4. Disinfection of the potable water system must include the following (see Minnesota Rules, part 4715.2250):
a. The pipe system must be flushed with clean, potable water until no dirty water appears at the points of
outlet;
b. The system must then be filled with a water chlorine solution containing at least 50 parts per million of
chlorine and allowed to stand for 24 hours; or a solution containing at least 200 parts per million of
chlorine and allowed to stand for three hours; and
c. Following the allowed standing time the system must be flushed with clean potable water until no
chlorine remains.
5. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820.
NOTE(S):
1. The scope of this project consists of remodeling an existing building. Installation includes a water heater, a
floor drain, a break room sink, and a restroom.
2. The building is served by existing municipal sewer and water services.
3. The plans and specifications were prepared by a licensed master plumber. Only the plumber who has

Bonding requirements for corrugated stainless steel tubing
As part of an interim settlement of a class
action lawsuit brought against manufacturers of
corrugated stainless steel tubing (CSST) used for
gas piping, manufacturers of CSST have issued
technical bulletins related to bonding of CSST.
Manufacturers of CSST named in the lawsuit
include: Titeflex Corporation, manufacturers of
GasTite; Ward Manufacturing, manufacturers of
WARDFLEX; OmegaFlex, Inc., manufacturers of
TracPipe and TracPipe PS-II; and Parker Hannifin.
Technical bulletins and information related to the
class action lawsuit can be accessed online at www.
pddocs.com/csst/updates.aspx# .
Although similar, each manufacturer has developed
their own requirements for bonding of CSST
manufactured by their company. These requirements
become part of the manufacturer's installation
instructions and subsequently compliance is required
by the State Mechanical Code.
Specific manufacturers of CSST may have
requirements that differ from this summary and
should be contacted, or their most recent information
accessed, to ensure compliance with their specific
requirements.
The bonding of CSST is electrical work and must
be performed in accordance with electrical licensing
laws, Minnesota Statutes 326.0 I and 326.241 - 248
and Minnesota Rules Chapter 3800.
The bonding requirements specified by manufacturers
that are in addition to those found in the National
Electrical Code are enforceable under the State
Mechanical Code. There is no separate electrical
inspection required for this additional bonding and
electrical inspection is performed as part of the
inspection of other electrical work being performed
on the premises.
The following IS a summary of the general
requirements:
I. CSST must be bonded to the grounding
electrode system of the premises. This
bonding requirement is in addition to the
bonding requirement of section 250. I 04 (B)
of the National Electrical Code and section
309 of the State Fuel Gas Code, which allow
the equipment grounding conductor of the
feeder or branch circuit to bond the gas piping
at the supplied equipment.
2. The bonding connection must be made nearest
the point of entrance of the gas piping to the
premIses.
3. Bonding connections must not be made to
the tubing itself, rather to associated metal
fittings, piping or manifolds that are directly
connected to CSST.
4. Bonding connections must be made by using
approved pipe grounding clamps or approved
wire connectors in accordance with National
Electrical Code section 250.70.
5. The bonding conductor should be as short
as possible and bond the gas piping system
directly to the premises grounding electrode
system or electrical service equipment
enclosures or raceways.
6. The size of the bonding conductor should be
no smaller than 6 AWG copper.

The unit is beginning to see improvements in turnaround time for
plan review with the addition of new staff.
The demand for plumbing plan reviews has increased 18 percent
during the past eight years. However, the number of plans
submitted to the Plumbing Plan Review unit began to decrease
last faU, resulting in 243 fewer requests in 2006 than in 2005.

Following are the results of the plan review for the Midwest Transmission Renovation. Our review was
based on the Minnesota State Building Code (MSBC) which adopted with amendments the 2000
International Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code
Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with
amendments the 2000 International Fire Code (IFC).
1. Separate mechanical and plumbing~rmits are required. An Electrical permit is required from the
Minnesota State Board of Electricity. trPlumbing Plans must be approved by the Minnesota
Department of Health. MSBC 4715.3130.

~ If separated lavatories are not provided as required in MSBC 1305 2902.2, then MSBC 1305 2902.2
exception 4 may be utilized which states "Separate facilities shall not be required in structures or

area. The individual unisex restroom shall have not less than one water closet, one urinal, and one

12. At the site visit on March 22,2007 it was noticed that no sewer gases were being vented through the
uncapped sewer pipe that the water closet was positioned. This is highly unusual in that there should
be sewer gases that escape thru the untrapped pipe. There may be a clog or another problem with the
building sewer. For the buildings benefit, it should be proved that water flows to the city sewer. The
Cities utility department will participate with you in this exercise. The details of the exercise can be
discussed at a later date.
13. Raise existing water heater 18" above finished floor. International Mechanical Code 304.3.
The following are Planning Department comments:
14. No storage or overnight parking will be allowed outside the confines of the structure.
15. The exterior of the trash enclosure must match the exterior of the building. The existing wood gate
for the trash enclosure is in disrepair. Please replace this wooden gate. No trash is allowed to be
stacked above the height of the enclosure.
16. A sign permit must be approved prior to installation of any signage on the site.
All items pertaining to the plan review must be addressed before a building perrmt IS issued.

Here are responses to your letter. My role with this project is complete, but for
the sake of smooth completion of requirements:
1. My client will handle submissions of electrical and plumbing submissions.
2. My client's intent is to remove the existing trash enclosure and keep all
trash and recycling receptacles within the building.
3. Regarding the restrooms, we would like to use MSBC 13052902.2
exception 3: "Separate facilities shall note be required in structures or
tenant spaces with a total occupant load, including both employees and
customers, or 15 or less." In this case, customers very rarely wait in the
building, and there will be less than 10 employees. Harm can speak to
this; mc 1003.2.2.1 allows the occupant load to match the number for
which the space was designed. This would be a call you would make.
Alternately, my client may choose to add a urinal as you suggest.
4. My client will handle MSDS directly.
5. Acknowledged.
6. My client will handle this as part of his signage contract.
7 . We would like to avoid additional drawings if possible. Can the Owner
make the changes for your review?

These notes address issues discussed first at a design team site visit, then in a discussion at Bob
Hutchins' office.
1. Meeting Purpose: To review floor plans and building code issues to be addressed

3. Preliminary plans discussion:
A. MSDS sheets will be required with building permit application
B. 20% rule will require that existing bathroom be made handicapped accessible
C. 18" clear floor space required at latch side offront door (additional concrete
required)
4. Mechanical Systems:
A. East Shop:
I. Remove existing furnace and block off underground ducts
2. Make use of existing roof opening (paint booth exhaust) for ventilation
exhaust
3. Provide motorize damper in new or existing wall for fresh air
4. Existing unit heaters to remain (capacity will cover make-up air
requirements)
5. Provide tail-pipe ventilation system
B. West Shop:
1. Provide motorized damper on existing wall louver for fresh air
2. Provide ventilation fan and ducts
3. Provide tail-pipe ventilation system through doors
C. Offices:
1. Existing electric baseboard heat to remain, although expensive to operate
2. Provide window air-conditioner at existing wall opening for cooling
5. Plumbing:
A. Provide new water heater for existing east bathroom
1. To provide radiant heat to bathroom
2. To provide domestic hot water to bathroom
B. Provide new water heater for new accessible bathroom and service sink
C. Provide Drinking Fountain
D. Oil Separator:
I. Verify that Trench drain in East Shop drains to oil separator in west shop (if
not a new separator will be required)

3. Pump out oil separator so it can be examined by an engineer (this is usually

RE: CUP Site plan review for Midwest Transmission.
Following are comments regarding preliminary plan review submittals for Our review
was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 2000 International Building Code (IDC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also requirements of the 2003 Minnesota
State Fire Code (MSFC) which adopted with amendments the 2000 International Fire
Code (IFC).
1. Submit signed architectural, HV AC and plumbing plans. Submit two set of building
plans signed by an architect registered in the State of Minnesota. Minnesota Statutes
1800.5200. The HV AC and plumbing plans are to be signed by an engineer registered
in the State of Minnesota.
2. Separate building, mechanical and plumbing permits are required. An Electrical permit
is required from the Minnesota State Board of Electricity. Plumbing Plans must be
approved by the Minnesota Department of Health. MSBC 4715.3130.
3. Architect must complete a Building Code analysis on the proposed use. IDC Chapter 5.
Include the following:
a. Occupancy Classification and occupancy separation requirements.
b. Type of Construction
c. Location on Property
d. Allowable Floor Area
e. Height and number of stories
f. Exiting calculations
4. Accessible parking loading zone shall be minimum 20' long and 5' wide. MSBC
1341.0428, Subpart 6.
5. If a sales counter is provided, a HDCP accessible horizontal counter space of 36" and a
maximum height of 36" above the finished floor are required. MSBC 1341.0720

6. If structural alterations are made, the alteration must be designed by a Structural
Engineer registered in the State of Minnesota. Minnesota Statutes 1800.5200.
7. List types, quantities, location of storage and Material Safety Data Sheets (MSDS) of
combustible and flammable liquids.
8. Provide fire department lock box at the front door. An application for purchase of the
box will be received with an approved building permit.
9. Presently there is a oil separator installed but is missing vents and c1eanouts. The
separator' must be brought up to meet code.
10. Provide interior ventilation for all areas. Repair garage requires minimum 0.75 CFM
per square foot of floor area. MSBC 1346.0404.2. Office areas require 20 CFM per
occupant. MSBC 1346.0403.3.
Other code items will be addressed when the final plans are submitted. The building plans
must be reviewed by the Cities Developmental Review Committee (DRC) which consists
of representatives of Planning, Engineering, Parks, Finance, and Building Departments.
The DRC must approve the site plans before a building permit can be issued.

Subpart 2. In other words, if the alterations that will be done on the building are at a cost, 20 percent
of that cost shall be applied towards upgrading the toilet facilitates. Some of the 20 percent of the
moneys could be used for such items as grab bars, HDCP toilet, HDCP lavatory with a lever handle,
and or a 5 foot turning radius in the toilet rooms.

flammab wastes shall be discharged before emptying into the building drainage system. The
existin s arator must be proven of its meeting the plumbing code. Clean out trench drains, vent
and ove at the separator collects wastewater from all trench drains. Minnesota State Plumbing
