DISCUSSION:
Introduction
The purpose of this agenda item is to request City Council approval of appoint-
ments to the Planning Commission vacancies that occurred October 31,2007.
Historv
The bylaws for the Planning Commission provide that the terms expire on October
31. Advisory body members are subject to a term limit to encourage new persons
to be come involved in the advisory committee process. Incumbents Dan Ringstad
and Alan Billington were invited to reapply and we also placed notices in the Prior
Lake American, the Wavelength, the Newswire and on the Website.
Current Circumstances
Four applications were received and the interview committee consisting of Council
Liaison Warren Erickson, Planning Commission Chair Vaughn Lemke, City Man-
ager Frank Boyles and Planning Director Jane Kansier met with the candidates on
Tuesday, November 13, 2007. The applications of the four candidates are attached
for Council information.
The committee recommends the following actions:
1. Appoint incumbents Dan Ringstad and Alan Billington to the two vacant seats
on the Planning Commission.
2. Offer candidate Jeremy Coughlin the opportunity to serve on the Park Advisory
Committee or Lake Advisory Committee; and Terry Gutowksi to serve on the
Economic Development Advisory Committee.
3. Ask Mssrs. Coughlin and Gutowski if they would like to receive an orientation to
the Planning Commission, meeting agenda packets and attend the meetings
with no per diem as Planning Commission apprentices so they are ready if and
when a vacancy occurs in the future.
Conclusion
The Council should determine if it concurs with the recommendation of the inter-
view committees and staff.
ISSUES: I have contacted all four candidates. As of this writing, I do not know their prefer-
ences. I hope to have that information by Monday night.
ALTERNATIVES: 1. Adopt the resolutions making the appointments in accordance with the recom-
mendations of the interview committees.
2. Adopt the resolutions with modifications.
3. Take no action.

Being involved heavily in real estate and commercial lending with my banking job
has given me experience with land use, platting, building, etc. I also have to tell
people "no", something that is not always easy but necessary. At various times with
the planning commission, it is understandably unpopular but necessary given the
circumstances of a situation.

My past 6 years on the planning commission has been interesting and rewarding. If

After relocating to Prior Lake about 2 years ago, I have been following the progress of on-going and planned
redevelopment projects in the City. I have reviewed the 2030 Comprehensive Plan and the City's vision for Prior Lake for
future generations. I am motivated to get involved with the City and to offer my assistance and champion the City's vision
of the future.
As an environmental consultant and licensed Professional Geologist, I have experience working with not only developers
and landowners for redevelopment projects; I have extensive experience with the regulatory authorities including the
Minnesota Pollution Control Agency (MPCA). Continually, vacant and agricultural lands are and will be redeveloped into
commercial, light industrial and residential developments within the City and township. These lands typically do not
require environmental monitoring or evaluation. However, one ofthe City's initiatives is to address the downtown area of
Prior Lake and other commercial and light industrial area. Potential environmental issues are likely to arise with these
projects. Familiarity in the redevelopment process with regard to environmental issues, and the management strategies to
deal with them is a benefit I offer the City and to the community.
