DISCUSSION: History Prior Lake's Strategic Plan states that the City will work to establish a sense of identity. Identity is established in numerous ways including signage. The City Council and Economic Development Authority have already directed that entry monuments be acquired and erected at various thoroughfares along the City's borders and at the Waterfront Passage Business Park. This work will be completed when the last four monuments are received and installed at CSAH 83(southbound), 42(eastbound), 82(eastbound) and 44(westbound). Current Circumstances None of the signage along TH169 north- or southbound, or on 135W southbound identify which exits lead to Prior Lake. Greg IIkka and I have been working with MNDOT representatives to determine the size and location of signs along both roadways. Our preferred location and size was the addition of a sign where the Savage and Shakopee exits are identified. MNDOT representatives flatly refused citing safety concerns about installing such large overhead signage with the road in operation. Instead, MNDOT has proposed the installation of five signs at various locations, three of which are 126" x 54" and two of which are 108" x 24". If the City approves the MNDOT proposal, the City and County will have to install a sign along southbound TH 169 just before it exits to CSAH 42 to direct traffic to either TH13, CSAH 21 or CSAH 83. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER ISSUES: ALTERNATIVES: RECOMMENDED MOTION: Conclusion The EDA should determine if it wishes to pursue the installation of the above described roadway signs. The key issues are: (1) Does the EDA believe that the signage will be effective in assisting motorists to get to Prior Lake? (2) Is Prior Lake being treated the same as other communities who wish to add signage to existing MNDOT roadways? (3) How are the signs paid for? From a staff perspective, we believe that the signage will assist motorists. MNDOT representatives have indicated that the policy they are following with Prior Lake is the same they have followed with other communities who want to add signage on existing roadways. The signs could be budgeted in the year 2000 budget as there is no specific line item in the EDA budget. In the alternative, funds could be drawn from EDA land acquisition funds. (1) Approve the purchase of signs and identify a funding source. (2) Defer action for a specific reason. Alternative (1). After reviewing the sites, I understand you will be designing signs and identifying locations for Prior Lake exit signs as follows: T.H. 169 Silmage · T.R. 169 southbound before the CSAH 18 exit. · T.H. 169 northbound before the CSAH 17 or CSAH 83 exit depending upon the spacing of existing signs. 1-35 Silmage · 1-35 southbound before the 185th Street exit. After the design details and locations have been perfected, I understand you will submit a cost estimate for sign construction and installation to us. We will then have the option to ask your crews to install the signs or work with a MnDOT or City contractor. Please let me lmow if this letter is consistent with your understanding of our conversation. In the meantime I look forward to receiving your designJIocation details and cost figures. When I got back to the office after our field walk, I realized I promised you a sign at a location where Mystic Lake Casino is constructing a sign on southbound TH 169; we found another location about 1000 feet north to install your sign. Attached to this letter are the proposed sign panel layouts and their anticipated field locations.
