Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: NOVEMBER 19,2007 10D AL FRIEDGES, PARKS & FLEET MAINTENANCE SUPERVISOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING A DONATION FROM PRIOR LAKE ATHLETICS FOR YOUTH (PLAY) FOR THE CONSTRUCTION OF ONE PICNIC SHELTER AT RYAN PARK DISCUSSION: Introduction The purpose of this agenda report is to accept a donation from PLAY and to authorize City Staff to construct a picnic shelter at Ryan Park. Historv On May 21, 2007, City Council approved $705,715.57 for athletic field improvements at Ryan Park. The funding sources for the improvement projects were as follows: SMSC PLAY Capital Parks Total $450,000.00 $250,000.00 $ 5.715.57 $705,715.57 The following is a break down of how the $250,000 from PLAY was utilized: Improvement Dug outs . Enclosed batting cage Practice infield backstop Four backstop hoods Protective netting Scoreboards Athletic field lights Total Cost $19,748.57 $13,477.00 $5,635.00 $20,504.00 $4,766.00 $41,500.00 $144,369.43 $250,000.00 In 2002 PLAY started charging, through registrations, a facility upgrade fee. This fee generates approximately $50,000 per year which in turn, is utilized for athletic field improvements. Without the donations over the years from PLAY, many of the improvements at The Ponds and Ryan Park could not have been accomplished. Current Circumstances Currently, there are no shelters near Ryan Park for the baseball/softball field hub park users to escape from the elements. Additionally, buildings or shelters are an essential component to conduct tournaments. The shelter will be a tee-shaped design to complement the wagon wheel design of the fields. The total material cost including lumber, concrete, electrical and irrigation repairs to construct the shelter are $25,588.49. PLAY will fund the cost of the materials to construct the shelter. The City's standard shelter design will be utilized in an effort to save money on structural engineering fees. The cost for lumber, concrete, electrical and irrigation repairs to be funded by PLAY is $25,588.49. ISSUES: Staff has partnered with PLAY on many projects in the past. A picnic shelter is a desirable park amenity to escape from the weather and elements. The construction of the shelter will be performed in-house by Parks Maintenance staff. Staff is requesting that Council approve the attached resolution so that construction of the shelter can start this winter for completion of the Ryan Park Improvement Dedication Ceremony next spring. FINANCIAL IMPACT: The funds for the material to construct the shelter will be provided by PLAY. The estimated labor cost for staff to build the shelter is $5,000, and this money will be drawn from the general operating budget. The $25,588.49 donated by PLAY will be deposited in the Parks portion of the Capital Improvement Program. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution accepting the donation of $25,588.49 form Prior Lake Athletics for Youth and authorizing City Staff to construct a picnic shelter at Ryan Park. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1. The estimated cost for staff labor is $5,000 which will be drawn from the general operation budget; and WHEREAS, The $25,588.49 donated by PLAY will be deposited in the Parks portion of the Capital Improvement Program; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to accept a donation of $25,588.49 from PLAY for the construction of one picnic shelter at Ryan Park. 3. The cost for lumber, concrete, electrical and irrigation repairs to be funded by PLAY is $25,588.49. 4. The $25,588.49 donated by PLAY will be deposited in the Capital Parks Fund Account # 225- 45025 for use in this project exclusively. 5. The construction will be done in-house; the $5,000 labor costs for staff will be drawn from the general operating budget. PASSED AND ADOPTED THIS 19TH DAY OF NOVEMBER 2007.
