SELECTION FOR DOWNTOWN REDEVELOPMENT
PLAN
History: At the October 19, 1998 EDA meeting, the EDA
directed staff to develop and distribute a Request for Proposal
(RFP) for planning services directed at developing a
redevelopment Plan for Downtown Prior Lake. The RFP was
completed and sent to 12 firms with a deadline for responses of
November 10, 1998. The City received six replies to the RFP
and the EDA, at its November 16, 1998, meeting directed staff
to review the responses and narrow the candidates to 3 or 4
firms. Staff reviewed the responses and selected three firms to
be interviewed for the work in question.
The three firms selected for interviews were actually joint
ventures; the partners were SRF with Springsted, Inc., DSU
with Maxfield Research. and Hoisington-Koegler Group with
Ehlers Associates.
On Wednesday. December 9, 1998, the three groups were
interviewed. The interview panel consisted of EDA members
Tom Kedrowski, Pete Schenck and Bob Jader; Planning
Commissioners Tom V onHof and Bill Criego; and Frank
Boyles, Jane Kansier and Don Rye.
Conclusion: Following the interviews, the panel reviewed the
results and unanimously concluded that the panel would
recommend the team of Hoisington-Koegler Group (HKgi) and
Ehlers Associates be awarded a contract for planning services
in support of a Redevelopment Plan for the Downtown.
There were several reasons why the panel decided HKgi was
the desired firm to do the work. These reasons are as follows:
· It was apparent they had spent the time necessary to do
background work to become familiar with Prior Lake,

including visits to City Hall and discussions with City
residents.
· They created a sense of excitement in their presentation and
the following discussion that was apparent to all panel
members.
· They seemed to demonstrate the best feel for what the City
expected as a work product.
· They demonstrated the best understanding of current City
circumstances.
· They presented the most comprehensive and best reasoned
method of soliciting input and generating community
support.
· The financial component of their presentation was superior
to the others received.
· Their presentation demonstrated a clear commitment to the
project and a desire to be involved.
· They covered all three phases of the RFP (planning, finance
and market research) more thoroughly than the other firms.
· Their proposal was the only cost not to exceed proposal.
· Their proposal was the least expensive.
It is proposed that the study be funded from the EDA account
which receives money from land sale proceeds. Currently, this
fund has a balance of $81,016.00. The consultants proposal
had a cost not to exceed $41,200.00, which leaves a fund
balance of$39,816.00.
The interview panel recommends that the EDA approve the
proposal of Hoisington-Koegler and Ehlers Associates and
direct the President and Executive Director to execute a contract
for professional services consistent with the consultant's
proposal.
