DESCRIPTION = 1 mile wide by 1/2 mile high area south of Business Office Park and Wilderness Ponds. The Ponds Athletic Complex is located along the west edge and the Cleary Lake Regional park is located on the east edge of the potential annexation area. STREET ACCESS = Wilderness Trail Fish Point Road Adelmann Street C.R.87 The development of property along C.R. 87 should require the upgrading of C.R. 87 which is currently a gravel road. SANITARY SEWER = Stubbed to north edge of site in 3 locations with adequate depth. WATERMAIN = 16" or 12" watermain is stubbed to north edge of site in 3 locations. AREAS I. DOC - 2 - STORM WATER RUNOFF = South half would drain to Cleary Lake. North half would drain to existing storm sewer in Business Office Park which drains to Markley Lake. LENGTH OF STREET CONSTRUCTION = See attached Conceptual Street Layout Plan Residential Area = 7600' Industrial Area = 8300 ' C.R. 87 from CASH 21 to southerly future street intersection = 1600' FUTURE STREET AND UTILITY CONSTRUCTION COSTS REQUIRED TO SERVE AREA AT FULLY DEVELOPED STATE - Residential Area = $1,300,000 Industrial Area = $1,800,000 C.R. 87 = $300,000 The County would be expected to pay for approximately half of the cost to upgrade C.R. 87. The City and the Developer would be expected to pay for the other half of the cost. NUMBER OF LOTS Residential Portion = 110 lots Industrial Portion = 40 lots with average size of 3 acres per lot COMMENTS = School District 719 has discussed with the current property owners about purchasing land in this potential annexation area for an elementary and high school site. AREAS I.DOC - 3 - ANNEXATION AREA 2 AREA - 320 + Acres Commercial portion = 10 acres Multi-family Residential Portion = 35 acres Rural Unsewered Portion = 70 acres Single Family Residential = 205 acres DESCRIPTION = Trapezoidal spaded area 1/2 mile wide at the top, 1.5 mile wide at the bottom and 1/2 mile high. STREET ACCESS = Highway 13 (West Half) Mushtown Road (East Half) SANITARY SEWER = Stubbed to north edge in many locations with adequate depth. The Crystal Lake area is shown to remain as a rural area served by . septic and well. W A TERMAIN = Stubbed to north edge in many locations with adequate pressure if looping is provided. STORM WATER RUNOFF = Drainage would go to Crystal Lake or to Rice Lake. LENGTH OF STREET CONSTRUCTION Reconstruction of 170th Street to provide a safer intersection with Highway 13. This street would be shifted to the south from the old AREAS I.DOC -4- alignment to allow for commercial development on the Highway 13 side and to allow for multi-family development on the Crystal Lake side of 170th Street. 2600' New streets needed to serve future residential areas - 4200' on West Half - 3000' on East Half COST TO CONSTRUCT STREETS AND UTILITIES TO SERVE THESE AREAS Reconstruction of 170th Street to new alignment and upgrade intersection with Highway 13 with turn lanes and a traffic control signal - $700,000 MnDOT could be expected to contribute approximately $200,000 towards the signal system and turn lane improvements at the new 170th Street and Highway 13 intersection. The County could be expected to contribute approximately $100,000 towards the upgrading costs of 170th Street. The future commercial and multi-family developments that would be developed along 170th Street would be assessed for their share of costs for streets and utilities along 170th Street. The City would be expected to pay for the remaining cost from State Aid or Street Collector Funds and this cost would be approximately $200,000. Residential streets and utility construction costs to serve future residential areas. - $700,000 on West Half - $500,000 on East Half Mushtown Road Street and utility upgrading costs - $305,000 The development of property annexed into the City along Mushtown Road would be assessed for its share of costs to upgrade Mushtown Road. This would reduce the City's share which is currently estimated at $220,000. AREAS I. DOC - 5 - NUMBER OF LOTS Future Commercial and Multi-family lots would be available along 170th Street Future Residential Lots = 70 on West Half 65 on East Half Along Mushtown Road, some lots would be allowed to be platted with direct access to Mushtown Road. AREAS I. DOC -6- ANNEXATION AREA 3 AREA = 80 Acres DESCRIPTION = 1/4 mile wide by 1/2 mile high area west of Jim Dunn property. Spring Lake Regional Park borders along west and south edges of potential annexation area. The area currently contains 6 large lots with single family homes on 5 of the lots. PROPOSED ZONING = Single Family Residential STREET ACCESS = Northwood Road' The development of the Dunn property would be required to provide the urban style street extensions to the potential annexation area. SANITARY SEWER = 8" stub will be provided near Linden Circle with Northwood Road Project that has adequate depth. W A TERMAIN = 12" stub will be provided near Linden Circle with Northwood Road Project to serve the south end and a 12" stub will be provided near Fremont Avenue/Arctic Circle with the Northwood Road project to serve the north end. The development of this area and the Dunn property will be required to loop the watermain system. AIlEASIDOC - 7 - STORM WATER RUNOFF = Drainage would go to DNR pond at Butternut Circle and Northwood Road (Northern Pike Rearing Pond). Avoid discharge of street runoff of new development to Arctic Lake to protect quality and fluctuation of Arctic Lake. LENGTH OF STREET CONSTRUCTION = 4700' See attached Conceptual Street Layout Map POTENTIAL MAXIMUM NUMBER OF URBAN SIZED LOTS = FUTURE STREET AND UTILITY CONSTRUCTION COSTS REQUIRED TO SERVE AREA AT FULLY DEVELOP STATE = 80 single family lots $1,000,000 The cost to construct the streets and utilities would be the responsibility of the developer. The city would not need to subsidize this area. The existing homeowners would be requesting the extension of streets and utilities with the re-platting of their property, so they would be required to pay their full cost of street and utility construction. The urban development of this area would be dependent on the property owners requesting it. During conversations with some of the homeowners at the Northwood Road Public Hearings, the homeowners like their large lots and would be opposed to subdividing their property. Comments = AREAS 1.
