5.0 Objectives and Plans of Action
In accordance with Minnesota Rules chapter 4720.5250, this section discusses the objectives and
plans of action to goals for Prior Lake's Wellhead and Source Water Protection Program.
5.1 Establishing Priorities
A portion of the main source water aquifer within the eastern DWSMA that produces groundwater
for Prior Lake's public water supply has been classified as vulnerable to contamination. Potential
contaminant sources within the DWSMAs have been determined to consist of storage tank sites,
hazardous waste generators, contaminant spill/release sites, ISTS, and properties where businesses
typically associated with Class V wells operate(d). In addition, privately owned wells completed
within the DWSMAs could potentially provide a pathway for contaminants to reach the source water
aquifer if they were not properly constructed, are not properly maintained, or are not properly sealed
when no longer in use.
The City of Prior Lake has identified the objectives and corresponding actions described in the
following sections for accomplishing the wellhead and source water protection goals previously
discussed above in Section 4.
5.2 Well Management
The well management objectives outlined in this section consist of promoting the proper sealing of
any unused, unmaintained, damaged, or abandoned wells and promoting proper management of
active wells within all DWSMA vulnerability zones in the City and working with Credit River and
Spring Lake Townships to promote the proper sealing of any unused, unmaintained, damaged, or
abandoned wells and proper management of active wells within the portion of the eastern DWSMA
in these townships.
5.2.1 Distribution of Well Information Pamphlet
The City will distribute the MDH pamphlet "The Well Owner's Handbook" to all well owners whose
properties are within the DWSMAs. This pamphlet provides information on proper operation and
maintenance of water wells. Copies of the pamphlet will also be available at the City offices. Copies
of the pamphlet will be provided to Credit River Township and Spring Lake Township officials for
distribution as needed to new well owners within the portion of the DWSMA in these townships.

5.2.1.1 Source of Action
City staff will obtain the pamphlet from the MDH. City staff will mail the pamphletlbrochure to
appropriate addresses within the DWSMAs, place copies of these items in a publicly accessible
location in the City offices, and provide copies of the pamphlet to the Credit River Township and
Spring Lake Township officials.
5.2.1.2 Cooperators

Through the MDH pamphlet, well owners will be educated concerning the proper operation and
maintenance of wells. Proper operation and maintenance of wells will reduce the potential risk of
these wells becoming pathways for contaminants to travel from the ground surface to the source
water aquifer.
5.2.2 Promote the Proper Sealing of Unused, Unmaintained, Damaged, or
Abandoned Wells Within the City
City staff will promote the proper sealing of unused privately owned wells in areas served by the
municipal water system and at properties on which new developments are being built. Proper sealing
of unused wells can be promoted by periodically including a reminder in the water billing mailings
and/or on the City's website. Proper sealing of unused wells at properties on which new
developments are built can be promoted as part of the City's development approval process.

5.2.3 Support the Proper Sealing of Unused, Unmaintained, Damaged, or
Abandoned Wells Within Credit River Township and Spring Lake
Township
City staff will ask Credit River Township and Spring Lake Township officials to promote sealing of
unused privately owned wells within the portion of the eastern DWSMA that extends into these
townships. City staff will provide assistance in disseminating appropriate information to Credit
River Township and Spring Lake Township officials if requested and feasible.

5.2.3.5 Goals Achieved
As this action is implemented, the City's goal of eliminating potential pathways for contaminants to
travel from the ground surface to the source water aquifer within the DWSMAs will be realized. The
number of wells within the eastern DWSMA in Credit River Township and Spring Lake Township
will be minimized.
5.2.4 Identify New High-Capacity Wells Within the DWSMAs
City staff will identify new high-capacity wells that are proposed for construction in or near Prior
Lake's DWSMAs, and/or major changes to groundwater appropriations for existing high-capacity
wells, to evaluate whether the pumping of said wells will affect the groundwater flow direction, static
water level, or groundwater availability within the DWSMAs or alter the current boundaries of the
DWSMA delineations or other portions ofthe City's WHP Plan.
5.2.4.1 Source of Action
City staff will annually request from the MDH Sourcewater Protection Unit and Regional MDNR
office information on any newly proposed/constructed high capacity wells within or near the
DWSMAs or any changes to existing appropriations permits for high capacity wells. City staff will
also request assistance from the Wellhead Protection Consultant and the MDH to evaluate whether
proposed pumping (or changes to pumping) will change the boundaries of the DWSMAs delineated
for Prior Lake's wells.
5.2.4.2 Cooperators

As this action is implemented, the City's WHP AlDWSMA delineations will remain current. New
well owners will also be identified and educational materials identified/developed as part of other
well management strategies can be provided to these new well owners.
5.2.5 Extend Municipal Water Service to Properties in the Eastern DWSMA
Within the City Limits
The City will extend municipal water service to properties in the eastern DWSMA that are within the
City Limits. City staff will promote the proper sealing of the privately owned wells as the properties
are connected to the municipal water system.
5.2.5.1 Source of Action

Beginning Fall 2007 with major construction completed in 2008; connection of all properties

Properties in the proj ect area will be connected to the municipal water system and, thus, will have
little need for private wells. As this action is implemented, potential pathways for contaminants to
travel from the ground surface to the source water aquifer will likely be eliminated. As a result, the
number of non-municipal wells within the DWSMAs in the City will be minimized in areas served by
the municipal water system.

5.3 Potential Contaminant Source Properties
The management objectives outlined in this section consist of promoting proper handling of
chemicals and wastes, proper operation of storage tanks, reduction of waste streams at potential
contaminant source properties within the DWSMAs in the City, and working with Credit River
Township and Spring Lake Township to promote similar activities at potential contaminant source
properties within the portion of the eastern DWSMA in these townships.
5.3.1 Information for Registered Storage Tank Owners
With the assistance of the MPCA, the City will prepare an information packet for owners of
properties within the high vulnerability zone of the eastern DWSMA that have registered storage
tanks. This information packet will include information on the City's Wellhead and Source Water
Protection Program (the Program) and MPCA fact sheets on proper operation and maintenance of
storage tanks.
5.3.1.1 Source of Action
City staff will contact MPCA staff to determine the appropriate fact sheets for the information packet
and obtain copies of these fact sheets. City staff will prepare general information regarding the
Program and mail the information packets to the targeted property owners.
5.3.1.2 Cooperators
City staff and the MPCA.
5.3.1.3 Time Frame
This information packet will be prepared and sent out within 120 days of approval of this Plan.
Copies of the information packet materials will be retained by the City and provided annually to new
registered storage tank owners within the targeted DWSMA vulnerability zones. Targeted registered
storage tank owners will then receive an updated information packet once every three years
throughout the life of this Plan.
5.3.1.4 Estimated Cost
Estimated costs include City staff time, MPCA staff time, and postage costs. Costs beyond City staff
time will be paid out of the City's Utilities budget.

5.3.1.5 Goals Achieved
Targeted property owners will be educated concerning the Wellhead and Source Water Protection
program and how the program affects them. Local tanks owners will be educated on the issues
associated with storage tanks and the requirements necessary to maintain a safe and secure system.
Property owners will be encouraged to use best management practices regarding their storage tanks,
and report any releases of contaminants to the City (in addition to any other actions required by
applicable regulations). The property owners will also be educated about the City's Wellhead and
Source Water Protection Program, groundwater protection principles, and steps that everyone can
take to protect the City's municipal water supply. This information packet provides the City the
opportunity to heighten the awareness of wellhead and source water protection to these local property
owners.
5.3.2 Tracking of Registered Storage Tanks
The City will annually request information on the status of registered storage tanks and LUST
cleanups in Prior Lake from the MPCA. This information will allow the City of Prior Lake to
maintain current information regarding these potential contaminant sources and to track the progress
ofremediation at any LUST sites within the high vulnerability zone ofthe eastern DWSMA.
5.3.2.1 Source of Action
City staff will contact MPCA staff to obtain the information on the status of registered storage tanks
and LUST cleanups.
5.3.2.2 Cooperators
City staff and the MPCA.
5.3.2.3 Time Frame
This information will be requested from the MPCA annually.
5.3.2.4 Estimated Cost
Estimated costs include City staff time.
5.3.2.5 Goals Achieved
By tracking the status of registered storage tanks and LUST cleanups within the target area, the City
of Prior Lake will remain aware of the current status of these potential contaminant sources. This

will allow the City to identify potential impacts to the municipal water supply and give the City time
to determine the best response to any potential impacts before the municipal water supply is
compromised.
5.3.3 Information for Non-Storage Tank Properties
Through direct mail contact, the City will encourage the owners of the potential contaminant source
properties that are not associated with LUSTs or existing storage tanks within the high vulnerability
zone within the eastern DWSMA to participate in self-audits of their waste generation and handling.
In conjunction with the self-audits, the City will encourage these businesses to request a site visit
from the Minnesota Technical Assistance Program (MnTAP). MnTAP helps Minnesota businesses
implement industry tailored solutions that maximize resource efficiency, prevent pollution and
reduce costs, to improve public health and the environment.
As noted on their web site (www.mntap.urnn.edu), MnTAP is a grant program at the University of
Minnesota, School of Public Health, funded by the Minnesota Office of Environmental Assistance
(www.moea.state.rnn.us). MnTAP helps Minnesota businesses protect the environment and stay
competitive by providing practical alternatives to prevent pollution of land, air and water. By
reducing waste and increasing efficiency, businesses can save on disposal and raw material costs,
decrease the regulatory compliance burden, and make working conditions healthier and safer for their
employees.
5.3.3.1 Source of Action
City staff will prepare and distribute the direct mail notice.
5.3.3.2 Cooperators
None.
5.3.3.3 Time Frame
Initial distribution of the direct mail notice will occur within 120 days of approval of this Plan.
Annually thereafter the direct mail notice will be sent to new property owners within the targeted
DWSMA vulnerability zone.

5.3.3.4 Estimated Cost
Costs for the preparation of the direct mail notice will include City staff time and postage costs.
Postage costs will be paid from the City's Utilities budget.
5.3.3.5 Goals Achieved
Business owners will become aware of their waste generation and handling and learn of available
assistance for identifying ways to minimize and properly dispose their hazardous waste.
5.3.4 Class V Wells
During the PCSI, properties where automotive repair shops and garages (i.e., properties typically
associated with Class V wells) are or had been located were identified within the eastern DWSMA.
The City will work with the MDH to provide information to owners of properties typically associated
with Class V wells within the DWSMAs regarding what a Class V well is and the federal
registration, permitting, and reporting requirements for Class V wells.
5.3.4.1 Source of Action
City staff will compile the Class V well information with the assistance of MDH staff. City staff will
mail the information to the property owners.
5.3.4.2 Cooperators
City staff and MDH.
5.3.4.3 Time Frame
Distribution of the information on Class V wells will occur within 120 days of approval of this Plan.
5.3.4.4 Estimated Cost
Costs for the preparation of the information packet will include City staff time and postage costs.

5.3.4.5 Goals Achieved
Property owners will become aware of their responsibilities related to Class V wells. Compliance
with the applicable regulations regarding Class V wells by the property owners will reduce the
potential for groundwater contamination and impact to the source water aquifer.

5.4 Other Potential Contaminant Sources
The management objectives outlined in this section address other potential contaminant sources such
as stormwater runoff, septic systems, pipelines, and chemical spills in transportation corridors within
the DWSMAs.
5.4.1 Urban Stormwater
The City will work with the owners of new developments in areas of high vulnerability within the
eastern DWSMA regarding stormwater management to ensure that the stormwater plan is designed to
be consistent with the goals and objectives of this Plan. The Wellhead Protection Manager will act
as a resource for developers, City staff, and permit applicants for issues related to stormwater
management. The City is also undertaking a storm water study of Markley Lake. In addition, the
Wellhead Protection Manager will contact Credit River Township and Spring Lake Township
officials and request that stormwater management requirements in the areas of those townships
within the high vulnerability portion of the eastern Prior Lake DWSMA be consistent with the goals
and objectives of this Plan. It is expected that Credit River Township and Spring Lake Township
will cooperate in this endeavor since both Townships participated in the development of the March
2004 Joint Storm Water Education Plan (see Prior Lake 2006b for a copy of this plan).
5.4.1.1 Source of Action
The City of Prior Lake has developed a Surface Water Management Plan (Prior Lake, 2005b) and a
Storm Water Pollution Prevention Plan (Prior Lake, 2006b). These plans provide the basis of the
City's program for managing and monitoring stormwater runoff in Prior Lake. The plans were
developed to be in conformance with the requirements of local watershed management organizations,
Metropolitan Council, Scott County SWCD and applicable state and federal laws.
During the life of this Plan, City staff will continue to evaluate the requirements of the surface water
management plans to determine if modification of the surface water management plans is necessary
to meet the goals and objectives of this Plan in the high vulnerability area within the eastern
DWSMA.

5.4.1.3 Time Frame

The cost of any City improvements made to the existing surface water management system will be
determined at the time of the project.
5.4.1.5 Goals Achieved
Implementation of this management strategy will enhance the surface water quality and manage the
surface water quantity, not only in the area of high vulnerability but throughout the DWSMAs.
Ultimate goals are to protect the environmentally sensitive areas throughout the community from the
negative impacts of sedimentation, phosphorous and other dissolved substances, and prohibit
flooding to downstream properties. By ensuring proper management of stormwater runoff, the
potential for groundwater contamination associated with impacted stormwater runoff will be reduced.
5.4.2 Septic Systems
The City of Prior Lake relies on Scott County Individual/Community Sewage Treatment Ordinance
No.4 and State rules for regulating the construction and operation of ISTS (a.k.a., septic systems).
The County ordinance incorporates by reference the MPCA rules for septic systems in Minnesota
Rules part 7080. Scott County reviews septic system plans and issues permits for construction of
these systems. State statute requires that all septic systems are pumped out at least once every three
years.
There are a limited number of operating septic systems within the City limits and the City has no
jurisdiction in Credit River or Spring Lake Townships. City staff will periodically obtain updates
from Scott County on the status of septic systems within the DWSMA. City staff will rely on the
existing County ordinance and State statute for enforcement of the regulations associated with septic
systems. The City will provide the document "Understanding Your Septic System" prepared by the
Minnesota Extension Service to owners/residents of properties within the high vulnerability portion
of the eastern DWSMA on which septic systems are located. In addition the City will retain copies
of this document for distribution as needed to any new owners of property within the DWSMA on
which septic systems are located.

5.4.2.1 Source of Action
City staff will obtain the document from the Minnesota Extension Service. City staff will mail the
document (likely as an insert with other city correspondence such as water bills) to appropriate
addresses within the DWSMA and place copies of this item in a publicly accessible location in the
City offices.
5.4.2.2 Cooperators

5.4.2.3 Time Frame
Within 60 days of approval of this plan and then as needed when new owner's take possession of
targeted properties.
5.4.2.4 Estimated Cost

The primary goal is to make the septic system owner aware of the issues related to septic system
operation and how these issues relate to wellhead protection.
5.4.3 Extend Municipal Sewer Service to Properties in the Eastern DWSMA
Within the City Limits
The City will extend municipal sewer service to properties in the eastern DWSMA that are within the
City Limits. City staff will promote the proper sealing of septic systems as the properties are
connected to the municipal sewer system.
5.4.3.1 Source of Action

Properties in the project area will be connected to the municipal sewer system and, thus, will have no
need for septic systems. As this action is implemented, potential pathways for contaminants to travel
from the ground surface to the source water aquifer will likely be eliminated. As a result, the number
of septic systems within the DWSMAs in the City will be minimized in areas served by the municipal
sewer system.
5.4.4 Transportation Corridors, Pipelines, and Emergency Response
Establish communication and create awareness among Prior Lake city staff and citizens about
transportation corridor and pipeline issues that may affect the public water supply and the procedures
in place to address spills and prevent released contaminants from entering the municipal water
supply. The Wellhead Protection Manager will begin to work with City staff on to ensure that
procedures that will protect the municipal water supply are part of the City's emergency response
program.

5.4.4.5 Goals Achieved
Local emergency responders will work with and assist County and State first responders in the
handling of spills in transportation corridors or from pipelines to ensure, to the extent possible, that
released contaminants do not enter the environment and impact the municipal water supply.
5.5 General Public Education
Public education concerning the DWSMAs associated with Prior Lake's municipal wells will include
distributing a wellhead and source water protection informational brochure, distributing information
on household hazardous waste collection, distributing the City's Drinking Water Consumer
Confidence Report, and posting wellhead and source water protection information on the City's
website.
5.5.1 Wellhead Protection Program Brochure
The City will develop an informational brochure regarding the Wellhead and Source Water
Protection Program. This brochure will be available to all City residents and it will be mailed to all
Prior Lake, Credit River Township, and Spring Lake Township residents in the DWSMAs.
5.5.1.1 Source of Action
City staff will oversee the Wellhead Protection Consultant in the preparation of the informational
brochure. City staff will mail the brochure to appropriate addresses within the DWSMAs and place
copies of the brochure in a location in the City offices that is easily accessible to the public. In
addition, copies of the brochure will be provided to Credit River Township and Spring Lake
Township officials for distribution as needed to new residents within the portion of the eastern
DWSMA that extends into these townships.
5.5.1.2 Cooperators
City staff, the Wellhead Protection Consultant, Credit River Township officials, and Spring Lake
Township officials.
5.5.1.3 Time Frame
Preparation of the brochure will begin within 60 days of approval of this Plan and will be completed
within 60 days thereafter. Distribution will be done within 30 days after completion of the brochure.

5.5.1.4 Estimated Cost
Costs will include consultant costs for development of the brochure, City staff time for overseeing
the development of the brochure, printing costs for the brochure, and postage costs. Costs beyond
City staff time will be paid out of the City's Utilities budget.
5.5.1.5 Goals Achieved
The brochure will educate property owners in the DWSMAs, and the general public, about the City's
Wellhead and Source Water Protection Program, groundwater protection principles, and steps that
everyone can take to protect the City's municipal water supply.
5.5.2 Household Hazardous Waste Collection Information
The City will distribute posters, flyers, or water billing inserts to encourage residents within the
DWSMAs, and throughout the City, to participate in the County's Household Hazardous Waste
Program by taking household hazardous waste to the County's collection facility.
5.5.2.1 Source of Action
City staff will prepare/compile information on the County's Household Hazardous Waste Program
and distribute it to residents within the DWSMAs.
5.5.2.2 Cooperators
None
5.5.2.3 Time Frame
Distribution of the household hazardous waste program information will occur within 90 days of
approval of this Plan.
5.5.2.4 Estimated Cost
Costs for the household hazardous waste program will include informational material production,
staff time, and postage costs. Costs will be paid from the City's Utilities budget.
5.5.2.5 Goals Achieved
Property owners will be educated on the proper disposal of hazardous waste items. This program
offers an opportunity for residents to dispose of items that are not normally accepted by local waste

haulers. The program will educate residents on the need to properly dispose of these household
hazardous waste items and the assistance that is available to do so.
5.5.3 Drinking Water Consumer Confidence Report
The City will continue to publish and distribute the Drinking Water Consumer Confidence Report to
all Prior Lake residents. The report provides residents with information regarding the City's
municipal water supply and its water quality. A copy of the 2007 Drinking Water Consumer
Confidence Report is presented in Appendix C.
5.5.3.1 Source of Action

Annually as required by federal regulations.
5.5.3.4 Estimated Cost
Costs include preparation and copying of the report and postage. Funding will come from the City's
Utilities budget. City staff time is required for this task.
5.5.3.5 Goals Achieved
The residents of Prior Lake will become more aware of the federal water quality requirements for
public water supplies. Residents will also become more aware of the overall water quality of Prior
Lake's municipal water supply.
5.5.4 City of Prior Lake Website
The City will post information on the Wellhead and Source Water Protection Program on the City's
web site at www.cityofpriorlake.com.

5.5.5 Inclusion of Wellhead and Source Water Protection into the City's
Planning Process
The City will include a review of this Plan as part of the normal zoning and planning review process.
Copies of this Plan will be supplied to the City Planner and Planning Department. The Wellhead
Protection Manager will work with the City Planner and Planning Department to determine the best
way to ensure that the City's planning process is consistent with the goals and objectives of this Plan.
Options that may be discussed could include developing checklists related to wellhead protection for
use in the planning review process or adjustments to zoning.
In addition, the Wellhead Protection Manager will meet with representatives of the Credit River
Township and Spring Lake Township Boards of Supervisors to discuss the goals and objectives of
the City's Wellhead Protection Plan and ways that the Townships could assist in meeting the goals of
the Plan by including the objectives of the Plan in their development planning process. Copies of
this Plan will be supplied to both Credit River Township and Spring Lake Township.

The Wellhead Protection Manager and those responsible for City planning will determine, within one
year of approval of this Plan, how best to incorporate wellhead and source water protection into the
normal zoning and planning review process, then ongoing.
5.5.5.4 Estimated Cost
Costs to complete this task will include staff time to develop a process for including wellhead
protection in the planning process and to review proposals that could affect the municipal wells and
associated DWSMAs.
5.5.5.5 Goals Achieved
Wellhead and source water protection will be incorporated into future planning efforts. Potential
pollution risks to the source water aquifer will be reduced. Risk of altering the WHP As and
DWSMAs will be minimized.
5.5.6 Stormwater Management/Lawn Care
The City will distribute to property owners within the high vulnerability portion of the eastern
DWSMA and have available information regarding stormwater management, turf management,
proper lawn care practices and water conservation. The City will look to the University of Minnesota
Extension Service to be a resource to City staff as well as the residents. The Scott County Soil and
Water Conservation District (SWCD) and the National Resource Conservation Service (NRCS) will
also be used as resources during the growing season or when matters arise.

5.6 Data Collection
The City of Prior Lake will continue to collect and maintain local geologic and hydrogeologic data in
order to improve and augment current information and to provide additional data for future revisions
of this Plan. Prior Lake will also continue to collect information on potential contaminant sources
within the DWSMAs.
5.6.1 Monitoring Static and Pumping levels in Municipal Wells
The City will continue to routinely measure the static and pumping water levels in the municipal
wells. These water levels will be recorded daily by the SCADA system and summarized in the daily
reports obtained from the SCADA system.

5.6.1.5 Goals Achieved
Routine collection of groundwater levels in the municipal wells will provide data for the evaluation
of groundwater elevation trends over time. A decreasing trend in static water levels in the municipal
wells may be cause for the City to pursue more restricted water use measures, more effective
methods to control public water supply use, or investigate additional water sources for the municipal
supply system. These data can also be used to verify the groundwater flow field in the source water
aquifer.
5.6.2 Geologic and Hydrogeologic Data Collection
The City will collect local geologic and hydrogeologic data for the Prior Lake area as it becomes
available. The City will also support, whenever possible, future data collection efforts by other
governmental entities (e.g., MGS, MDH, MDA, MDNR, MPCA, watershed management
organizations, and Scott County).

A large number of potential contaminant sources within the DWSMAs were identified during the
PCSI. During development of this Plan, a subset of the identified potential contaminant sources were
verified. City staff, perhaps with the assistance of the Wellhead Protection Consultant, will verify all
previously unverified potential contaminant sources within the DWSMAs.

continue to add information to the database as additional sites (e.g., storage tanks, dumps, chemical
storage sites, hazardous waste generators, etc.) are identified through working with the MPCA, the
MDH, and Scott County. New information for the database will be obtained by contacting
appropriate MPCA, MDH, and Scott County programs on an annual basis regarding any new
information on potential contaminant sources that may be available.

to the high vulnerability portion of the eastern DWSMA and item 4 is applicable throughout both
Prior Lake DWSMAs. This information can also be useful for drafting new or revised ordinances, if
necessary, relating to specific land uses within the DWSMAs.
