CONSIDER APPROVAL OF A RESOLUTION ENDORSING MINNEAPOLIS
PRINCIPLES WITH RESPECT TO THE BUILDING OF A NEW INTERSTATE
35W BRIDGE
Introduction
The purpose of this agenda item is to request that the Council adopt a resolution
supporting principles for the building of a new Interstate 35W bridge.
History
On August 1, 2007, the 135W bridge collapsed, causing loss of life and property
and depriving metropolitan area residents of a key component of our
transportation system.
Current Circumstances
Thanks to the cooperation of various government agencies on a federal, state
and local level, funds appear to be available to build a new bridge.
The key question now is what should that bridge look like and what needs should
it fulfill? Attached is a letter form Minneapolis Mayor R. T. Rybak asking that
area cities endorse the bridge principles which the Minneapolis City Council has
adopted. The Minneapolis City Council, in accordance with the municipal
consent process, has scheduled a public hearing on this subject for Thursday,
September 20, at 5:30 p.m. The Mayor and Council are invited to attend that
hearing to articulate the City's position in person or to send a resolution instead.
Basically the principles call for the following:
· The bridge should meet present and future needs.
· The bridge should improve vehicle capacity and serve transit.
· The bridge structure should be LRT or BRT ready.
· The bridge should meet all environmental standards.
· There is a commitment to improve related corridor infrastructures.

Conclusion
A resolution is attached for Council consideration.
The Council should determine if it supports the Minneapolis principles.

A RESOLUTION ENDORSING THE MINNEAPOLIS STATEMENT OF PRINCIPLES DATED
AUGUST 28,2007 WITH RESPECT TO BUILDING A NEW INTERSTATE 35W BRIDGE

WHEREAS, The 135W bridge collapsed on August 1, 2007 causing loss of life, damage to property
and a significant disruption in the metropolitan area transportation system; and
WHEREAS, The quality of life and economy of the metropolitan area and the State are dependent
upon dependable transportation and transit infrastructure constructed in a fashion
which meets the needs of today and tomorrow; and
WHEREAS, Federal, State and local governments have come together seeking to assemble the
resources required to replace the bridge; and
WHEREAS, The Minneapolis City Council has adopted a set of guiding principles dated August 28,
2007; and
WHEREAS, The City of Minneapolis has requested the support of metropolitan area cities for these
principles.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of the City of Prior Lake hereby endorses the Minneapolis statement of principles
for the new 135W bridge dated August 28,2007.
3. The City Manager is directed to submit this resolution to the Mayor of Minneapolis.

Minneapolis, the region and the state has responded to the tragic collapse of
the I-35W Bridge on Aug. 1,2007. Our state has had more than its share of
challenges over the last year, most recently the terrible flooding in the
southeastern part of the state. In the face of these significant challenges and
heartbreaking loss of life, we have come together.
Interstate 35W is a crucial transportation artery for the Minneapolis - Saint
Paul region and the State of Minnesota. It is vital that we rebuild a safe bridge

reflect a shared vision for building a safe bridge that will meet our
transportation and transit needs for decades to come.
The Minnesota Department of Transportation is moving forward in close
collaboration with Minneapolis Public Works staff to begin planning for the
new bridge. Last week, MnDOT submitted a layout to Minneapolis for our
consideration for Municipal Consent. That layout includes instructions from
Governor Tim Pawlenty that MnDOT plan and construct a ten-lane bridge,
with two lanes that could be devoted to Bus Rapid Transit and/or managed
lanes. He has also directed MnDOT to build and construct an "LRT-ready
bridge". These positive steps reflect the spirit of our statement of principles.
As you may know, state statute gives cities responsibility to provide Municipal Consent for
construction projects in their communities. It falls to Minneapolis to fulfill this responsibility for
the I-35W Bridge, although we know this bridge serves the entire state.
Our next step in the Municipal Consent process is to set a public hearing. Last week the City
Council set a time and place for the public hearing at:

We will continue to work closely with MnDOT to ensure that the final layout reflects a bridge
for the next 100 years. We hope to work with you to make sure that we build this new bridge
safely, efficiently and right. We welcome your support and comments regarding the statement of
principles that will guide us, and we hope that you will participate in the Municipal Consent
hearing on September 20.

Statement of Principles
By Colvin Roy, Glidden, Hodges, Ostrow, Gordon, Hofstede, Johnson,
Samuels, Lilligren, Goodman, Schiff, Remington, and Benson
REBUILDING THE I-35W BRIDGE
Interstate 35W is a crucial transportation artery for the Minneapolis -
Saint Paul region and the State of Minnesota. It is vital that we rebuild a
safe bridge in an orderly and efficient way. We need to do that as
expeditiously as is reasonable, but most importantly, we need to do it
right.
We believe:
· That the new I -35W Bridge should be designed and built to meet
present and future transportation needs;
· That the new bridge should be designed to improve vehicle capacity
and also provide transit capacity;
· That the new bridge design should incorporate, and certainly not
preclude options for future transit improvements, such as making
the new bridge structure LRT ready and BRT ready;
· That we should work together to support and identify funding to
address other transportation needs to ensure that the new bridge
functions efficiently once it is built; and
· That the bridge should be built to meet all current environmental
standards.
· That the Minnesota Department of Transportation should set equal
opportunity employment goals for minorities and women equal to
or above the current City of Minneapolis' goals.
· That the new fifth lanes on the bridge should be dedicated for
transit and high occupancy vehicles (HOV).
In recognition of the individuals who were lost in the I-35W bridge
collapse, a memorial should be created.
The Minnesota Department of Transportation should provide accurate
and timely information to the public and seek out and consider
community input into the design and construction process.
COMMITMENT TO IMPROVING RELATED INFRASTRUCTURE
In addition to the I-35W Bridge, we also see an opportunity to
dramatically improve the overall infrastructure of the corridor and to
safely accommodate future transportation and transit needs. We are
committed to avoiding shortsighted solutions that will quickly replace the
bridge, but may not give adequate consideration to the long-term
infrastructure needs of the region and state.
Prudent and orderly planning is necessary on the front end, and can be
done in a way so not to jeopardize eligibility for emergency federal
funding.
To address these related infrastructure needs, we believe:
. That we should develop a bridge design that addresses the
bottleneck created by the University and 4th Street bridges on the
north end of the site;
. That we should provide transit enhancements along the 1-35W
corridor, and transit-oriented services for downtown Minneapolis;
· That design and planning for the new 1-35W Bridge reduce
congestion using strategies outlined in the Urban Partnership
Agreemen t;
· That we should develop and approve a design immediately south of
the bridge that supplements the existing freeway access provided
at Washington Avenue, which is currently at capacity.
· That we address the impact of proposed changes on municipal
streets in the corridor.
We are committed to working with our local, state and federal partners to
make these prudent investments as much as possible during the freeway
closure. This comprehensive and coordinated approach will, over time,
provide the most cost-effective and safe infrastructure improvements for
the State.
