CONSIDER APPROVAL OF A RESOLUTION AWARDING THE CITY'S
STANDARDIZED PROFESSIONAL SERVICES AGREEMENT FOR THE
ITASCA WATERMAIN EXTENSION PROJECT
Introduction
The purpose of this agenda item is for the City Council to award the City's
Standardized Professional Services Agreement to SRF Consulting Group for the
extension of watermain along Itasca Avenue.
Historv
As part of the 2008-2012 Capital Improvements Program (CIP) the City Council
included the Itasca Avenue Watermain Extension Project. This project is
necessary to connect the raw water supply lines from Wells No. 8 and 9 and
future Well No. 10 to the Water Treatment Facility (WTF). As part of the CR 21
Project watermain was extended to connect to these water supply facilities. The
proposed Itasca Avenue watermain includes extension of watermain from the
new Fish Point Road intersection across the Snell Property to Itasca Avenue and
the WTF.
On December 3, 2007 the City Council authorized staff to obtain proposals from
the City's Municipal Services Consultants for this project.
Current Circumstances
On December 10, 2007 City Staff received the following proposals for the Itasca
Watermain Extension Project.
Consultant Proposal Cost
SRF $11,650
Bolton & Menk $15,400
MFRA $18,700
WSB $19,135
City Staff has evaluated the proposals based on cost, understanding of the
needed services and proposed personel and recommends awarding the City's
Standardized Professional Services Agreement to SRF in the amount of
$11,135. Based on cost and proposed services Staff believes that SRF is
providing a great deal of value on this proposal. SRF's project team provides as
much experience on this type of project as any of the other Consultants
proposals at substantially less cost.
This is an important easement acquisition and it is time sensitive as the
watermain should be constructed as part of the Brooksville Hills Project to
minimize costs to the City and disruption of the neighborhood. Additionally with

ISSUES:
the WTF scheduled to open in January of 2009 it is important to have
connections to Wells No. 8 and 9 and future Well No. 10 prior to that date.
By moving forward with the acquisition at this time the City will allow the
appropriate time to consider other acquisition options should a negotiated
easement not be attainable.
FINANCIAL
IMPACT:
The funding source for these services is the Trunk Fund as identified by the CIP.
Because Wells No.8, 9 and 10 were required due to new development the Trunk
fund is the appropriate funding source.
ALTERNATIVES:
The alternatives are as follows:
1. Adopt a resolution authorizing the Mayor and City Manager to execute the
City's Professional Services Agreement with SRF for a not to exceed amount
of $11,650 for the Itasca Watermain Extension Project.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

WHEREAS, The Itasca Avenue Watermain Connection is required to connect Wells NO.8 and 9 and
future Well NO.1 0 to the Water Treatment Facility; and,
WHEREAS, Easements are needed to complete this project; and,
WHEREAS, City Staff does not have the in-house expertise to complete the needed services for
easement acquisition; and
WHEREAS, City Staff received the following proposals from the Municipal Services Pool:

WHEREAS, City Staff has reviewed the proposed costs, scope of services and proposed personnel
and recommends award of the City's standardized professional services contract to
SRF for a not to exceed price of $11,650.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager and Mayor are authorized to execute the standardized professional services
contract with SRF Consulting Group for a not to exceed amount of $11,650.
