PUBLIC HEARING ON PART 2 OF THE CITY OF PRIOR lAKE WEllHEAD
PROTECTION PLAN
Introduction
The purpose of this agenda item is for the City Council to hold a public hearing
and accept comments on Part 2 of the Wellhead Protection Plan.
Historv
The State of Minnesota Department of Health (MDH) requires cities that use
groundwater for their public water supply to develop plans to protect them from
contamination of the aquifer from which their wells draw water. The
contaminants from which cities must protect their groundwater sources range
from household chemical spills to terrorist acts. The process of developing
these plans is known as the Wellhead Protection Plan (WHPP) and includes
two parts.
Part 1 of this plan includes the following:
1. Delineation of the area of the aquifer from which the water supply wells
draw water, known as the wellhead protection area (WHPA).
2. Identification of the area encompassing the WHPA that will be
managed by the City, known as the drinking water supply management
area (DWSMA).
On April 17, 2006, the City held a public hearing on Part 1.
Part 2 of this plan includes development of management strategies to protect
the aquifer within the DWSMA identified in Part 1. Attached for Council
information is the executive summary and complete part 2 report, depending
upon the time Council members may have available to review the details.
Current Circumstances
The MDH approval requires the City to hold a public meeting to review the
results of Part 2 of the WHPP.
The City received the attached comments from Scott County and Spring lake
Township. The key issue receiving comment was the City's wellhead
protection zone's proximity to existing septic systems in Spring lake and
Credit River Township.
The plan proposes several methods for eliminating the septic systems
including the following:

1. Extension of sewer to the existing industrial park and Spring Lake
Annexation property located in the eastern DWSMA.
2. The City should work with Credit River Township to educate residents
in protection of groundwater.
FINANCIAL
IMPACT:
Part 2 of the plan requires the use of educational publications and monitoring
of the DWSMA by City Staff. The City has budgeted $5,OOO/year in the Water
Utility budget for educational programs.
The City is currently moving forward utilizing private development to implement
a phased extension of sewer to the existing industrial park. The total cost of
this extension to the City is estimated to be $175,000. Funding for the City's
portion is available in the Trunk Fund.
The City has extended utilities to the Spring Lake Annexation property and
could annex the property and require connection to the utilities in accordance
with City ordinances.
ALTERNATIVES:
1. Hold the Public Hearing and receive comments on Part 2 of the
Wellhead Protection Plan and adopt the Plan with any proposed
amendments.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future.

WHEREAS On November 5, 2007 the City of Prior Lake held a Public Hearing on Part 2 of the
Wellhead Protection Plan; and
WHEREAS The City mailed out notices to effected governmental units and provided a comment
period of 60 days for the plan ending on October 24, 2007; and
WHEREAS, The adoption of the Wellhead Protection and Source Water Plan is critical for the
protection of ground water resources in Prior Lake.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized revise the plan as directed by the City Council.
3. City Staff is authorized to include implementation of the plan in the 2008 Capital Improvement
Program update and in the 2009 budget.
PASSED AND ADOPTED THIS 5TH DAY OF November 2007.

Executive Summary
The Wellhead and Source Water Protection Plan (the Plan) for the City of Prior Lake addresses
municipal water supply wells 3, 4,5,6, and 7 used by the City (Wells 3, 4,5, and 7 are in the eastern
portion of the City and Well 6 is in the western portion of the City). Wells 8 and 9 were installed
after Part I ofthe Plan was completed. Wells 8 and 9 were put into service as this Plan was being
prepared.
Wells 3, 4, 5, and 6 are completed in the Jordan Sandstone aquifer. Well 7 is completed in the
Franconia Formation-Ironton Sandstone-Galesville Sandstone (FIG) aquifer. The Plan was prepared
in accordance with the applicable portions of the State of Minnesota Wellhead Protection Rules
(Minnesota Rules 4720.5100 through 4720.5590). In Part I of the Plan, wellhead protection areas
(WHPAs) and drinking water supply management areas (DWSMAs) were delineated. The eastern
DWSMA, which contains Wells 3, 4,5, and 7, extends into portions of Credit River Township and
Spring Lake Township. The western DWSMA, which contains Well 6, lies entirely within the City
of Prior Lake. This document comprises Part 2 of the Plan and includes the following information:
. A review of data elements identified by the Minnesota Department of Health as applicable to
the DWSMAs.
. Results of an inventory of potential contaminant sources within the DW8MAs.
. Review of changes, issues, problems, and opportunities related to the public water supply and
the identified potential contaminant sources.
. A discussion of potential contaminant source management strategies and the goals,
objectives, and action plans associated with these management strategies.
. A review of the wellhead and source water protection evaluation program and Prior Lake's
alternative water supply contingency strategy.
Part I of the Plan was completed in September 2005 and approved by the Minnesota Department of
Health on November 28, -2005. In addition to the delineation of the WHPAs and DWSMAs, Part I of
the Plan included an assessment of the vulnerability ofthe Prior Lake municipal wells and the
associated DWSMAs to contamination. In accordance with Minnesota Rules 4720.5550, Wells 3,4,
and 5 were identified as vulnerable to contamination. In the Part 1 report, a portion ofthe Jordan
Sandstone source water aquifer within the eastern DWSMA associated with these three wells was

also identified as vulnerable to contamination. Well 6 and the Jordan Sandstone aquifer in the
associated western DWSMA were classified as "Not Vulnerable"
In the western DWSMA, the City's Wellhead and Source Water Protection Program is concentrating
its efforts on non-municipal wells (particularly those that extend into the source water aquifers).
In the portion of the eastern DWSMA where vulnerability of the aquifer to contamination is
classified as "Low", Prior Lake' s Wellhead and Source Water Protection Program is concentrating its
efforts on non-municipal wells within the DWSMAs (particularly those that extend into the source
water aquifer), and individual sewage treatment systems. In the portion of the eastern DWSMA
where vulnerability of the aquifer to contamination is classified as "High", Prior Lake's Wellhead
and Source Water Protection Program is not only targeting non-municipal wells, individual sewage
treatment systems, and storage tanks within the DWSMAs but also educating residents and business
owners in Prior Lake (and any in the portion of the eastern DWSMA that extend beyond the
boundaries of the City) regarding wellhead and source water protection. A few properties where
Class V injection wells may have been or could potentially be located were identified in the eastern
DWSMA. The City will provide information regarding the property owners' responsibilities as they
relate to Class V wells to owners of these properties.
In addition, the City of Prior Lake will gather new or updated information on potential contaminant
sources as well as geology and hydrogeology in the vicinity of the City as part of implementation of
this Plan. The data will be useful for properly managing the DWSMAs and for future revisions of
the Plan.

Dear Mr. Albrecht:
The Metropolitan Council (Council) received Part 2 of the PriorLake Wellhead Protection (WHP) Plan on
August 20,2007. Council staff have 60 days to review this plan, along with Part I of the plan, as an amendment
to the public facilities section of the local comprehensive plan, under the provisions of Minnesota Statute
~473.859, Subd. 3 (4) (vii). This WHP Plan provides a good overview of the supply source and measures to
protect it. The following are a few brief comments.
On page 1 of the Executive Summary, the plan notes that wells 8 and 9 were installed after Part 1 of the WHP
Plan was complete4. The plan should discuss how and when Part 1 will be updated to reflect the impacts of
these new wells on the city~sdrinkingwater supply management areas (DWSMAs). This information should be
included in Chapter 6, page 57, as well.

Chapter 5.; Objectives and Plans of Action, lists several good programs for source water protection. These
include working with the Credit River and Spring Lake townships within the portion of the DWSMA that
extends into these townships. The city should also plan to work with the Shakopee Mdewakanton Sioux
Community, which is located within a portion ofthe western DWSMA and has an active wellhead protection
plan of its own.
The city should also consider adding a 'success criterion' to each action item presented in Chapter 5. This may
aid the city in the implementation plan evaluation and could be included in the wellhead protection progress
report. Examples could include recording the number of well packets sent, monitoring the number of visitors to
seasonal display, tracking the number of phone calls generated by a hazardous waste information packet,
tracking the number of wells identified and sealed based on city building official records, etc.
This letter completes the Council's review process. On behalf of the Council, I thank you for your effort in
preparing this plan. Please send us a copy of the finalized WHP Plan, if any revisions are made. Should any

Thank you for the opportunity to review the City of Prior Lake's Wellhead and Source Water
Protection Part 2: Wellhead Protection Plan. The Wellhead Protection Plan appears to
provide a complete review of potential contaminant sources and management stratagies.
We have listed below our comments.
1) There are multi-aquifer "open hole wells" in the area that you may want to locate, At this
time we have an updated database of all the wells in the County. This data may help
identify older uncased wells that were drilled through the Prairie Du Chien and ended in
the Jordan. Please contact us if you would like a copy of the well database.
2) As mentioned in the Wellhead Protecion Plan 2, Markley Lake has been shown to
fluctuate with changes in ground water elevation and therefore, should be considered a
source for groundwater recharge/contamination. Surface runoff, ISTSs, and other
sources of contamination around Markley Lake are also a source of contamination to the
groundwater.
3) Section 5.4.2. Septic System, states that the City will mail homeowners with septic
systems within city limits a copy of "Understanding Your Septic System" prepared by the
Minnesota Extension Service. Scott County no longer sends this booklet to homeowners.
We send an abbrievated phamplet containing some of the information from the booklet.
If you would like to order the booklets please contact the Minnesota Extension Service.
We have enclosed with this letter a copy of the phamplet that we send to homeowners for
your use. Also, the County sends reminder postcards to all homeowners with septic
systems reminding them they are required to pump their septic tanks every three years.
4) Section 5.4.3 Extend Municipal Sewer Services to Properties in the Eastern DWSMA
Within the City Limits states that septic system with the Eastern DWSMA will be sealed
and connected to municipal sewer by 2010. We strongly support this aggressive

timeframe. Currently, our records show the following properties on septic system within

5) Section 5.5.2 Household Hazardous Waste, states that the City will provide households
informational material. We have enclosed with this letter a phamplet on househould
hazardous waste that we provide homeowners for your use. Additional information
regarding the Scott County Household Hazardous Waste Facility can be found on our
website.
6) Page 8 states that you can find six septic systems in the western DWSMA in Table 6 and
Figure 10. This should be corrected to state Figure 11 Septic System Locations. Also,
the map shows seven septic system in the western DWSMA.
7) The Public Water Supply Profile page listing the contacts may have a typo. The first
sentence states that the contacts are for the Eagan Wellhead Protection Plan.
