CITY COUNCIL AGENDA REPORT
A REPORT REGARDING PLA MENT OF FORMER MAYOR PHOTOS AND
ASSOCIATED COSTS.
Introduction
At its August 20, 2007, meeting, the City Council directed staff to prepare a
report with recommendations for placement of former Mayor photos in the Little
Prior Conference Room and associated costs.
Historv
Staff researched options and associated costs for such placement.
Current Circumstances
While we are still researching, we have identified thirteen Prior Lake mayors.
We are proposing to bifurcate the recognition between mayors who served
before January 1, 1972, and those who served after that date. Those serving
before 1972 would be recognized on a common plaque. Those serving from
1972 to the present would have an individual photograph.
Staff proposes that a wall in the Little Prior Conference Room could be dedicated
to the placement of portraits sized approximately 13" X 15" of former mayors.
Staff further proposes that consistency in the overall display be achieved by
using similar size, matting and framing from one photo to the next; and that
matting and framing products be chosen not only for an appearance compatible
with the decor .of City Hall, but also with consideration to a high likelihood that
similar products continue to be available in the future.
Plaaue
The single plaque would contain the names of all mayors who served before
1972. We have eight identified thus far, but we are confirming this using various
sources. The names would be engraved on a bronze plaque which we estimate
to cost $700.
Pictures
The five mayors who have served since 1972 would have an individual photo.

Conclusion
The above grid displays minimum costs for approximate sizes. A local
photographer's pricing grid was used for the above photographer's option and
several tiers of service up to museum quality portraiture are available for
purchase.
ISSUES:
Options A, Band C offer various pros and cons.
Option A:
Have the mayor's family supply a photograph.
Pros Cons
. Picture taken while in office . Second-most expensive
. May be able to get pictures for all . Picture quality may vary
mayors . No consistency in pose
. Such a portrait may not be
available
Option B:
Have the Communication Coordinator take a photo.
Pros Cons
. Least expensive · Pictures not studio quality
. Picture quality consistent
. Pose is the same . Picture not from term of office
. We will have a digital copy for
posterity
Option C:
Have a local studio handle everything.
Pros
. Finest quality picture
. Consistency of poses
Cons
. Most expensive
. Photo is not from term of office
For consistency purposes in the future, we can purchase five additional frames
and mattings; and assure that pictures are taken early on in each future mayor's
term of office.
FINANCIAL
IMPACT:
We estimate the bronze plaque at $700. The costs for the five mayors would be
between $1,750 (assumes five former mayors and purchasing five additional
frames and mattings) to $3,850 to have all work done by a portrait studio.
Therefore, the total estimated project cost would be $2,450 to $4,550.
ALTERNATIVES:
1. Direct staff to proceed with one of the above options.
2. Direct staff get additional information.
3. Take no action.
RECOMMENDED As the Council deems appropriate.
