was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the

RE: Site plan review for Lakefront Plaza
Following are the results of the preliminary Site plan review for the Lakefront Plaza
building. Our review was based on the Minnesota State Building Code (MSBC) which
adopted with amendments the 1997 Uniform Building Code (UBC) with handicap
regulations of the Minnesota Accessibility Code Chapter 1341. Also requirements of the
1998 Minnesota State Fire Code (MSFC) which adopted with amendments the 1997
Uniform Fire Code (UFC).
The following are foundation plan comments:
4. Complete a Building Code analysis. UBC Chapter 5. Include the following:
a. Occupancy Classification.
b. Type of Construction.
c. Location on Property.
d. Allowable Floor Area. Note: a NFPA 13 system is required for fire department
concerns.
e. Height and Number of stories.
f. Exiting.
vi Submit signed architectural with exterior dimensions, structural plans and foundation
shop drawings for the foundation building permit. Submit signed architectural,
structural, before above grade building permit. Submit signed HV AC, plumbing,
fire/smoke alarm, emergency lighting/exit signs and sprinkler plans. May be submitted
at a later date.

J4. An S.A.C. determination must be completed by the Metropolitan Waste Control

any other tested 1 hour fire resistive assembly with insulation added, be aware that
most systems require an additional layer of gypsum board that is required to be added
to the assembly which can change the structural bearing requirements of the structure.

This is a preliminary review based only on conceptual plans. Other code items will be
addressed when the preliminary plans are submitted. The building plans must be
reviewed by the Cities Developmental Review Committee (DRC) which consists of
representatives of Planning, Engineering, Parks, Finance, and Building Departments. The

Dear Scott:
The following information was compiled specifically for the Keeler Apartment Building project
firestop system requirements. The general criteria for these applications are tire/smoke
stopping systems that provide the specified hour ratings, and are supported by UL t:.>sting.
Based on tiretest performance conducted under ASTM E-814/UL 1479, and on UL Systems
contained in their 2002 "Fire Resistance Directory," it is our opinion that they can provide the
hourly ratings required for the Keeler Apartment Building project.
To develop the best solutions for your various applications these recommendations will utilize
Firestop technology from Grace Construction Products. These solutions are outlined on the
attached applications list along with the related detail drawings.
These solutions should satisfy all your project requirements. If there are any questions please

Flamesafe:; FS 1900 is a high-perform::mce, elas-
tomeric and intumescent sealant. It is a hi2:h-
solids. water-based compound engineered to pro-
vide exceptional adhesive and elastomeric properties for
the demanding firestop requirements of pipe. cable.
sprinkler penetrations and construction joints in environ-
ments subjected to frequent expansion and contraction.
FS 1900 is highly intumescent. It expands up to 7 times

melting and burning of Pye, CPye, cc-Pye, ABS.

FlameSafe~ FS 1900 is classified by U nderwrit~
ers Laboratories Inc., and Underwriters Labora-
tories of Canada for 1. 2 and 3 hour rated sys-
tems, in accordance with ASTM E814 (UL
1479/CAN4-S 115M), Fire Tests of Through-
Penetration Firestops. FS 1900 is Factory Mutual
approved and listed by Warnock Hersey. It has
been tested to and passed ASTM C719, Adhe-
sion/Cohesion of Elastomeric Joint Sealant for
Cyclic Movement (lJL 2079, Standard for Fire
Tests of Joint Systems). In addition, the FS 1900
is accepted by the city of New York (MEA), the
city of Los Angeles, and ICBO.
Systems are available for: metallic and non-
metallic pipe. cable. conduit, cable tray and duct
penetrations through typical wall and floor con-
struction: expansion joints; construction joints
such as wall to walL floor to floor. wall to floor
and curtain wall: concrete. masonry, fluted deck
and gypsum substrates: wood joist floor-ceiling
and chase wall assemblies.
Applications
FlameSafe-' FS 1900 is used to seal openings in
fire-rated structures where burning plastic pipe,
insulated pipe. or coated cables may compro-
mise the rated system. It also can be used in bus
and HVAC ducts and through-penetrations with
metallic pipes and mixed penetrants. It is used
in conjunction with mineral wool boards in saf-
ing applications to prevent smoke, fire and toxic
gases from spreJding through perimeter joints
and floor slabs, openings between fluted roof
and floor decks. tops of fire-rJted walls. wood
joist and chase wall floor-ceiling assemblies and
other construction/seismic joints. See Figures
1-4 for examples of typicJI details.
FS 1900 is particularly suited for use in appli-
cations where system vibration and building
movement are concerns.
Installation
All contact surfaces must be free of loose dirt,
scale. oil or other foreign materials. Installation
procedures and material used may vary accord-
ing to the size of opening being protected and
the type of penetrant. Material may be installed
using a standard or powered caulk gun. or trow-
eled into place using a mason's trowel or putty
knife. FS 1900 is a water-based sealant that
dries through eVJporation. Time required for
drying will vary according to environmental
conditions. When dry, FS 1900 remains
elastomeric. indefinitely.
Maintenance
Applications using FS 1900 are maintenance
free. hO\vever. installations should be inspected
periodically for accidental damage, and repaired
using FS 1900 as per the original approved
design.

FIRE-RESISTANT MATERIALS AND CONSTRUCTION
SECTION 701 - SCOPE
This chapter applies to materials and systems used in the design
and construction of a building to safeguard against the spread of
fire and smoke within a building and the spread of fire to or from
buildings.

SECTION 702 - DEFINITIONS
For the purposes of this chapter, the terms, phrases and words
listed in this section and their derivatives shall have the indicated
meanings.
I ANNULAR SPACE is the opening around the penetrating
item.
CONCRETE, CARBONATE AGGREGATE, is concrete
made with aggregates consisting mainly of calcium or magnesium
carbonate, e.g., limestone or dolomite, and containing 40 percent
or less quartz, chert or flint.
CONCRETE, LIGIITWEIGHT AGGREGATE, is concrete
made with aggregates of expanded clay, shale, slag or slate or sint-
I ered fly ash or any natural lightweight aggregate meeting ASTM
C 330 and possessing equivalent fire-resistive properties and
weighing 85 to 115 pounds per cubic foot (pct) (1360 to 1840
kg/m3).
CONCRETE, SAND-LIGHTWEIGHT, is concrete made
with a combination of expanded clay, shale, slag or slate or sint-
I ered fly ash or any natural lightweight aggregate meeting ASTM
C 330 and possessing equivalent fire-resistive properties and nat-
ural sand. Its unit weight is generally between 105 and 120 pef
(1680 and 1920 kg/m3).
CONCRETE, SILICEOUS AGGREGATE, is concrete
made with normal-weight aggregates consisting mainly of silica
or compounds other than calcium or magnesium carbonate, and
may contain more than 40 percent quartz, chert or flint.
F RATING is the time period the penetration firestop system
limits the passage of fire through the penetration when tested in
accordance with DBC Standard 7-5.
FIREBLOCKING is building material installed to resist the
free passage of flame and gases to other areas of the building
through small concealed spaces.
FIRE-RESISTIVE JOINT SYSTEM is an assemblage of
specific materials or products that are designed, tested and fire
resistive in accordance with UBC Standard 7-1 to resist, for a pre-
scribed period of time, the passage of fire through joints.
JOINT is the linear opening between adjacent fire-resistive
assemblies. A joint is a division of a building that allows indepen-
dent movement of the building, in any plane, which may be caused
by thermal, seismic, wind loading or any other loading.
MEMBRANE PENETRATION is an opening made through
one side (wall, floor or ceiling membrane) of an assembly.
PENETRATION is an opening created in a membrane or
assembly to accommodate penetrating items for electrical,
mechanical, plumbing, environmental and communication sys-
tems.
EXCEPTION: Ducts.
PENETRATION FlRESTOP SYSTEM is an assemblage of
specific materials or products that are designed. tested and fire re-

sistivc in accordance with DBC Standard 7-5 to resist, for a pre-
scribed period of time, the passage of fire through penetrations.
SPLICE is the result of a factory or field method of joining or
connecting two or more lengths of a fire-resistive joint system into
a continuous entity.
T RATING is the time period that the penetration firestop sys-
tem including the penetrating item, limits the maximum tempera-
ture rise to 3250F (1630C) above its initial temperature through the
penetration on the nonfue side, when tested in accordance with
DBe Standard 7-5.
THROUGH-PENETRATION is an opening that passes
through both sides of an assembly.
SECTION 703 - FIRE-RESISTIVE MATERIALS AND
SYSTEMS
703.1 General. Materials and systems used for fire-resistive
purposes shall be limited to those specified in this chapter, unless
accepted under the procedure given in Section 703.2 or 703.3.
The materials and details of construction for the fire-resistive
systems described in this chapter shall be in accordance with all
other provisions of this code except as modified herein.
For the purpose of determining the degree of fire resistance af-
forded, the materials of construction listed in this chapter shall be
assumed to have the fue-resistance rating indicated in Table 7-A,
7-B or 7-C.
As an alternate to Table 7-A, 7-B or 7-C, fire-resistive construc-
tion may be approved by the building official on the basis of evi-
dence submitted showing that the construction meets the required
fire-resistive classification. .
703.2 Qualification by Testing. Material or assembly of mate-
rials of construction tested in accordance with the requirements
set forth in DBe Standard 7-1 shall be rated for fue resistance in
accordance with the results and conditions of such tests.
EXCEPTION: The acceptance criteria of UBC Standard 7-1 for
exterior-bearing walls shall not be required to be greater with respect
to heat transmission and passage of flame or hot gases than would be
required of a nonbearing wall in the same building with the same dis-
tance to the property line. The fIre exposure time period, water pressure
and duration of application for the hose stream test shall be based on
the fIre-resistive rating determined by this exception.
Fire-resistive assemblies tested under DBC Standard 7-1 shall
not be considered to be restrained unless evidence satisfactory to
the building official is furnished by the person responsible for the
structural design showing that the construction qualifies for a re-
strained classification in accordance with DBC Standard 7-1. Re-
strained construction shall be identified on the plans.
703.3 Calculating Fire Resistance. The fire-resistive rating of
a material or assembly may be established by calculations. The
procedures used for such calculations shall be in accordance with
UBC Standard 7-7.
703.4 Standards of Quality. In addition to all the other require-
ments of this code, fire-resistive materials shall meet the require-
ments for fire-resistive construction given in this chapter.
The standards listed below labeled a "DBC standard" are also
listed in Chapter 35, Part II, and are part of this code. The standards I
listed below labeled an "Adopted Standard" are also listed in
Chapter 35, Part III, and are part of this code. The other standards

SECTION 7.721 - SCOPE
This part establishes acceptable calculation methods for determining the fIre-resistive classifica-
tion of structural parts, walls and partitions and floor-ceiling or roof-ceiling assemblies. It is in-
tended for use in cases where fire test results specified in V.B.C. Standard 7-1 are not available and
the specific assembly of materials is not among those listed in Tables 7-A, 7-B and 7-C.
Wood-framed Walls, Floors and Roofs
SECTION 7.722 - GENERAL
These procedures apply to both load-bearing and nonbearing construction. The calculated fue-re-
sistive ratings shall only apply to one-hour construction. When the wall construction is nonsymmet-
rical, the provisions of Section 709.5 of the Building Code apply.
SECTION 7.723 - PROCEDURES
_ > The fIre-resistive rating of wood- framed construction is equal to the sum of the time assigned to the
membrane on the fue-exposed side (Table 7-7-W.A), the time assigned to the framing members
(Table 7 -7 - W-C), and the time assigned for other protective measures, such as insulation (Table
7 -7 - W -D). The membrane on the unexposed side shall not be included in determining the fIre resis-
tance of the assembly. When more than one membrane is installed on the wall surface exposed to
fue, ratings of each membrane may be added.

SECTION 7.724 - WALLS AND PARTITIONS
Table 7-7- W-A lists the time of fire resistance accredited to the materials used on the fue-exposed
side of walls and partitions.
SECTION 7.725 - ROOF-CEILING AND FLOOR-CEILING ASSEMBLIES
Table 7-7-W-B specifIes the various acceptable membranes and limits the structural frame to wood
joists installed on no more than 16-inch (406 mm) spacings. Ratings forroof-ceiling and floor-ceil-
ing assemblies are based on the membranes listed in Table 7-7-W-A being installed on the fue-ex-
posed side in combination with membranes listed in Table 7-7- W- B being installed on the side not
exposed to furnace temperatures.
SECTION 7.726 - MEMBRANE FASTENING
Fastening the membrane to the supporting construction shall be as specified in Tables 7 -B, 7 -C and
23-I-Q of the Building Code for corresponding membrane materials.
