CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO
SOLICIT PROFESSIONAL SERVICES PROPOSALS FOR THE ITASCA
AVENUE WATERMAIN EXTENSION PROJECT
Introduction
The purpose of this agenda item is for the City Council to authorize staff to solicit
professional services proposals for the extension of watermain along Itasca
Avenue.
Historv
As part of the 2008-2012 Capital Improvements Program (CIP) the City Council
included the Itasca Avenue Watermain Extension Project. This project is
necessary to connect the raw water supply lines from Wells No. 8 and 9 arid
future Well NO.1 0 to the Water Treatment Facility (WTF). As part of the CR 21
Project watermain was extended to connect to these water supply facilities. The
proposed Itasca Avenue watermain includes extension of watermain from the
new Fish Point Road intersection across the Snell Property to Itasca Avenue and
the WTF.
Current Circumstances
On November 19, 2007 the City Council accepted the feasibility study for the
Brooksville Hills Street Reconstruction Project. City Staff will begin the final
construction plan design for this project in January 2008. Staff would like to
include the Itasca Avenue Watermain in this design. In order to include the
watermain in the project plans the City needs to obtain an easement from the
Snell Property for extension of watermain. Prior to negotiating the easement a
preliminary design, easement documents and appraisal need to be completed.
The City does not have the technical expertise in-house to complete preparation
of the easement documents or appraisals.
For the above reasons staff recommends solicitation of proposals from the
City's Municipal Services Pool to assist with the acquisition of the needed utility
easement.
This is an important easement acquisition and it is time sensitive as the
watermain should be constructed as part of the Brooksville Hills Project to
minimize costs to the City and disruption of the neighborhood. Additionally with
the WTF scheduled to open in January of 2009 it is important to have
connections to Wells NO.8 and 9 and future Well No. 10 prior to that date.
By moving forward with the acquisition at this time the City will allow the
appropriate time to consider other acquisition options should a negotiated
easement not be attainable.

FINANCIAL The funding source for these services is the Trunk Fund as identified by the CIP.
IMPACT: Because Wells No.8, 9 and 10 were required due to new development the Trunk
fund is the appropriate funding source.
ALTERNATIVES: The alternatives are as follows:
1. Adopt a resolution authorizing staff to solicit proposals for the Itasca Avenue
Watermain Project professional services.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

WHEREAS, The Itasca Avenue Watermain Connection is required to connect Wells No.8 and 9 and
future Well No. 10 to the Water Treatment Facility; and,
WHEREAS, Easements are needed to complete this project; and,
WHEREAS, City Staff does not have the in-house expertise to complete the needed services for
easement acquisition; and
WHEREAS, City Staff recommends the City solicit proposals from the Municipal Services Pool.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to solicit proposals for the required professional services.
