On behalf of the Mayor and City Council, congratulations on your recent
appointment to the newly reconstituted Prior Lake Economic Development
Authority. This letter confirms your appointment to a term ending December 31,
<<Term>>. Attached for your information is a roster of Economic Development
Authority members, together with their addresses and phone numbers for future
reference.
Also attached is a copy of the applicable Minnesota Statutes dealing with Economic
Development Authority, a copy of the Prior Lake Economic Development Authority
Bylaws, and Enabling Resolution. While I will ask the City Attorney to review
these materials with you at our organizational meeting, you will find it helpful to
scan throught the materials beforehand.
I have also attached a draft agenda for the Economic Development Authority's
organizational meeting. The agenda follows the same format as the City Council
uses. Authority members can ultimately determine what format they wish to use
and whether or not this agenda meets your expectations.
I suggest that the Economic Development Committee conduct its first meeting in
January, 1997. Since Mondays are reserved for City Council and Planning
Commission, the EDA may wish to schedule its regular meetings for Wednesday.
As a first meeting, you may wish to consider Wednesday, January 15th at 7:00 p.m.
To get to know one another I will host a Reception for the five of you commencing at
6:30 p.m. A light dinner will be served.

The rationale for the above appointments are as follows:
Bob Barsness was a charter member of the Economic
Development Committee, which was originally a privately
chartered committee which evolved into the City's
Economic Development Committee. He was instrumental
in negotiating the purchase of the business park property.
His business knowledge coupled with his experience on
the EDC and later BDC provide him with strong
qualifications for this position.
Sally Schmidt is presently a member of the Lake Advisory
Committee. Her business expertise is identifying the
directions which corporations wish to go, and providing
reasonable steps of how to get there. She has conducted
focus groups and other efforts to solicit corporate feedback.
Roseann Campagnoli has been a Prior Lake resident for
nineteen years. She has been an editor of the Prior Lake
American, and worked in the Dakotah Community
Relations Department. Her expertise is in Public
Relations which is critical in marketing efforts.
The diverse business expertise which each of these three
representatives will bring to the Economic Development
Authority should strengthen that body's ability to
accomplish its work objectives. The fourth candidate, Bill
Krueger, has considerable financial background and
appears to have an interest in Lake Issues. I would like to
ask Mr. Krueger whether he would be interested in being
considered for interview for the Lake Advisory Committee.
I will do so if the Council confirms the appointments as
recommended.
The Council has the following alternatives:
1. Endorse the Mayor's proposed appointments to the
Economic Development Authority.
2. Request additional information regarding the proposed
appointments.
RECOMMENDATION: Alternate #1. Mter placing a notice in the paper on two
different occasions coupled with newspaper articles on the
subject, it appears that we received applications from solid
business representatives. Once the Council has confirmed
the Mayor's appointments an organizational meeting of
the newly restructured Economic Development Authority
will be arranged.
ACTION REQUIRED: Motion and second to adopt Resolution 96-XX making
certain appointments to the Economic Development
Authority.
