REGULAR MINUTES OF THE
ECONOMIC DEVELOPMENT AUTHORITY
August 17, 5:30 p.m.
1. Call to Order: Vice President Underferth called the meeting to order at 5 :30 p.m. Present
were: Vice President Underferth, Commissioners Schenck and Kedrowski, Consultant
Guenette, Executive Director Boyles, Planning Director Rye.
2. Pledge of Allegiance: Underferth led the Pledge of Allegiance and welcomed everyone to
the meeting.
3. Approval of Minutes:
MOTION BY KEDROWSKI SECOND BY SCHENCK TO APPROVE THE MINUTES OF
THE JULY 20, 1998 ECONOMIC DEVELOPMENT AUTHORITY MEETING.
Upon a vote, ayes by Kedrowski, Schenck, and Underferth, the motion carried.
4. Presentations:
a) Bill Rudnicki, Tribal Administrator, Access to Mystic Lake Casino
Boyles: Introduced the item. It may be desirable to move the Mystic Lake Casino exit signs
on 35W to the 185th street exit because of the improved County Road 21.
Rudnicki: In 1991-92, SMSC explored signage with MnDOT. There was an internal signage
committee which selected a 14 sign package. Regarding relocating the 1-35 sign to 185th
street exit ramp, 80% of Mystic Lake customers come from the metro area. Only
approximately 20% come from south ofthe river. A concern with moving the sign is the
limited lighting on CSAH 21. The comfort in driving down that road in the dark at this point
is minimal (no gas stations, lighting). A preliminary step is to mention this in the SMSC
newsletters to obtain some feedback.
Questions from Commissioners:
Schenck: Where is CSAH 21 lacking on lighting?
Rudnicki: That portion ofCSAH 21 is in Dakota County, by Brackett's Crossing.
Schenck: Would there be signage from the northbound exit on to 185th?
Rudnicki: No. Signage northbound would begin at 78th street (frontage road). SMSC will
survey its customers, etc.
Schenck: Have proposed a stoplight at CSAH 21 and Main Avenue. What percentage of
customers come from 169 to W 83?
Rudnicki: 80% are from that sector. It depends upon construction and activities in the local
area. There are seasonal fluctuations.
Undeiferth: 20% is how many cars/day?

Rudnicki: 2000 cars per day. There is a substantial employee base, 4000 people. As more
employees find that route, that will be good user route. 20% of employees live in Apple
Valley, Lakeville, Northfield.
Undeiferth: Have studies been done as to fall out business?
Rudnicki: The convenience store at Mystic is busy. They have comparable prices. Most park
in large lot behind facility. They exit on CSAH 82. They are looking for typical personal
service facilities.
Kedrowski: Has SMSC heard from Lakeville about completion of the interchange on 185th?
Rudnicki: No. SMSC will not influence MnDOT.
Kedrowski: It will be paid for by Lakeville; it is not MnDOT driven. What type of traffic
increase is expected?
Rudnicki: 2000 per day. Some will take CSAH 21 vs CSAH 42.
Kedrowski: Is there an anticipated date that the light at Main and CSAH 21 will be in?
Boyles: Scott County is not yet certain whether one is needed.
Kedrowski: Was the intent ofCSAH 21 to lessen the traffic burden on CSAH 42?
Rudnicki: The bulk of traffic comes from 169 to CSAH 83. It won't change that pattern.
6. Public Hearings:
A) None
7. Old Business:
A) Consider Revised Vacant Land Inventory Map
Boyles: There are modifications to this inventory. There is a land legend which will help us
to better understand the specific uses. Staff tried to address the direction provided the EDA.
Does not show green acres and agricultural preserve.
Rye: Addressed the maps. He said in section 23, the 30 acre parcel is in ag preserve. On the
south half of 24, the whole 130 acres is in ag preserve. That is the only ag preserve.
Schenck: When did the ag preserve begin on the 130 acres?
Rye: It will be out of ag preserve in 3 years. Can assume most vacant commercial/industrial
is in green acres.
Kedrowski: Staff should contact Deerfield to see if the intent is this year or next.
Rye: OK.
Underferth: We see undeveloped lots adjacent to developed.
Kedrowski: Asked about the project across from First Bank.
Boyles: The sewer and water are completed.
Schenck: Staff should contact property owners of all property within the MUSA to see if
they have any plans. Any activity with Wensmann?
Rye: Meeting with them Thursday. Showing high density residential, commercial, and some
industrial. They will have something before the Planning Commission soon.

7. New Business:
A) Consider Approval of Revisions to 1998 EDA Goals and
Objectives.
Schenck: Item #2 should read "Explore" or "Consider" rather than "Support" private
development.
Pace: The public redevelopment plan consistent with task force report refers to private
investment. This should consider private as well as public redevelopment.
Undeiferth: Revise and advertise improved access to Mystic Lake Casino.
Rye: Specific to generate redevelopment opportunity downtown; recognize increased traffic.
Undeiferth: Improved access to Mystic through Prior Lake.
Rye: It does say Downtown Prior Lake.
Kedrowski: Work on more cooperation Wilds and Mystic? Need to met with them to explore
promotional ideas and networking with people.
Underferth: Separate goal to talk to all businesses.
Kedrowski: Priordale Mall can be removed; there is no opportunity unless ownership
changes.
Schenck: Keep it on for the future. What about signage on 169?
Boyles: On the queue for getting signs on 18 and 169.
Schenck: With development issues, should explore that as well.
9. Other Business:
A) None
Commissioner Gresser arrived at 6:25.
10. Announcements or Correspondence:
A) Update on Northland Forest Products
Boyles: A purchase agreement has been provided to Northland Forest Products; their
attorney is out of town will be back next week.
Kedrowski: What is the next step in downtown redevelopment as far as marketing?
Boyles: Talked about redevelopment plan with Lotus hinged on multifamily development.
Frauenshuh stated that a theme is necessary and that private development must occur as well
as public development.
Rye: They thought it would be premature to go forward with the entire project without
knowing what kind of anchor development there will be.

Guenette: Randy concurred that housing would be a good initial use. Housing is more likely
given the present shape of downtown. Streetscape by itself will not cause a rush of private
investment. It is limited to CSAH 21/ Main. About $5000 is budgeted for preliminary design
work.
Gresser: Should scale down the streetscape. Perhaps something like a bandstand built into a
park.
Schenck: What about the current role of the task force?
Rye: Has been turned over to the EDA.
Schenck: The theme should go back to the citizens. Have always been concerned the City
seems to have stopped efforts without going all the way up Main to 13.
Kedrowski: Cognizant of who is paying the bill.
Guenette: There is a possibility of a combination public and private anchor. Could have
public or private. Victoria Island example.
Gresser: 60/40 split. Reduce the hit to downtown business owners. Something at Lakefront
Park. Would not be assessed at the front end; tear up what was just put in. Focus on Main in
front end.
Undeiferth: Redevelopment of downtown, if done, should be done in entirety.
Would like to bring back to the committee.
Schenck: Would like to have downtown discussions as permanent part of ED A meetings.

REVIEW 1998-1999 EDA GOALS AND OBJECTIVES
DISCUSSION:
At the last EDA meeting, the Goals and Objectives were reviewed to
bring them up to date with current activities and to remove those items
which had been accomplished. In the course of the review, the EDA
made a number of changes and asked staff to add a goal related to
future activities which would be more proactive in nature. The EDA
also asked staff to suggest priorities for these goals and objectives. The
attached 1998-1999 Goals and Objectives reflect these modifications
and are listed in a suggested order of priority.

MISSION STATEMENT
PROMOTE THE BUSINESS ASSETS OF PRIOR LAKE AND FACILITATE A
DIVERSIFIED TAX BASE.
1998 - 1999 GOALS
Develop a proactive strategy for future economic development activities which
will build on the efforts to date and further enhance the City's reputation as a
place to do business.
Continue to explore redevelopment opportunities in the Downtown area.
. Receive approval of the improvements outlined in the Downtown Redevelopment
Task Force Report.
. Complete and implement the marketing plan for Downtown Redevelopment.
. Initiate and oversee the Public Improvement Project steps to revise the Downtown
streetscape.
/. Prepare a Downtown Redevelopment Plan, including appraisals, rnarketing and
funding alternatives.
. Support private as well as public redevelopment plans in the Downtown area.
Develop a plan to capitalize on traffic generated by Shakopee Mdewakanton
Dakota Community and The Wilds.
. Revise and advertise the improved access to Prior Lake from 1-35 via CSAH 42 to
1-35 via CSAH 21, bringing traffic through downtown Prior Lake.
. Develop promotional materials cooperatively and create a dialogue with the
Mystic Lake Casino and The Wilds Golf Course.
Expand Business Office Park
. Review EDA Tax Increment Policy to assure that it applies to the Deerfield
expansion of the Business Park.
. Install signage at Adelmann Street and Fish Point Road which identifies the
Business Park.
. Advertise the exceptional access to the Business Park frorn 1-35 and CSAH 21.
Inventory and review existing commercial and industrial properties and develop
a position on development possibilities
. Develop a recommendation on extension of utilities to old industrial park
. Explore the relationship between housing availability and business development
. Continue to maintain and update the list of vacant property currently zoned for
commercial and industrial development

DISCUSSION:
The University of Minnesota Extension Division offers a variety of
programs and activities which are designed to help local businesses
grow and develop within the City. This is done through training
programs offered by the Extension Division to local staff and citizens
who would be participating in the program.
There is a range of options available to the EDA for its' consideration,
starting with a workshop that explores whether such a program is right
for the City up to a complete program which selects and surveys
businesses, trains local staff and volunteers, sets up a visitation
program and conducts community meetings and establishes program
priorities.
There is, of course, a cost associated with all of these options. Included
in the attached material is a price list for the various activities which
range frorn a free 2 hour workshop to a complete program which could
cost as much as $13,500.
Staff believes it would be beneficial to at least schedule the two hour
free workshop to determine whether the City needs such a program at
this time. If it turns out that such a program is premature, nothing has
been lost. If it appears that such a program may be beneficial, the EDA
can decide how far it wants to go in developing a program.

Minnesota Success Stories -
Local Business Retention & Expansion Programs
The Business Retention and Expansion Strategies
Program has worked with Minnesota communi-
ties on 35 business retention and expansion
(BR&E) programs. As part of these programs,
over 2,000 community leaders and volunteers
have participated on local BR&E leadership
teams and task forces and as visitors to 2,500
firms.
Minnesota communities are finding BR&E
programs to be a successful way to help
strengthen area businesses, learn more about the
local economy, and build networks of business,
education, development, and government leaders
to address local issues and create more livable
communities.
In these locally-driven BR&E programs, the
communities select the firms to be interviewed,
conduct firm visits, and decide on and implement
priority projects. The University of Minnesota
and certified BR&E Consultants provide
technical assistance, research, and training.
Minnesota BR&E programs have included rural
counties, suburban cities, and urban neighbor-
hoods and have addressed service, retail, manu-
facturing, tourism, and agricultural industries.
The following is a summary of how some
Minnesota communities have usedBR&E
programs to strengthen their local economies.
Dakota County Addresses Key Concern
In Dakota County, community leaders have been
very responsive to the needs identified by local
firms in their 1997 BR&E program. Since the
greatest concern of area firms was the workforce,
the Dakota County Economic Development
Partnership--sponsor of the local BR&E
Program--reoriented its programs and resources
to address workforce issues. The Partnership
joined the management of the Dakota County
Workforce Center and is moving its office to the
Center's building so it can immediately access
the Center's resources. The Partnership also
became a member of the county's school-to-
work collaborative and is designing and
conducting an assessment of the demand for
technology skills and the availability of training.
The assessment will be used to identify and
address skill gaps as quickly and effectively as
possible. The Partnership published a guide to
technology-related resources available to Dakota
County businesses.
Scott Beckman, Executive Director of the
Partnership, is very excited about the results and
encourages other communities to start BR&E
programs: "If you are serious about helping your
local businesses, a BR&E program is the best
thing you can do."
Stearns County Makes Dairy a Priority
In their 1997 dairy BR&E program, Steams'
County leaders learned that while 81 percent of
producers are interested in hiring workers, half
anticipate difficulty recruiting, retaining, and
managing employees. To address these concerns,
the BR&E team is collaborating with three
technical colleges, the dairy industry, and the
University of Minnesota to develop a dairy
management curriculum. As part of this project,
an ongoing set of nutrition, herd health, milker
training, record keeping and analysis, and
personnel management classes are being
developed.
To address other challenges identified in the
survey, the BR&E team helped secure a
$304,000 grant for central Minnesota dairy
diagnostic teams. The program will help dairy
producers set up teams of advisers, including
lenders, milk plant personnel, feed suppliers,
veterinarians, and others to work with them on
improving t4eir operations. According to Lee
Gross, Stearns County Extension Educator, "The
BR&E Program brought together the people and
the resources to apply for, win, and implement
the grant. "

Swift County Continues BR&E Success
During the 1980s, Swift County lost 17 percent
of its population and several firms closed. That
gloomy pictUre has changed as the county's
economy is growing and residents are optimistic. .
The local BR&E program helped the community
alter its course.
During the BR&E firm visits, community leaders
leamed that two large firms, Tyler Industries and
Custom Ag Products, wanted to move out of the
state. Within days of the visits, the BR&E Task
Force put together a team to meet with the firms
to try to address some of their key concerns. As
a result of their efforts and with the support of
state leaders, the firms decided not only to stay in
the county, but to expand as well. The local team
helped the county save 100 jobs and gain over
125 additional jobs.
According to Dick Hanson, Swift County
Commissioner, "The BR&E program helped
change the attitudes of business people. They
saw that we as government officials wanted to
help them and make the county a better place to
do business." Bill Luzum, financial officer of
one of the firms that planned to move, agreed
and commented that the firm received "superb
support from the local community."
Since the firms stayed and expanded, home
values have increased 20 percent, $2 million has
been spent on new construction and a new hotel,
restaurant/convention center, and additional retail
and service businesses have been developed.
The population has also stabilized.
Saint Paul-Midway Unites to Help Firms
In an effort to address concerns about the size
and quality of the labor supply, the Midway-
University Avenue BR&E Task Force initiated
and now conducts regular job fairs that help
match area workers with employers. In the first
fair alone, 44 businesses and 520 job seekers
participated, and more than 60 people found
jobs. The job fair organized by the BR&E team
has been a model for several other communities.
At the Midway-University Avenue. BR&E
program's community meeting, Mayor Norm
Coleman commended the group and stated that
"... partnerships between businesses, community
groups, and government are critical to our
continued success as a city. The degree of
collaboration on this project has been widespread
and very admirable."
Success Notes from Other Communities
Although their program is relatively new, the
Carver, Chanhassen, Chaska, and Victoria
BR&E team has already developed a complete
list of businesses that had not previously been
available. Community leaders are using the data
from the BR&E program to help with their
school-to-work efforts, set priorities for chamber
of commerce activities, and prepare grant
proposals to address business concerns identified
in the survey.
As a result of the Waconia-St. Bonifacius
BR&E program, Waconia developed a space
inventory data base, clarified a parking policy,
and the school district increased its school-
business partnerships.
Acting on their BR&E survey results, the cities of
Norwood and Young America worked to bring
metro phone service to the area and embarked on
a study that resulted in the merging of the two
cities in 1997.
The Mississippi Valley Partners BR&E
program, which covers cities in the Lake Pepin
area, promoted a video in which they are featured
about the economic impact of tourism on an
economy and conducted a series of well-attended
marketing workshops for area firms.

thought through the process of working with. you and your Economic D~elopment Authority on
the creation of a master plart, financial feasibility analysis and implementation strategy that will
guide all future public and private investments over the next 3 - 5 yc:ars. We are delighted to

Scope of Services
The scope of services outlined below is divided into four stagt:s designed to develop a ~alistic:; and
achievable development strategy for the downtown area that can and will be implemented ovct titnc. It
envisions working closely with the City of Prior Lake City Council, Economic Development Authority,
Downtown Redevelopment Task Force and staff (Client Team) (0 prepare a master plan and

IV. Implementation Strategy and Action Plan
Task A _ Prepare an implementation strategy for public improvement and "developer" projects
identified in the development plan. Public improvement projects include those reconunencled in the
COTlceptual Design PIQn for the City of Prior lake Downtown and other public streets,
streetscape amenities, utilities, open space, pedestrian circulation and public facilities that evolve
out of the process. The "developer" projects include infrllStJuCturC projects that a typical private
sector master developer would provide to create ready to build sites (i.e. remove existing
rcdundanl infrastructure. resolve environmental contamination. rough grading, roads and utilities).
. The strategy will identify specific projects, project costs, the projected time; frame for
implementation, implementing agency and benefit to the project/community.
Task B _ Prepare an action agenda which clearly defines the next steps necessary to move the
project forward.
Task C _ Assist the Client Team in preparing a downtown master plan and development strategy
brochure for use in commW1icating the potential of the area to the community, and in marketing it
to potential developers, invesrors and lenders. This task does not include time for the actIJal dc:sign
and production of the brochure.
Task 0 - Present master plan and development strategy to City Council, Economic Development
Authority and other public officials.

Scage IV Work Products -Implemen.tation strategy, action plQn Qnd mascer plan and
development strategy brochure. The brochure will be designed and produced by others with the

Time Frame
Ellerbe Beckel is prepared to begin this assignment immediately upon ex.ecution of a contract. Based
on the scope of service outlined above, we believe that we can accomplish this effort in a foW' to six
month time framo. This time frame does not include allowance for a public participation process. If a
wider commwrity collaboration is desired beyond the Client Team, the time frame would need to be
extended.
Compensation
Based on our Wlderstanding of rhe project, the scope of services we have outlined, the tUne frame and a
49 _ 57 staff day effort, we wo\lld estimate a professional fee range of $41,560 - $46.600. Expenses
are in addition to the professional fee and include all out of pocket project costs such as, loeal travel,
parking, photography, reprographics and messenger service. At this time, we would propose an
expense estimate of $3.500 -$4,000. Billing will occur monthly for the aClul fees and expenses
expended during the billing period following the attached Terms and Conditions of Service.

VACANT LOT INVENTORY
At the May 18, 1998 EDA meeting, staff has presented a vacant lot
inventory. Direction was given to indicate green acre and agricultural
preserve properties. They are indicated on the spreadsheet and maps.
Also, the inventory was revised such that all maps would be in the
same format and the report is more clear.
Agricultural Preserves is administered by the city which allows
property owners to place their land in a permanent state of agricultural
use. This provides a valuation of the property based on agricultural
use, comparable to a rural per acre value, rather than market value of
land in a developing suburb. Green Acres program is administrated
under the county. It establishes a 10% lower property value for tax
purposes and provides relief to property owners from special
assessments. There are additional agricultural preserve and green acre
properties in the city, however, they are not designated as commercial
or industrial land uses and are not identified in this inventory.

In March I wrote to you requesting guide signing for the City of Prior Lake along the new TH
169 Shakopee Bypass. To date we have not received a response to that request.
Now that Scott County Road 21 has been completed and connects the City to 1-35, we would
also be interested in having guide signing installed on 1-35.
We feel guide signs would assist motorists in reaching their destinations within Prior Lake more
quickly and easily. The City of Prior Lake is open to paying our fair share for these installations.

resignation from the Prior Lake Economic Development Authority.
I have enjoyed my time of service and believe in the EDA's
mission and its efforts for the city. But at this time I am in the
process of proposing a business venture that involves cooperation
between a corporation I represent and the city.
Although these actions do not constitute a direct conflict of interest,
the fact that I may work closely with city staff and require council
approval on realestate development, could create the perception of,
or eventually lead to, a conflict. Plaese pass my best wishes to the

The EDA meetings are usually scheduled the third Monday of the month at 5:30 p.m. at
the Prior Lake Fire Hall. The administrative secretary (Kirsten) takes minutes. The
Planning Secretary types the agenda prepared by Prank and Don. They will also give you
all the reports and attachments to distribute. A file packet is kept in an EDA folder the
gray cabinet (second drawer). The folder is marked with the year.
