CITY COUNCIL AGENDA REPORT
January 7, 2008 ::BY

Frank Boyles, City Manager
CONSIDER APPROVAL OF REVISIONS TO THE CITY COUNCIL AND
ADVISORY BODY BYLAWS
Introduction
The purpose of this agenda item is to have the Council consider deferral of this
item until the second meeting in January.
History
The City Council considers amendments to bylaws at the annual meeting (first
meeting in January) pursuant to its bylaws.
Current Circumstances
There are a considerable number of changes being proposed in the bylaws. For
example, a uniform code of ethics is proposed to be included in each of the
bylaws. The Communication Advisory Committee is recommended to be
changed to the Communication and Technology Committee. This name change
should be included in the new bylaws. Finally, the 2008 Council representatives
to the Bylaws and Compensation Committee should be given an opportunity to
discuss the proposed revisions before they are submitted for City Council
consideration.
Conclusion
The City Council should defer consideration of bylaws revisions for the reasons
enumerated above.
Because deferral will allow for all revisions to be included and the opportunity for
the Bylaws and Compensation Committee to review proposed changes, there
are no issues. Existing bylaws provide direction until the new bylaws are
adopted.
The costs of the revisions are included in the 2008 budget.
1. Defer action on bylaw consideration.
2. Provide additional direction to staff.
RECOMMENDED Alternative #1.
