Action Steps for Downtown redevelopment

At the last EDA meeting, it was decided to ask Roger
Guenette to review past planning studies for Downtown
Prior Lake and to summarize the results of these studies.
Following a meeting between Mr. Guenette and staff, it was
decided to make the most recent planning report available to
the EDA and to suggest an approach to the EDA as to how
the Downtown redevelopment issue should best be
addressed.
Because of interest in the subject of downtovvn development
and redevelopment on the part of several groups, including
the ED A, Planning Commission, Parks Advisory
Commission, Friends of the Library and some downtown
business owners, it was felt that an approach should be
developed which allows for input from all concerned and
avoids unnecessary duplication of effort.
The Prior Lake downtown design study is attached as is a
copy of the Request for Qualifications which the City sent
out to design firms competing for the contract to design the
new library.
Due to the complexity of the redevelopment issue, staff
believes that a clear delineation of responsibilities be
established in order to insure the most efficient use of time
and resources is made.
The Planning Commission is charged by the City Code with
preparing and recommending amendments to the
Comprehensive Plan for consideration by the City Council
and to formulate and recommend policies to the City
Council for guiding action affecting development in the

City. The Commission is further charged with advising the
City Council on all planning and development matters.
The EDA is charged with guiding the growth and
redevelopment of commercial and industrial properties in
the City and ,as deemed necessary, to develop and provide
funding mechanisms to serve as incentives for such growth
and redevelopment.
The Parks Advisory Commission is overseeing the master
plan development of Lakefront Park and the connection of
the Park with the Downtown area is viewed as a key
element in the redevelopment of Downtown.
Friends of the Library is playing a key role in the
development of plans for the Library, while Downtown
business owners have a clear interest in what is done
downtown and how it is accomplished.
Because of the diversity of interests and abilities represented
in this process, staff believes it would be appropriate to
establish Steering Committee consisting of representatives
of each group to insure that activities relating to the
redevelopment of Downtown are properly coordinated. It is
suggested that two EDA members serve on the Committee
and that one of these members should be one of the Council
representatives on the EDA. In addition, there should be one
representative from the Planning Commission, Parks
Advisory Commission and Friends of the Library and two
representatives of Downtown businesses.
Staff support would be coordinated by the Planning
Department with the input of other staff or consultants as
necessary .
Once constituted, staff can assist the Committee in the
development of a work program and time frames for action
steps.
ISSUES:
The primary issue is whether the Authority believes the
formation of the Steering Committee is the best way to
approach Downtown redevelopment, at least initially. It is
likely that, as progress is made on redevelopment, the need
for the Committee will diminish, but in the meantime, staff
believes that this structure will serve to begin the
redevelopment effort.
AL TERNATIVES: 1. Appoint Steering Committee as recommended or with

Dear Madam or Sir,
The City of Prior Lake is planning to construct a branch library of the Scott County Library system
within Prior Lake. The library is currently being housed in an old bank building which is located on the
comer of Main Street and County Road 21 in downtown Prior Lake. The project includes the
construction of a new library building on this downtown City owned propeny and the remodeling of the
existing library facility. which would be utilized as community space/dance studio. The City envisions
that the library/dance studio will be the cornerstone of the future redevelopment of the City" s downtown
business district. The new library facility will be approximately 15,000 square feet and will include
meeting rooms, library personnel offices, storage space, and parking. The community space/dance studio
project consists of the remodeling of approximately 4,500 sq. ft. which will be utilized as a dance studio
and community space. An identical size basement which will be used for storage and meeting space. The
successful architect will be one who can blend vision. ingenuity and imagination to create a focal point
for the downtown business district and City Hall campus. A desirable time line would include: design-
Winter/Spring 1997-98; construction - Summer/Winter 1998-99: and occupancy - Spring 1999.
This letter constitutes an invitation for submission of Request For Qualifications. The goal of this
Request For Qualifications is to provide an opportunity for the submission of basic information and an
expression of interest in the project. The City of Prior Lake will select an architect based upon the
following criteria:
. Information submitted by the firm in response to this RFQ and other requests by the City;
. Recommendations from owners/managers of previous projects of the firm and the project architect;
. Visits to ~ne or more of the firm's or the architect's projects of similar nature and size;
. Interviews/personal contacts with the architect or firm;
. The proposed cost of professional services submitted by the architect/firm: and
. The scope of services proposed to be provided by the architect/firm.

You are asked to submit the following information for use in a preliminary screening by the library/dance
studio building committee. This committee consists of representatives from the City of Prior Lake, Scott
County, Library Staff, Parks Advisory Committee, and Friends of the Library.

. Key Firm Personnel for this Project?
Submit name and resume of the Project Manger and ArchitecrJDesigner and
other key personnel for this project.
Note that: 1) the project architect will be expected to participate in any
interviews that may be scheduled; and 2) desirable recent experience (within the
last five years) for the Project Architect should include the design and
construction of a public library.

Electronic Information Systems)

name and professional credentials for the person to be assigned to this project (if

. List the public library buildings designedlbuilt by the firm.
. List the public library buildings involving proposed architect. Provide detailed
description of role.
. Include per square foot construction cost of past library projects.

may be similar in nature to this project.

. List any dance studio and/or recreation multi-purpose room facilities that your firm has
been involved in.

your rationale for these selections.
9) Fee Schedule
A. What fee would you anticipate charging for this project'~ Describe how the City will be
charged for professional services.
B. List the hourly rate of all professionals involved on project.

commitments.

The City of Prior Lake will use the following process for selection of a qualified architect. First. we will
review responses to this Request for Qualifications. A short list of qualifying firms/individuals should
emerge from the process. Second. interviews will be held with firms/individuals on the short list. and a
firm/individual will be selected. Once there has been preli~inary selection of an architect/firm. the
scope of the project and required professional services will be specifically defined and negotiated with
the selected firm/individuals. Finally, the firm/individual will be retained on the basis of an acceptable
fee proposal.
Please submit responses to the Request for Qualifications by the end of our business day (4:30)
Wednesday. August 13,1997. You will be expected to submit ten copies of your response so that they
may be individually reviewed by the selection committee members. If you have questions or concerns
regarding this Request for Proposal. please feel free to contact me at 447 -4230. The City reserves the
right not to select an ArchitectlFirm from among those responding to this Request for Qualifications.
