HomeMy WebLinkAbout11B - 2008 Fee Schedule MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JAN UARY 7, 2008 11 B Ralph Teschner, Finance Director CONSIDER APPROVAL OF THE 2008 OFFICIAL CITY FEE SCHEDULE Introduction The purpose of this agenda item is to consider approval of the 2008 Official City Fee Schedule. The fee schedule identifies those types of service charges and license fees charged on a user basis to recover city-associated costs as directed by the City Council in an effort to reduce reliance upon the property tax. The intent is that the user who benefits should pay the ultimate cost of the service provided. History The City Council conducted a workshop on December 17, 2007 to review general license fees. Also, the Council directed Staff to prepare an in-house analysis later in the year of the park dedication and street oversize fees to assure that development pay 100% of the costs associated with new development. All increases recommended by the Council have been incorporated. Current Circumstances Attached is the proposed 2008 Official City Fee Schedule that lists all license fees and service charges. An increase to $20.00 is required to cover time necessary to research the property data. Adjusting the NSF charge to $28.00 is consistent with the fees charged by US Bank on the City's bank statements for checks that are presented as non- sufficient funds. Currently we charge a delinquent assessment charge to recover city administration costs in preparing notices and assessment rolls associated with delinquent services such as non-payment of final utility bills, weed removal and other nuisance abatements. The new proposed fee would be set at $25.00. Water shut-off charges are proposed at a level of $45.00 for terminating water service during the day and $95.00 for night time responses that require the payment of overtime to our maintenance personnel. These shutoffs are normally attributed to non-payment of the water and sewer utility bills. On sale intoxicating license has not been raised since 1994 and, subject to a public hearing prior to the July 1 renewal date, is recommended to be increased to $6300 which is the AMM Survey average for metropolitan cities. The new animal license fees are proposed at $15.00/$25.00 and are issued for a two year period. The lower amount is for a neutered or spayed animal. As discussed in the workshop both the body art and massage license fees would be established at $100.00 to be consistent and in line with the majority of cities (In the case of the massage license this represents a decrease of $150). The dangerous dog registration fee of $50.00 is a new fee established by City Code 802.1706 whereby the City issues a certificate of registration to the owner of a dangerous dog. The fee is intended to reimburse the City for its administration time for record keeping. Refuse haulers license is proposed to be $250.00 for the 1st refuse truck and $50 for each truck thereafter. A new refuse plan addressing decreased fuel consumption, reduced impact upon our residential streets and potential service cost savings will be considered later in the year. Plumbing and mechanical permit fees of $49.50 and $149.50 are proposed for residential additions and new construction respectively. These amounts were recommended by the building department to cover inspection time. The Metropolitan Council for Environmental Services has requested all cities in the metropolitan area to collect a MCES Interceptor Connect pass-thru charge of $900.00 that would be collected by municipalities for the purpose of covering review costs by the MCES for a direct sewer connection to the interceptor. These occur on a very infrequent basis. The water and sewer inspection fee of $25.50 each is also raised to pay for the building inspector's time to inspect utility service connections to the City's water and sewer mains. The MCES sac (sewer availability charge) increase of $150 from $1675 to $1825 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased incrementally by $50-150 each year since its inception. As a result of the City providing boat slips in Sand Point Park the following boat slip rental charge was recommended by the Parks Advisory Committee: Resident/Non-resident weekda char e Resident/Non-resident weekend char e $60.00/$80.00 $75.00/$105.00 The PAC also recommended that softball tournament fees be increased to $500.00 for a two day weekend tournament and the picnic table move charges established at $10.00 per table. Both were the result of increase labor costs due to overtime to facilitate these activities during weekends. Response by the public for DVDNHS copies of public meetings has made it necessary to institute a DVDNHS charge of $5.00 to accommodate these requests. When webcasting/streaming begins in 2008 we expect considerably fewer requests of this nature. ISSUES: With the proposed adjustments, all city fees are consistent with the most recent Association of Metropolitan Cities' "Municipal License & Permit Fee Survey" that is conducted every two years. Also all revenue categories in the approved 2008 Operating Budget are based upon the attached fee schedule. ALTERNATIVES: The following alternatives are available to the City Council: 1. Approve the 2008 Official City Fee Schedule as presented 2. Approve the 2008 Official City Fee Schedule subject to specific Council amendments 3. Delay action if the Council requires additional information. RECOMMENDED MOTION: Alternative #1 - Motion and second to adopt the 2008 Official City Fee Schedule as proposed.
