CONSIDER APPROVAL OF A RESOLUTION SUPPORTING THE
APPOINTMENT OF JON BREKKE TO THE METROPOLITAN PARKS AND
OPEN SPACE COMMISSION (DISTRICT B)
DISCUSSION:
Introduction
The purpose of this agenda item is to adopt a resolution supporting the
appointment of Jon Brekke to the Metropolitan Parks and Open Space
Commission for district B which includes Scott County and Prior Lake.
History
The Metropolitan Council is taking applications for four positions on the
Metropolitan Parks and Open Space Commission (MPOSC) which helps the
Metropolitan Council develop long-range plans for regional parks, park reserves
and trails. The Commission consists of eight citizen members representing
geographic districts across the seven-county area.
Current Circumstances
The regional park system includes 49 regional parks and park reserves, more
than 170 miles of trail, and six special recreational areas including Como Zoo
and Conservatory. The districts are larger than Metropolitan Council districts. In
this case, the district includes Scott County, Carver County and 16 cities in
Hennepin County.
Jon Brekke, (see attached resume), former Mayor of Shakopee, has applied for
the position. SCALE has sought, over time, to get representation on
Metropolitan Council committees and commissions. Since Mr. Brekke resides in
Scott County, his appointment would further this objective.
Conclusion
A resolution is attached endorsing Jon Brekke's appointment to the Metropolitan
Parks and Open Space Commission for District B.
ISSUES:
Mr. Brekke is the only applicant for the District B opening. Filing for the positions
has closed.

A RESOLUTION SUPPORTING THE APPOINTMENT OF JON BREKKE TO THE METROPOLITAN
PARKS AND OPEN SPACE COMMISSION DISTRICT B

WHEREAS, The Metropolitan Parks and Open Space Commission was established pursuant to
Minnesota Statutes 473.303, and is comprised of eight members representing
Metropolitan Council Commission districts covering the seven counties of Anoka,
Carver, Dakota, Hennepin, Ramsey, Scott and Washington; and
WHEREAS, The Metropolitan Council is seeking applicants for Metropolitan Parks and Open Space
Commission District B representing portions of Hennepin County and all of Carver and
Scott Counties; and
WHEREAS, In 2004 Scott County became one of the ten Regional Park Implementing Agencies;
and
WHEREAS, Since becoming a Regional Park Implementing Agency, Scott County has actively
planned for and acquired regional park land and trails that will serve current and future
residents of the region; and
WHEREAS, Scott County resident Jon Brekke has submitted an application for the Metropolitan
Parks and Open Space Commission District B appointment; and
WHEREAS, Mr. Brekke was former Mayor of the City of Shakopee and found to be a consensus
builder throughout the County who recognized the diverse needs facing a county with
both established urban/rural areas and unprecedented new growth; and
WHEREAS, Mr. Brekke has demonstrated the skills and abilities needed to provide the leadership
that is needed throughout District B's developed urban areas and rural counties.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. That we support Mr. Brekke's candidacy for the Metropolitan Parks and Open Space Commission
and encourage the Metropolitan Council to appoint Mr. Brekke to serve as the Commission's
District B representative.

Dear Appointing Authority,
Please consider my application for the vacancy on the Metropolitan Parks and Open
Space Commission of the Metropolitan Council. I would be honored to serve the region
in this capacity.
I am greatly interested in setting aside and developing wonderful natural areas for the
enjoyment of present and future generations. As former Mayor of Shako pee, one of my
strongest interests was in the area of parkland acquisition and development. During my
tenure, the City Council approved the development of large acreages of parkland and
unprecedented new miles of paved trails for recreational enjoyment. That tradition of
park land development continues today in Shakopee.
I envision a future where people readily find peace and solitude in natural areas within
minutes of urban development, throughout the region. The Twin Cities area has long
been a leader in developing such natural places. I would be excited to contribute to that
legacy.
Additionally, I remain an advocate ofthe development of interconnected trail systems
that give people transportation options outside of motor vehicles. These trails can be
used for transportation, recreation, and family enjoyment. And families in this region
shouldn't need to travel far to find these opportunities.
As an avid daily runner, I really enjoy parks and trails. Those are the best places to run.
I would enjoy contributing to their development.
