HomeMy WebLinkAbout4.0 Wellhead Protection Goals 4.0 Wellhead Protection Goals In accordance with Minnesota Rules chapter 4720.5240, this section discusses the goals for present and future water use and land use to provide a framework for Plan objectives and related actions. Goals presented in this section were selected based on the information gathered and compiled from the data elements, delineations of the WHP As and DWSMAs, results of the vulnerability assessments, results of the PCSI, anticipated changes in land and water uses, identified issues, problems, and opportunities, and evaluation of this information. Through the years the City of Prior Lake has met water demands with a sufficient and safe water supply. Prior Lake intends to continue providing a safe water supply to its residents and businesses and other customers into the future and implementation of this Plan will help ensure the City will meet this goal. Prior Lake wells 3, 4, and 5 and a portion of the associated DWSMA have been classified as vulnerable to contamination. In addition, a portion of the eastern DWSMA extends into Credit River and Spring Lake Townships. Therefore, the goals and objectives .of this Plan will focus on managing potential contaminant sources within the DWSMAs, reducing the potential contaminant pathways to the source water aquifer that may be provided by private wells, educating property owners and water supply users, and working with the Credit River Township and Spring Lake Township Boards of Supervisors, to the extent practicable, to ensure proper management of the portion of the eastern DWSMA that extends into these townships. The City of Prior Lake has identified the following goals for implementation of this Plan: . The City will work to maintain or improve the current level of water quality so that the municipal water supply will continue to meet or exceed all applicable state and federal water quality standards. . The City will provide information and promote activities that protect the source water aquifer that provides water to the municipal system. This will include increased public awareness of the Wellhead and Source Water Protection Program and groundwater-related issues, and management of the identified potential contaminant sources within the DWSMAs. These goals for the City of Prior Lake's Wellhead and Source Water Protection Program will be achieved through the following existing and planned programs: · Privately owned water supply wells ~ 1. Encouraging the proper sealing of all unused wells within the DWSMAs (this includes working with Credit River Township and Spring Lake Township to promote sealing of any unused wells within the DWSMA in these townships), 2. Management of existing wells, 3. Informational brochures. 4. Extend municipal water service to all properties in the eastern DWSMA within the City limits that use private wells for water supply. · Potential contaminant source properties 1. Encourage proper handling of chemicals/wastes, 2. Encourage proper operation of storage tanks, 3. Periodically obtain information on the status of various permits associated with potential contaminant sources from the regulating agencies to allow timely recognition of potential problems arising at a particular property that could affect the municipal water supply. 4. Providing information to owners of properties that may contain Class V wells. 5. Provide information to owners of properties with ISTS. 6. Extend sewer service to all properties in the eastern DWSMA within the City limits that use ISTS. · Public education 1. Distribution of the City's Drinking Water Consumer Confidence Report, 2. Distribution of information on the proper operation and maintenance of private wells and ISTS, 3. The City of Prior Lake web site at www.citvofpriorlake.com. 4. Working with the Credit River Township and Spring Lake Township to identify appropriate public education opportunities for any residents within the portion of the eastern DWSMA that extends into these townships. . Continued data collection 1. Recording static and pumping water levels in the Prior Lake municipal wells, 2. Collection of local geologic and hydrogeologic data, 3.
