CONSIDER APPROVAL OF A RESOLUTION APPOINTING THE CITY OF PRIOR
LAKE PROFESSIONAL SERVICES CONSULTANT POOL
Introduction
The purpose of this agenda is to approve a professional services consulting pool for the
City of Prior Lake.
History
On July 16, 2007 the City Council approve a statement of qualifications (SOQ)for
Professional Services. The City advertised the (SOQ) on the League of Minnesota
Cities Website, Construction Bulletin and local papers. The City received 65 requests
for information packets which were mailed out on August 10th.
Current Circumstances
On September 4, 2007 the City received 42 SOQ's for the 11 areas of services
requested. The number of SOQ's received in each category ranged from 23 in
Surveying to 5 in Geotechnical Services. Staff has reviewed the SOQ's, conducted
phone interviews and reference checks. Based on the review staff is recommending
appointment of the following consultants in accordance with the SOQ for a 3-year
period.

The proposed Consultant Pool includes 20 different consulting firms. Staff believes the
pool combines the best of previous consultants the City has used with new consultants
who have provided superior services to surrounding communities.
There are no issues associated with this agenda item.
Staff feels that the implementation of the Consultant Pool will allow the City to make
decisions that balance the best service and value and thereby save the City money.
Because proposals for professional services will be solicited from the pre-approved pool

FINANCIAL
IMPACT:
By requiring a minimum of three proposals for each project the City will also ensure
competitive pricing.
ALTERNATIVES: The alternatives are as follows:
1. Approve a resolution approving the Professional Services Consultant Pool for a
period of 3 years.
2. Deny this item for a specific reason and provide Staff with direction.
3. Table this item until some date in the future.

WHEREAS On July 16, 2007 the City Council approved a statement of qualifications (SOQ)for

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to notify the above consultants that they will be included in the City of Prior
Lake Professional Services Consultant Pool for a period of three years expiring Dec. 31, 2010.
3. The City Council retains the right to solicit proposals from consultants outside the pool at its
discretion.
