Home My WebLink About10C Purchase Sprinter Van CITY COUNCIL AGENDA REPORT AGENDA ITEM: NOVEMBER 19, 2007 10C BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF A 2008 DODGE SPRINTER VAN MEETING DATE: AGENDA #: PREPARED BY: DISCUSSION: Introduction The Prior Lake Police Department is seeking Council authorization to purchase a 2008 Dodge Sprinter 3500 Van for use by the officers assigned to the Tri-City Tactical Team. It is proposed that the cost of this vehicle be taken from an account created through the sale of forfeited vehicles. Historv The Police Department is a member of the Tri-City Tactical Team (TCTT) through a Joint Powers Agreement between the Scott County and the Cities of Prior Lake, Savage, and Shako pee. Each city supplies its own truck and/or trailer to convey personnel and equipment. The officers assigned to the TCTT from the Prior Lake Police Department are currently using a 1984 Ford Econoline to carry themselves and their equipment to training and high risk incidents that occur throughout the County. Prior to becoming part of the Police Departments' fleet, this vehicle has been used by the Fire Department when they were responsible for providing ambulance service in the City (a practice that ended in 1994). In addition to showing its age and being an inefficient gas guzzler, the vehicle is deficient in terms of meeting the needs of the TCTT. Current Circumstances Minnesota Statutes authorize the administrative forfeiture of motor vehicles and other property used or related to the commission of designated offenses; for example, driving while under the influence (DWI), as well as prostitution and drug offenses. Property forfeited administratively may be disposed of in a variety of ways. Such property may be kept by the law enforcement agency and used in the performance of official duties or the property may be sold and the proceeds from the sale distributed to the appropriate law enforcement agency, the county attorney or other prosecuting agency that handled the forfeiture, and to the state. The proceeds forwarded to the appropriate law enforcement agency must be used to supplement the agency's operating fund for use in law enforcement and/or DWI-related enforcement, training, and education. The vehicle, with options, has a list price of $45,760.00 with Dodge of Burnsville, Inc. submitting the lowest price of $44,000.00 ( the other two bids were $45,000.00 from Baxter Chrysler Jeep Dodge in Omaha, NE, and $45,260.00 from Performance Jeep Dodge of Lincoln, NE). It should be pointed out that this vehicle is available from a limited number of dealerships across the country. Issues As stated above, the vehicle currently used by the Prior Lake members of the Tri-City Tactical Team is a 1984 Ford Econoline that has been modified to meet the needs of the team - additional storage compartments were built to house the equipment used by the TCTT. However, the vehicle does not meet the need for transporting the team members either to training or to the scene of an incident. In anticipation of the need to replace the TCTT vehicle, the City's share of the forfeiture funds have been allowed to accumulate, and the fund now totals $45.913.91. Therefore, we are asking approval to order this vehicle using these funds. This will allow the purchase of the vehicle without any additional tax dollars. FINANCIAL IMPACT: The total purchase price of this vehicle, $44,000.00, will come from the forfeiture account and not from tax dollars. The City will need to place 10% down with the balance upon acceptance of the vehicle. ALTERNATIVES: 1.
