HomeMy WebLinkAboutSpecial Meeting Minutes 120699 PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY SPECIAL MEETING Monday, December 6,1999 5:30 p.m. Fire Station City Council Chambers Call to Order and Pledge of Allegiance. Those present were Commissioners Jader, Underferth and Schenck, Executive Director Boyles, Planning Director Rye and Recording Secretary Meyer. President Barsness and Commissioner Kedrowski were absent. Consider Rescission of Resolution 99-01 Relating to the Proposed Economic Development Authority Tax Levy in the Amount of $76,000 to Support the Downtown Redevelopment Project. MOTION BY SCHENCK, SECOND BY JADER TO ADOPT RESOLUTION 99-02 RESCINDING EDA RESOLUTION 99-01 RELATING TO A PROPOSED ECONOMIC DEVELOPMENT AUTHORITY PROPERTY TAX LEVY IN THE AMOUNT OF $76,000 TO SUPPORT THE DOWNTOWN REDEVELOPMENT PROJECT. BOYLES: Gave a brief background of the agenda item and an overview of the action currently before the EDA. Noted that the EDA had previously discussed in a work session to postpone any proposed levy until a more specific project is identified for the funds by the Downtown Redevelopment Plan. Further noted that this action does not diminish the EDA's commitment to the Downtown project. UNDERFERTH: Reiterated on behalf of the EDA that adoption of the original resolution recommending the levy was contingent upon several timelines, including that the Downtown Redevelopment Plan would be complete and one or more specific projects or direction would be identified. The EDA views the delay as merely a setback in the timeline and not the project itself. VOTE: Ayes by Underferth, Jader and Schenck, the motion carried. Consider Report Regarding Request for Assistance for Proposed Senior Housing Project. BOYLES: Gave a brief overview of the request and asked for Commissioners input specifically with regard to (1) direction staff could provide the developer; and (2) would it be appropriate to consider changing policy with respect to financial assistance programs. SCHENCK: Recognizes the need for senior housing especially within the Downtown Redevelopment project, but concerned about the precedent in being preferential with respect to changing the TIF policy for only the Downtown district. Believes it is worth looking into, but without further information further direction is difficult. The Commissioners agreed. UNDERFERTH: Noted that it was his understanding that the current TIF policy is open enough so that it could include housing. BYE: Confirmed that there is nothing precluding the EDA from imposing any type of conditions relating to any kind of subsidy or assistance. . BOYLES: Clarified that the intent was to see if the EDA thought that having the discussion was worthwhile. There was consensus among the Commissioners that the item be included in the Downtown Redevelopment discussion and the City Council annual Workshop. Consider Economic Development Authority Bylaws BOYLES: Briefly reviewed the bylaws changes recommended by staff. MOTION BY SCHENCK, SECOND BY JADER TO APPROVE THE BYLAWS CHANGES AS RECOMMENDED BY STAFF. VOTE Ayes by Underferth, Schenck, Jader, the motion carried.
