subdivision Code. ----P . Complete Annexation Process as Directed. . Adopt a 1998 General Fund Budget which provides needed services with no tax increase, including general fund and Capital Improvement Program Expenditures. . Update Mission Statement for 1997 and development plan for sharing with community stakeholders. . Receive the following new ordinance: (a) Animal Control . Sell at least two acres of business park property. . Acquire Fire Station II property. . Conduct annual meetings with: School Board, Watershed Board, Townships and Scott County to discuss issues of mutual importance. -~ . Provide direction to Advisory Bodies by meeting with them at least once a year. . Consider completion of Scientific Survey of Prior Lake taxpayers to receive feedback on city services. . Complete update of Personnel Policy for Council consideration. . Implement a two-year program for construction of City entry monuments at all of our City's permanent points of entry. . Conduct a feasibility and cost study to direct capital planning for water system and City build-out. . Formalize a program of Civic Education to Prior Lake youth as part of our City work. . Examine the cost effectiveness of City service delivery considering one area each year. -----?i- . Develop a plan to capitalize on traffic generated by Shakopee Mdewakanton Dakota Community and The Wilds. 5. Meet with downtown property and business owners to explore redevelopment opportunities. . Short-term Objectives . Inventory and review existing commercial and industrial properties and develop a position on development possibilities . Develop a recommendation on extension of utilities to old industrial park. . Develop promotional materials. . Continue to market existing business park properties. . Explore the relationship between housing availability and business development. . Ongoing Objectives . Develop incentives to encourage Prior Lake residents to establish and maintain their businesses within the City. . Explore economic development linkages with Shakopee, Savage and the Dakota Community. . Develop a culture which encourages and supports business acquisition and retention. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER ~ MEMORANDUM March 24, 1997 To: City Council From: Donald Rye, Planning Director Subject: Zoning Ordinance Update The purpose of this memorandum is to inform the City Council of issues and proposals stemming from the review of the proposed zoning ordinance to date. The following is not in order of importance but rather follows the outline of the ordinance in the order it is written. . Combination of substandard lots- The ordinance proposes that where two substandard lots abut one another and are in common ownership when the ordinance is adopted, the lots must be combined and only one building permit will be issued on the combined lots. . Height limits- The height limits are increased by 50% for certain structures such as chimneys, church steeples and the like. Taller structures would only be allowed by conditional use permit. . A provision to allow temporary uses such as construction trailers has been added. . A section defining individual land uses has been added. . Home occupations- the Commission wants to reconsider home occupation provisions dealing with maximum floor area and prohibitions on storage and warehousing. . Floor area ratio- The ordinance proposed restrictions on floor area ratios, which is intended to limit the bulk of structures on the lot to avoid overcrowding. . New R-4 district- high density residential district (up to 30 units per acre) would also allow mixed use PUDs, including housing, retail, office and service uses in one development. . A section regulating site lighting has been added. . A section regulating architectural ,design has been added. . PUD process- PUDs are treated as an overlay on existing districts, not as a separate zoning district. .
