HomeMy WebLinkAbout5B - 2208 & 2009 Improvement Projects Contracts MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: SEPTEMBER 4, 2007 5B LARRY POPPlER, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF TWO RESOLUTIONS ACCEPTING PROPOSALS AND AWARDING THE CITY'S STANDARDIZED CONTRACT FOR THE 2008 AND 2009 IMPROVEMENT PROJECT DESIGN SURVEY AND GEOTECHNICAL SERVICES FOR THE 2008 AND 2009 IMPROVEMENT PROJECTS Introduction The purpose of this agenda item is to accept the proposals for professional services related to surveying and geotechnical exploration for the 2008 and 2009 Improvement Projects. This action is necessary because the professional services appointment process will not be completed until November. Historv On July 16, 2007, the City Council passed Resolution #07-127 authorizing the preparation of the Feasibility Report for the 2008 Improvement Project. The Feasibility Report will address street reconstruction in the Brooksville Hills neighborhood. In particular for the following streets: Brooks Circle, Filmore Avenue, and Itasca Avenue south of Summer Street. In 2009, the CIP shows street reconstruction for the remainder of the Brooksville Hills neighborhood including: Mandan Avenue, Franklin Circle, Robinson Circle, Summer Street and Itasca Avenue from Summer Street to Crossandra Street. A separate Feasibility Report will be prepared for the 2009 Reconstruction Project. In anticipation of these projects the City of Prior Lake must perform surveying and soil analysis for these projects. City Staff has asked the consultants proposing on these items to provide costs for both the 2008 and 2009 projects. If deemed appropriate, these consultants could complete the 2009 surveying and soil analysis during the same mobilization this year. This also provides the City with the advantage of previewing the 2009 reconstruction area for the design of the 2008 project. Since these projects are adjacent, details at the connection points can be analyzed to a greater extent. Current Circumstances The Engineering Division has already begun the preparation of the Feasibility Report for the 2008 Improvement Project. The surveying and geotechnical exploration will provide the details necessary to provide a more detailed report. Surveying Staff has requested proposals from three firms for surveying of the 2008 and 2009 project areas. They include: Bolton and Menk, WSB and Associates, and MFRA. Each of these firms has a positive history of surveying and construction staking services for the City of Prior Lake. Bolton and Menk has recently performed the surveying for part of the 2005 Street Improvement Project. They have also worked in Prior Lake on additional projects including: the Water Treatment Facility, County Road 12, and the Industrial Park Feasibility Report. Geotechnical Exploration Staff has requested proposals from three firms for geotechnical exploration. They include: American Engineering Testing, Braun Intertec, and Stork Twin City Testing. Each of these firms has previously completed work for the City of Prior Lake. The bids received are tabulated below:' $4,837.50 $7,950.00 $10,900.00 ISSUES: The proposals received were each analyzed and City Staff is recommending that Stork Twin City Testing be selected to perform the 2008 and 2009 geotechnical exploration for the City of Prior Lake. Stork Twin City Testing recently performed the construction testing for City utilities on the 2007 County Road projects. Surveying services for a project of this size are beyond the scope of what the City can provide in house with limited personnel and equipment. The consultant can provide the digital survey in a more expedient manner which in the end allows this project to be bid earlier in the year for possibly a better bid price. The City does not have the expertise or equipment to complete the geotechnical services in-house. FINANCIAL IMPACT: ALTERNATIVES: The surveying and geotechnical exploration will be funded through the Construction Fund for these two projects. The alternatives are as follows: 1. Approve two resolutions (1) Awarding the City's Standardized Contract for Professional Services with Bolton and Menk for 2008 and 2009 Improvement Project Design Survey (2) Awarding the City's Standardized Contract for Professional Services with Stork Twin City Testing for 2008 and 2009 Improvement Project Design Geotechnical Services. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services Agreement with Stork Twin City Testing for a not to exceed amount of $4837.50. 3.
