HomeMy WebLinkAboutMay 20, 1997 EDA Forum ECONOMIC DEVELOPMENT AUTHORITY FORUM May 20, 1997 President Barsness called the meeting to order at 7:05 p.m. Those present were President Barsness, Commissioners Campagnoli, Kedrowski, Schenck, Executive Director Frank Boyles, Director of Planning Don Rye, Planning Coordinator Jane Kansier, Planner Jenni Tovar, City Attorney Suesan Lea Pace and Consultant Roger Guenette. President Barsness explained the purpose of the meeting was to solicit community opinion about redevelopment in the Priordale Mall area to assist the Economic Development Committee in making its recommendation to the City Council. He stated the Forum had been announced in the newspaper, cable t.v., the Wave Length newsletter and flyers. The focus of the meeting is to understand public opinion regarding the type of commercial/retail in this location, the design form desired, issues associated and the extent to which the City should participate, if at all. President Barsness introduced the members of the Economic Development Authority. He then introduced Roger Guenette, the City's Economic Development Consultant. Roger indicated the 30 acre area is shown on the transparency. He described the proposed ring road and property boundaries. He stated the purpose is "What should happen if anything, to the 30 acre commerical/retail site upon which Priordale Mall is located and the role, if any, the City should play." He reviewed the assumptions and then specific questions to be addressed. He indicated the large group would be broken into 4 smaller groups who would address each by question. After electing a reporter, a City facilitator would record each group's comments, then the comments would be shared with the whole group. He outlined the time schedule. Persons present were asked to count off in 4' s. Staff members present were exempt from participation except as facilitators. Council Member Mader indicated that he was directed not to participate by the City Attorney and passed. She had been asked to consider whether there was any type of open meeting law issue if three or more council members attended and participated in the forum. City Attorney Pace indicated she has an Attorney General's Opinion that a third council member's participation in the session could constitute a violation of the open meeting law. Financial . Community support . Access Roger Guenette asked EDA members whether they had questions of the groups. Question 3 - Public Financing Roger Guenette provided background information about funding issues. He stated that demonstration, relocation and environmental remediation and public infrastructure are those which may require assistance. Raw land has a competitive advantage over developed land because of the above. Should the investment be private only or public/private? One resident brought a visual aid regarding a St. Louis Park development. She knows that St. Louis Park subsidized the costs substantially. EDA52097.DOC 4 Retail Mecca needed to support the community's needs. Whether in Prior Lake or other locations does not matter to her. Lyle Durr commented many of his customers say if they had more reasons to shop in Prior Lake they would do it rather than going to Burnsville. Financing - Would City finance tax increment? Is the financing used to pay back developer? Roger Guenette responded: Developers fund cost of development. City uses TIF to reimburse costs of the project. The City prefers the developer front end the cost. Dick Underferth - This is a proper use ofTIF. It is unrealistic to believe this will occur without TIF. The bigger question is whether the businesses we want can really exist in Prior Lake given market constraints. If so, he would support heavy City financial involvement. If there is a shortage of retail property then maybe retail below - residential rental - above would be more feasible. Pete Schenck - How would the public feel about TIF for virtually the same retail uses as we presently have? Perhaps attracting an anchor tenant without TIF. Dick Underferth - The mall is not user friendly or accessible. He believes the building must be demolished. Roger Guenette clarified a Target or Cub are not going to be attracted to this site. We have communicated with developers like the St. Louis Park project and others in the entertainment field like a theater. Their response is that the market in Prior Lake is not sufficient enough to draw them in. What we have talked about is grocery. This seems to work with developers but may not have community support. He asked for input. One woman commented that putting another grocery store within one half mile of an existing grocery seems absurd. She does not want her TIF money going to that. Another person recommended that we wait until another anchor can be drawn in. Roger Guenette said that without an anchor the entire concept is in question. Dave Chromy asked what is the developer's input? Roger Guenette indicated there have been three development proposals. Each case represented 90,000 to 105,000 sq. feet of commercial space on 17 acres of property. The major anchor has been a grocery. They don't believe they can secure another anchor. The anchor tenant gets an attractive rent rate and smaller tenants get higher rates. EDA52097.DOC 5 Dick Underferth said the EDA is in a difficult position. The project needs an anchor. But City needs to approach this realistically. Highway 13 and County Road 42 are going to have a major grocery. He believes that 2 groceries plus a major grocery at Highway 13 and County Road 42 are courting disaster. Three stores would be a marginal mix. The division of the City by the lake and streets tend to subdivide the market into segments going to different retail locations. Roger Guenette said the problem with Target is they see our market as too small and on the periphery of the population growth. There are some smaller Target-like stores who can do the job. Ray Lemley asked if there is TIF funding to redo the mall? He said there used to be funding for down town and up town. Is money now available for down town? If we cannot bring the dream can we at least remove the eyesore? Roger Guenette state that TIF is available, but the tax base generated would be substantially less and therefore less likely to make a significant contribution. Remodeling the building does not address many of the issues including access and poor use of property in the back. Ray Lemley said that vacancy signs exist in new and old buildings. A new mall will not solve all problems. Roger Guenette stated he does not believe so. This site could support more retail square footage. Ray Lemley recited the uses that have been in the mall and left. He indicated that there is no guarantee new uses will stay in a remodeled or new facility. Roger Guenette clarified that there is general support for using TIF to support this project but not with a grocery as the anchor. Dave Chromy said every one wants a grocery. He does not see another grocery. Maybe a Walgreens. What happens if we do nothing? Have we lost our opportunity? Bob Barsness stated Savage is very aggressive. We don't have what they will do at Hwy 13 and CR 42. If we wait we could be too late. He is in favor of using TIF to underwrite the developers investment. Martha Hoover asked what if we don't provide financial assistance and other communities do? It is likely to be lost to them. We also need something to do in Prior Lake. What do private developers want? EDA52097.DOC 6 Roger Guenette said he did not pretend to know. Developers will only bring here those uses which will work. The City could only cover with TIF the extraordinary cost such as demolition, relocation, remediation and infrastructure. Dave Chromy asked if the ring road stops at Duluth or CSAH 23. Roger Guenette stated the intent was to connect to CSAH 23. Kate Haggerty thanked the EDA for having the forum. Roger Guenette said everyone will get a copy of the report. That was the reason for asking for names and addresses. Bob Barsness gave the EDA members the opportunity to ask questions. Tom Kedrowski stated he learned a lot. Roseanne Campagnoli thanked those who participated and said she learned two valuable things. Pete Schenck said the learning today came from the audience. It gave credence that this process does work. Bob Barsness said he was grateful that people attended and participated. He is encouraged that once they receive a copy of the report to provide feed back to the EDA with questions and input.
