HomeMy WebLinkAbout9D - Ring Road Phase 3 Specs CITY COUNCIL AGENDA REPORT DATE: MAY 19, 2003 AGENDA #: 9D PREPARED BY: SUE MCDERMOTT, CITY ENGINEER SUBJECT: CONSIDER APPROVAL OF RESOLUTIONS: (1) APPROVING THE PLANS AND SPECIFICATIONS FOR THE RING ROAD PHASE 3, CITY PROJECT NO. 02 - 06 AND (2) AUTHORIZING THE PLACEMENT OF NO PARKING SIGNS ON THE RING ROAD AND CSAH 23. DISCUSSION: HISTORY: The proposed Ring Road project includes the construction of a new "backage road" between Franklin Trail and CSAH 23 as shown on the attached drawing. The road is to be constructed in three segments. Franklin Trail to Toronto was completed in 2002 together with the Park Nicollet/Crystal Care project. Segment 2 is identified as City Project No. 01-01 which is the central segment of the proposed Ring Road between Toronto and Duluth Avenues. The third segment is identified as City Project No. 02-06 and includes the realignment of CSAH 23 (Panama Ave.) at the intersection with TH 13. Phases 2 and 3 will be bid together as one project. The Feasibility Report for the proposed project was approved on January 21, 2003. A Public Hearing was held on February 18, 2003 at which time the plans and specifications were ordered. The purpose of this agenda item is to consider two resolutions that must be undertaken to proceed with the Ring Road project. The first resolution is to approve the plans and specifications so that they can be sent to MnDOT State Aid for review. The second resolution is required for State Aid approval restricting parking on the Ring Road and CSAH 23. CURRENT CIRCUMSTANCES: Plan Approval: The plans for the project are complete and a set of plans will be available at the meeting. The plan includes the street alignment previously discussed which includes the realignment of CSAH 23 and Five Hawks intersection with TH 13 and construction of the third phase of the Ring Road from Duluth Avenue to TH 13. Staff is currently working with the property owner located at the southeast corner of Tower Street and Mushtown Road to acquire the additional right-of-way for the project. (952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER Cooperative Agreement: The City will have to enter into a cooperative agreement with Scott County for the CSAH 23 construction. The City will also enter into an agreement with MnDOT and Scott County for operation and maintenance of the traffic signal that will be located at the TH 13/Five Hawks/CSAH 23 intersection. The County is currently drafting the construction cooperative agreement and will finalize it when MnDOT approves the final Engineer's Estimate. MnDOT is currently drafting the traffic signal agreement. After the City Attorney revisits these agreements, Staff will bring the agreements to the Council for approval as soon as they are available. Parking and Indemnification: The No Parking resolution is required for State Aid approval and to allow the City to use Municipal State Aid (MSA) funds for this project. Allowing parking on the street would have required that the street be 20 feet wider, which would expand the right of way an additional twenty feet, and make property acquisition even more expensive. CONCLUSION: We will continue to negotiate with the property owners for the right of way needed for the project. The action required tonight is just one more step needed to move forward with the project. ALTERNATIVES: If the Council wishes to proceed with this project it must adopt two resolutions. The alternatives are as follows: 1. Motions to Approve: · A resolution approving the plans and specifications for the Ring Road Phase 3 Improvements, City Project No. 02-06. · A resolution Restricting Parking on State Aid Project 201-113-03, the Ring Road and State Aid Project 201-020-03, CSAH 23, City Project No. 02-06. 2. Table any of the resolution for a specific reason. 3. Deny the Resolutions. RECOMMENDED MOTION: Staff recommends Alternative 1 described above. Agenda app p&s, Ring Rd phase 3.doc RESOLUTION 03-XX RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR THE RING ROAD PHASE 3 IMPROVEMENTS, CITY PROJECT NO. 02-06 MOTION BY: SECOND BY: WHEREAS, The City has planned the new alignment of the Ring Road from Franklin Trail to Trunk Highway 13 and identified a segment of this project for construction in the Capital Improvement Program in 2002, and WHEREAS, A Feasibility Report was received and authorization to prepare plans and specifications for the Phase 3 Segment of the Ring Road was approved by Council on February 18, 2003, and WHEREAS, The consulting engineer retained for this project has prepared plans and specifications for the Ring Road Improvements, and WHEREAS, Such plans and specifications and fee request changes have been presented to the Council for approval. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The recitals set forth above are incorporated herein. 2. That the plans and specifications for the Ring Road Phase 3, City Project No. 02-06, a copy of which is attached hereto and made a part hereof, are hereby approved. The municipal corporation shall hereinafter be called the "City". WHEREAS, The City has planned the following improvements: . Ring Road construction from Duluth Avenue to TH 13, Municipal State Aid Project No. 201-113-03, and . New intersection improvements ofCSAH 23 and Five Hawks Avenue with Trunk Highway 13, Municipal State Aid Project No. 201 - 020 - 03; and WHEREAS, The City will be expending Municipal State Aid Funds on these improvements; and WHEREAS, This improvement does not provide adequate width for parking as follows: . Ring Road from station 32+97.90 to station 56+50.00 on either side of the new street, and . CSAH 23 from station 205+04.03 to station 211+67.02 on either side of the new street. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the City shall ban the parking of motor vehicles on both sides on the new Ring Road, MSAS 201 - 113 - 03 and CSAH 23, MSAS 201- 020 - 03 at all times within the limits, as described above.
